Introduction: In 2024, China’s PE supply structure was dominated by LLDPE and HDPE, accounting for 88% of the total. Overcapacity in general-purpose PE materials intensified price competition, prompting producers to accelerate the development of high-end customized products such as metallocene PE and high-voltage cable materials. This shift aims to upgrade the industry from general-purpose to specialized PE production, aligning with differentiated market demand. High-end products adopt direct sales models, leveraging performance advantages to meet industrial upgrading needs.
General-purpose PE materials, including low-density polyethylene (LDPE), high-density polyethylene (HDPE), and linear low-density polyethylene (LLDPE), are characterized by large-scale production and low costs, but offer limited functionality. With intensive capacity expansion, supply volume across these categories has steadily increased. As shown in the chart below, LLDPE and HDPE constituted approximately 88% of the total supply, while Chinese-made base materials for packaging films and agricultural films—the primary downstream applications—accounted for nearly 50% of annual consumption. Homogenization in general-purpose materials has driven price declines, prompting producers to pivot toward high-value segments such as mPE, bottle-cap specialty grades, LDPE high-voltage cable materials, CPE, and UHMWPE. These premium products emphasize customized solutions and direct producer-to-client sales models.

Supply Dynamics of High-End PE Products
As one of the most widely produced plastics in the globe, PE is prized for its chemical stability, processing versatility, and cost efficiency, with applications spanning packaging, construction, and agriculture. However, industrial upgrading and market diversification are accelerating the transition from general-purpose to specialized PE grades to meet stringent performance requirements in advanced applications. Below is an overview of key Chinese-made specialized PE segments:
1. LDPE Cable Materials
Only eight producers possess LDPE cable material production capability in China, totaling 2,000kt/a in capacity. All utilize high-pressure tubular process, with production hubs concentrated in North China and East China. Geographic challenges persist, such as Northwest-based producers needing to transport base materials to East China for sales. Major producers include Sinopec Shanghai Petrochemical (e.g., grades DJ200A, DJ210), PetroChina Lanzhou Petrochemical (2240H), BASF-YPC Company (2220H), and Zhejiang Petroleum & Chemical (2220H).
2. LLDPE Rotational Molding Materials
China hosts six rotational molding producers utilizing four distinct processes. Sinopec Yangzi Petrochemical, Sinopec Zhenhai Refining & Chemical, and Zhejiang Petroleum & Chemical employ the U.S. UCC UNIPOL gas-phase technology, contributing 1,470kt/a (62.03% of the total capacity of rotational molding materials). Key grades include Sinopec Zhenhai Refining & Chemical’s R546U and 4527C (60% of annual supply), Zhejiang Petroleum & Chemical’s 7149U (20%), and Sinopec Yangzi Petrochemical’s 7527C (8%).
3. LDPE Coating Materials
Five domestic producers have 1,015kt/a of LDPE coating materials capacity, predominantly via the tubular process. Sinopec Yanshan Petrochemical’s old lines 1-3 use Sumitomo autoclave technology. In 2024, China’s LDPE coating material supply reached 282.4kt, led by Sinopec Yanshan Petrochemical (50%), Zhongtian Hechuang Energy (34%), and PetroChina Daqing Petrochemical (10%), while BASF-YPC Company and CNOOC and Shell Petrochemical had relatively low output. Key grades include Sinopec Yanshan Petrochemical’s 1C7A, Zhongtian Hechuang Energy’s LD251, and PetroChina Daqing Petrochemical’s 19G. A notable decline is anticipated in the supply of Chinese-made LDPE coating materials after the maintenance at Sinopec Yanshan Petrochemical.
