三.公司海务船舶航行安全提醒:
船舶开航驶往京唐港卸货,即将航经东海、黄海/成山头、渤海海峡/老铁山水道到达京唐,提示以下几点:
1、黄海、成山头外海及渤海湾,渔船比较密集,来往大船又较多,请严格执行公司体系,船舶操作须知(上)-第二章船舶航行安全--复杂水域航行须知和中国沿海航行须知以及第三章 港口作业船舶进出港须知、接送引航员须知及船舶锚泊作业须知的要求进行操作,确保安全.
2、请抵港前,请制定详细的进港计划,召开包括轮机长在内的驾驶台团队会议,根据航次计划及有关航海资料,提前熟悉锚地、TSS、海底电缆、碍航物、引航信息、潮流、船舶报告制度等安全信息,全面进行风险评估,分析制定应急防范措施.
3、抵港前要对船舶的主机、副机、舵机、锚机进行检修保养及试验,确保河道航行时不出现任何机器故障.鲅鱼圈航道是横流,出现过几次船舶搁浅案例,请务必小心低速情况下的风流压不良影响.
目前北方已进入秋末,气温降低,风力较大,昼夜温差较大,请提醒船员注意添加衣物,预防感冒.
4、船舶进入中国沿海特定水域还应遵守定线制与报告制,如老铁山、成山头等.成山头VTS区域至渤海湾之间的海域,航行环境复杂,经常有大雾,船舶密度相当大,交汇局面异常复杂,经常出现多艘船舶同时相遇的会遇态势.
严格遵守VTS报告和分道通航制度,备车航行,船长上驾驶台指挥.利用多种手段保持正规瞭望,及早发现来船并判断会遇局面,及早沟通协调并主动采取避让措施,杜绝紧迫局面发生.
避让时确保驶过让清,任何时候杜绝紧迫局面发生.
船舶在老铁山水道航行和作业应满足:
(一)船长应在驾驶台指挥,并另有不少于1名的值班船员,以保证能连续保持正规的了望.
(二)在能见度不良时,驾驶台除船长外应有不少于2名的值班船员;船舶应当备车,并派人了头.
(三)要保持在16/10频道连续收听,当VTS呼叫我轮时,应第一时间回复,防止回复不及时而遭到VTS警告或者罚款.
(四)大量的西行船舶不同的目的地往往造成船舶之间相互“蹩脚”,导致航行安全受到威胁.航道及中间的分隔带也分布着大量渔船,且常见渔船穿插航道,给船舶的正常航行带来极大的威胁.
5、目前国内各港口都在机电设备大检查,请利用到港前的几天时间,继续做好PSC自查、自纠工作,争取无缺陷通过检查。
目前国内港口,海事部门对防污染的检查越来越频繁和严格.几乎是逢船必查(非PSC部门),请让大家务必遵守生活污水、低硫油、垃圾管理、压载水等规定,无论是操作还是记录。
在此提醒以下:渤海属于中国的内海,渤海湾内禁止排放食品垃圾。
备注:目前在京唐港锚地锚泊船舶非常多,参下截图,请选择合适的锚地进行锚泊和周围船舶保持足够的距离。
四.商船、渔船防碰撞安全提醒(海事部门发布):
目前,随着海洋伏季休渔期的结束,大批渔船集中出港并在沿海渔区及远洋渔场开展捕鱼活动,同时随着水上养殖业迅速发展,辖区水上养殖设施分布区域有所扩大.希望广大船员朋友们牢固树立安全意识和责任意识,加强防范,切实做好防商渔船碰撞等工作.为此特作出如下安全提醒:
提高风险意识、危机意识.目前我国沿海多数渔船船况较差.大多缺少保养和维修;渔业从业人员普遍文化素质较低,对海上避碰规则的执行力度差,因此广大船员朋友们要高度重视,严格预防碰撞事故.
离港开航前应熟悉掌握航次通航环境,合理规划航线,尽量避开渔船密集作业区,掌握渔船作业特点、规律,有效降低碰撞几率。
航行过程中值班人员严格执行《避碰规则》,保持应有的戒备,充分考虑到本船的瞭望盲区和雷达的局限性;正确使用号灯、号型;采用安全航速航行;谨慎驾驶,防止构成紧迫局面,避让做到早、大、宽、清,并认真查核避让的有效性.
一旦发生碰撞事故,要及时报告,在保证自身安全的前提下积极采取施救措施,避免和减少损失,杜绝逃逸行为.
五.京唐港潮汐情况:
京唐港的潮汐属于半日潮类型,即每天有两次高潮和两次低潮.京唐港的潮汐数据通常参考天津港,天津港是是京唐的主港.

中国渤海湾 – 注意:禁止排放任何食品垃圾
There have been cases where fines were imposed on the ships discharging food waste in Bo Hai Bay, China.
已经发生多起船舶由于在中国的渤海湾内排放食品垃圾而遭到罚款的案例.
The main reason for such violations is that the ship’s crew believes that they are far enough away from the nearest land to discharge certain categories of garbage in accordance with the conditions of Marpol.The term “from the nearest land” as contained in Marpol means the distance from the baseline from which the territorial sea of the country in question is established in accordance with international law (UNCLOS).
这些违规行为的主要原因是船员相信他们在排放依据Marpol公约分类的某种垃圾时,已经离最近陆地足够远.Marpol公约内的术语“离最近陆地”是指到领海基线的距离,而该领海基线是各国根据国际法(UNCLOS)建立的领海为依据而划定的.
Within the Bo Hai Bay, a ship may well be more than 12 nautical miles from land and the ship staff may,therefore, believe they are entitled to discharge ground food waste.Howerer,in fact they are in internalChinese waters and therefore have to apply the same standard as Marpol would for discharges within 3NM from land – i.e. discharge of food waste is prohibited in Bo Hai Bay.
在渤海湾内,船舶可能距离陆地超过12海里而且船员因此可能认为他们有权排放研磨后的食品垃圾,然而,事实上,这是中国的内海因此不得适应Marpol公约关于距陆地3海里排放食品垃圾的同样标准 – 例如:在渤海湾内禁止排放食品垃圾.
The Port State Control in Chinese ports are checking the Garbage Record Books and the entries as old as two years old are often checked for any discharge of food waste or any other categories of Garbage. Heavy fines are imposed for any violations noted.
中国港口进行港口国检查时,会检查垃圾记录簿直至两年前的记录内容,会经常检查食品垃圾或任何其它种类的垃圾的排放情况,如果发现有任何的违规行为将会遭到重罚.
