What’s going on in China’s oil refining industry with incredible influences is not just within the country but to the global economy as well. Are most independent refineries suffering low refining margins? How are tax policies influencing China’s oil refining industry? Any new polices to regulate refineries? How will China solve overcapacity? Change is hard, and change is quick, and it never happens all at once. Both China’s state-owned refineries and independent refineries will enjoy opportunities and face challenges. Both opportunities and challenges are open to international participants.
Gas
Heading 2018’s winter, China’s natural gas retains the skyrocketing advance, and China’s natural gas growth speed is expected to linger around 15% in at least three years. However, with faster developments comes bigger supply gap, especially in winter heating season. Peak-shaving and shortage prevention have become the first and foremost matter for Beijing and China’s NOCs. With multiple countermeasures, it is expected the apparent consumption will be fulfilled, at least in the residential sector, but a great potential demand is suppressed simultaneously. Considering the low infrastructure coverage and piped gas import capacity, LNG seems to be the only short-term solution to meet the challenge of Beijing’s blue sky ambition, and more players from the private sector will rub shoulders with NOCs in LNG imports.

James Gao
Oil Industry Analyst
James joined SCI in 2013 as an analyst covering China oil refining industry. He has taken part in project studies on crude oil, refined oil products and olefins since 2014. He has developed a unique insight for the macro policies interpretation and industry trend analysis. He was invited to deliver speeches at related associations and industry conferences, and was highly recognized by Chinese mainstream media.

Senior Energy Analyst
Michael has entered the energy sector for over ten years and joined SCI as the chief energy analyst after eight years’ international trader experience. Michael has been invited as a speaker to many international conferences such as International Petroleum Week London, Argus Energy and Renewables Beijing, etc. Also, he gives special training lectures to many world energy giants who are interested in China’s natural gas and policy. With his deep insights into China’s energy policies, Michael has been interviewed by many famous media such as CCTV, Reuters, Bloomberg, etc. Michael also contributes his keen energy senses and unique experiences to build regular reports and customized survey reports in energy sector.

Andy Liu
Director of SCI Energy Business Unit
Mr. Andy Liu has studied the oil refining industry for 12 years since he joined SCI in February 2006. Now he holds the position of Director at SCI Energy Business Unit. Mr. Liu has a deep insight into the evolution of China’s energy industry. Under his direction, a competitive analyst team has established the calculation model of refining margins and operating rate for the independent refineries, as well as the inventory models for state-owned refineries and independent refineries. He plays a leading role in the researching and writing of the reports on China’s state-owned refineries and independent refineries. He has hosted and participated in the study projects for many global giants in the energy field. Additionally, he has been interviewed by CCTV, Xinhua News Agency, Reuters, Sohu, Sina, etc.
Wukong Liu
Oil Refining Industry Analyst
Mr. Wukong Liu has 7-year working experience on China’s refined oil industry, especially on Shandong independent refineries, China’s refined oil blending industry, biodiesel industry and some other new energy industries. He has directed many researches and consulting projects for large oil companies, banks, securities companies from China and other countries. The projects covered the oil refining industry, supply-demand balance, feasibility study, etc. Meanwhile, Mr. Liu has engineered some seminars on China’s oil refining industry, and has been invited to deliver speeches on many industry conferences. Mr. Liu is a special commentator for other media platforms, including China Central Television, Yicai Media Group and China Petrochemical News.
