PVC: India’s BIS Certification Cancelled
On November 12, 2025, the Ministry of Chemicals and Fertilisers of the Government of India issued a notification in the Gazette of India, announcing that India will cancel the BIS certification for 14 chemicals, including PVC, starting from November 12, 2025. This decision aims to simplify market access, based on a re-evaluation of industrial needs and public interests.
India first issued a notice on BIS certification for PVC on February 26, 2024, originally scheduled to take effect on December 24, 2024. It was later extended to June 24, 2025, and the second extension postponed the implementation date to December 24, 2025. However, this time the BIS certification has been directly cancelled.
None of China’s PVC enterprises has obtained India’s BIS certification, so the BIS certification has long been an expected bearish factor for China’s PVC market. But after two extensions, this expected bearish sentiment has weakened significantly, and the market generally expected a high probability of continued extension of India’s BIS certification. The direct cancellation of the BIS certification this time is slightly beyond expectations, but it has little impact on China’s market. As can be seen from the trend of PVC futures on November 13, 2025, the futures continued to fluctuate weakly.
In addition to India’s policy of cancelling BIS certification, recent attention should also be paid to the implementation of India’s anti-dumping policy. According to SCI, specific results regarding India’s anti-dumping policy will be released soon, but it is not yet certain whether it will be formally implemented or further extended. At present, the market expects India’s anti-dumping policy to be implemented. If there is an unexpected development, its impact on the market will be significantly greater than the change in India’s BIS certification policy.
