Opportunities in Zhoushan – China Largest Bunkering Port

Zhoushan is the main open sea gateway to the world on the eastern coast of China and the Yangtze River. Six of the seven international main routes of China pass through the Zhoushan sea area. Each year, more than 100,000 international sailing vessels pass through the Zhoushan sea area, which is an ideal area to develop bunker supply business.

On June 30, 2011, the State Council officially approved the establishment of Zhoushan Archipelago New Area in Zhejiang, as China’s 4th national new area. After years of development, Zhoushan has become an important port-centered industry base, port logistics base, marine tourism base and marine fishery base in China. On April 1, 2017, the State Council approved the establishment of the China (Zhejiang) Pilot Free Trade Zone, clearly proposing that “building a Northeast Asia Bunker Supply Center” and giving many reform and innovation privileges.

At present, the Zhoushan Municipal People’s Government is the only institution in China that has the authority to approve the bunker business qualifications for international navigation ships. In recent years, the Zhoushan Municipal Government has effectively boosted the development of Zhoushan bunker supply business by improving facilities construction, reducing bunker supply costs, improving service efficiency, standardizing operation and management, and strengthening cooperation between governments and enterprises.

Zhoushan is the largest marine bunker supply station in China. According to the statistics of China (Zhejiang) Pilot Free Trade Zone, in 2019, the marine bunker direct supply volume at Zhoushan was 4,102,700mt.

Zhoushan Advantages

● Providing high-quality services in Ningbo-Zhoushan Port, Shanghai Port, main ports along the Yangtze River and the west bank of the Pacific Ocean

In 2018, there were 107,000 international navigation ships passing through Ningbo-Zhoushan Port and 23,000 international navigation ships stayed at in Zhoushan.

In 2018, Ningbo-Zhoushan Port completed container throughput of 26 million TEUs and cargo throughput of 1.08 million mt, and got the honor of biggest port in the world.

In 2018, Shanghai Port completed container throughput of 42.21 million TEUs and cargo throughput of 561,000 mt, and got the honor of largest container port in the world.

In 2018, ports in Jiangsu Province completed container throughput of 26 million TEUs and cargo throughput of 2.3 billion mt.

● It is the main oil storage, trading, blending and processing base.

The existing bunker depots have the storage capacity of 17.7 million cubic meters, and it has successively invested in the construction of 55 million cubic meters of bunker storage facilities.

In 2019, the oil trade value was 320.18 billion RMB, and the volume of marine fuel oil direct supply was 4,102,700mt.

The Ministry of Commerce has agreed to support the enterprises in the China (Zhejiang) Pilot Free Trade Zone to carry out the business of bunker blending, processing and trading.

Zhejiang Petroleum and Chemical will build a 40 million mt/a refining and chemical integration project in Zhoushan.
