Dual policy adjustments are the core drivers. China’s 2026 new rules strictly curb new cars disguised as used ones: vehicles registered less than 180 days need a manufacturer’s after-sales confirmation to get export licenses, eliminating low-quality "quasi-new cars" that once disrupted the market.
