2025(第二十一届)国际绿色建筑与建筑节能大会暨(海南)低碳韧性城乡科技博览会于2025年5月16日在海南海口召开。本次大会以“营造绿色低碳产业生态,培育绿色建筑新增长点”为主题,汇聚全球智慧,共探建筑领域绿色转型与科技创新的前沿路径。

国际绿色建筑与建筑节能大会是在国家相关部委及国际组织共同支持下,于 2005 年创立的绿色建筑领域最权威的国际性学术会议,迄今已成功召开了 20 届,已成为中国绿色建筑领域最具权威性和代表性的学术交流峰会和行业展示盛会,为中国绿色建筑技术创新和国际建筑节能产业的健康发展作出了重要贡献。德国能源署与中国同行的“第一次邂逅“ 就发生在 2006 年的绿建大会上。

本次大会开幕式上,德国能源署署长Kristina Haverkamp女士在视频致辞中表示,过去几年危机交织,气候变化与能源转型是重大挑战,建筑在其中至关重要,全球建筑和建造业能耗占40%,碳排放占30%。利用可再生能源与节能技术材料可降低能耗和碳排放。本次大会将深入探讨智能建筑技术和既有建筑生态改造,可再生能源建筑等,这有助于创建环保城市,为全球气候做贡献,创造可持续的未来。在诸多实践过程中,国际性示范项目已在全球范围有了可持续建筑的高质量实践。未来,德国能源署希望与更多中国省市地区扩展合作,互相学习才能在能源转型与应对气候变化上取得成功。

十多年来, 在中德伙伴的共同努力下,德国能源署已经在中国开展了一系列不同主题的合作项目,并取得了突出的成果。这些共同创造的成功和中德伙伴之间的互信,为进一步推动两国在减缓气候变化领域的合作奠定了良好的基础,并将继续发扬光大。

Dear participants of the 21st International Conference on Green and Energy-Efficient Building,

尊敬的仇博士

尊敬的中国政府领导和海南省领导

尊敬的第二十一届国际绿色建筑与建筑节能大会的与会者们

scheduling difficulties have unfortunately made it impossible for me to participate in person in the GEBC this year. Mr. Thilo Cunz will attend the conference on behalf of the German Energy Agency (dena) at my request. The insights and discussions that take place here are crucial to driving progress and innovation in the urban energy transition field, and I am very grateful for the opportunity to contribute to this conversation through a video message.

很遗憾由于日程安排原因我无法亲自参加今年的国际绿建大会。受我的委托,蒂洛 • 昆茨(Thilo Cunz)先生将代表德国能源署参加本次大会。

通过大会发表专业见解并讨论交流,对于推动城市能源转型领域的进步和创新是至关重要的,我也非常感谢有机会能为这次活动做出贡献。

The past few years have been challenging for all of us, with multiple crises colliding at the same time. And climate change and energy transition are undoubtedly among the most important challenges we face. Buildings play a crucial role in this context. Globally, the building sector accounts for up to 40% of energy consumption and more than 30% of CO₂ emissions.This event will illuminate the synergies between cutting-edge intelligent building technologies, the ecological renovation and functional upgrading of existing structures, and the theoretical foundations, technological innovations, and real-world applications of green building design.

目前,气候变化和能源转型毫无疑问是我们目前面临的最重要的挑战之一。

零碳建筑在这一领域发挥着至关重要的作用。在全球范围内,建筑和建造业约占能源消耗的 40%,约占二氧化碳排放量的 30%本次大会将深入探讨前沿智能建筑技术与既有建筑的生态改造及功能升级之间的协同效应,全面阐述绿色建筑设计的理论基础、技术创新与实际应用,旨在推动建筑行业的可持续发展与高质量转型。

By utilizing renewable energy sources such as solar and wind power, along with energy-efficient technologies and sustainable materials, both energy demand and CO₂ emissions can be significantly reduced. During the specialist seminar on the latest advancements in integrating renewable energy into buildings, leading experts will unveil practical strategies and illustrate their successful application in real-world construction projects.

幸运的是,通过利用太阳能和风能等可再生能源,结合高效节能的技术与材料,可以显著降低建筑能耗与碳排放。在本次关于可再生能源建筑集成最新进展的专题研讨会上,业内权威专家将发布一系列切实可行的实践策略,并通过实际建筑项目案例,深入展示其成功应用成果,为推动建筑能源转型提供有力支撑。

In doing so, we not only create more environmentally friendly cities but also make a substantial contribution to achieving global climate goals. Ultimately, we are securing a livable future for generations to come.

这不仅创建了更加环保的城市,也为实现全球气候目标做出了重要贡献。最终,我们正在为子孙后代保障一个宜居、可持续的未来。

International pilot projects can help with promoting sustainable building practices on a global scale. This is something we can report from our own project experience in the field of energy-efficient buildings and sustainable cities. International pilot projects play a key role in showcasing exemplary models for the energy transition at the building, district, and urban scale. These projects make it possible to explore the full range of opportunities and potential barriers associated with the energy transition—including technical, economic, legal, organizational, and communication-related aspects. 

国际性示范项目也可以帮助在全球范围内推广可持续的建筑实践。我们也愿借此机会,结合自身在能源高效建筑与可持续城市发展领域的项目经验,分享相关成果与体会。国际示范项目在推动建筑、社区乃至城市层面的能源转型中发挥着重要作用。这些项目不仅能够展示能源转型的成功案例,还能全面揭示转型过程中可能面临的各种挑战,包括技术、经济、法律、组织以及沟通协调等方面的问题。

Successfully implementing such pilot projects requires not only technical expertise, but also close alignment with the legal and regulatory  frameworks, as well as the socio-cultural and financial conditions of the respective country.

要成功推进此类示范项目,不仅需要丰富的技术专长,还必须深入了解并融入所在国家的法律法规体系,并综合考量其社会文化背景及财政经济状况。

The German Energy Agency and Chinese partners have been working together for many years to promote the exchange of knowledge and experience in the field of energy transition. As part of international pilot initiatives in China, energy-efficient buildings, climate-neutral districts, and eco-cities are being developed to serve as role models nationwide. This cooperation is deeply rooted in the strategic partnership between Germany and China. Since 2008, we realized over 50 climate-friendly building projects in China, and with that, we were able to initiate savings of roughly half a million ton of CO₂ emissions. 

德国能源署与中国伙伴多年来携手合作,致力于促进能源转型领域的知识与经验交流。在中国开展的国际示范项目中,包括高能效建筑、气候中和园区生态城市的开发,旨在树立绿色低碳发展的典范。这一合作也是中德战略伙伴关系的重要组成部分。

2008年以来,我们在中国实施了超过50个气候友好型建筑项目,从而能够实现大约50万吨二氧化碳的减排。

In particular, the German-Chinese Eco-City project is proof to how collaborative international pilot projects can drive forward environmentally friendly transformation processes. The project has achieved outstanding results and together with the Chinese Society for Urban Studies, we were able to implement innovative solutions in over 25 pilot cities to achieve their climate protection goals. This year, the project is to be continued with two new pilot cities: Yueyang and Jieshou, with the goal of achieving climate neutrality in the future.

这里,特别要提到中德生态城市项目,体现了国际合作试点项目如何推动环境友好型的转型进程。该项目取得了突出的成果。我们与中国城市科学研究会一起,在超过25个生态示范城市中实施了创新的解决方案,以实现气候保护的目标。今年,很高兴安徽省界首市和湖南省岳阳市也成为了我们新的试点城市。

In addition, Dongyu Island in Bo’ao, Hainan Province, was certified last year by the German Energy Agency as a net-zero operational area. During his visit to Germany, Mr. Feng Fei, Party Secretary of Hainan Province, held in-depth discussions with me at the German Energy Agency, further clarifying our shared direction for cooperation in urban energy transition and achieving climate neutrality, culminating in the signing of a Memorandum of Understanding (MoU). We look forward to expanding our collaboration with more provinces and cities across China in advancing the urban energy transition and realizing climate neutrality.

此外,海南省博鳌东屿岛去年也获得了德国能源署零碳运营区域的认证。海南省委书记冯飞先生也在德国访问期间在德国能源署与我进行了深入交流,进一步明确了双方在城镇能源转型及实现气候中和目标方面的合作方向,并最终达成共识,签署了合作谅解备忘录(MoU。我们希望与更多的省市地区在城镇能源转型及实现气候中和目标方面的扩展合作。

For us at dena, a trusting and cooperative relationship with China is of great importance. Germany has gained valuable experience in the energy transition, which we are eager to share so that we can collectively draw the right conclusions. We can only succeed in advancing the energy transition and tackling climate change if we work hand in hand and learn from one another. That’s why we should make the most of opportunities like today to exchange knowledge and ideas—and continue working together toward a brighter, more sustainable, and more peaceful future.

对于德国能源署而言与中国开展互信合作具有重要意义。德国在能源转型过程中积累了丰富的宝贵经验愿与中国分享借此共同汲取经验教训推动正确方向的发展。我们只有携手合作、互相学习才能在能源转型与应对气候变化中取得成功。
