The Ministry of Public Security and 11 other ministries and commissions have drafted a reform guideline for China's
hukou (household registration) system, a senior official said on China Central Television.
公安部副部长黄明接受央视采访时表示,公安部等12个部门已经形成《关于加快推进户籍制度改革的意见》稿,待报中央审批。
The guideline, if approved by the central
government, aims to establish by 2020 a new hukou system based on a person's place of residence instead of birthplace,
said Huang Ming, vice-minister of public security. The new system will also gradually extend healthcare, education
and social services to qualified residents, both hukou holders and non-holders.
意见指出,到2020年,我国将建立一套以经常居住地登记户口为基本形式的新型户籍制度。此外,方案计划让外来人口在医疗卫生、子女教育、社会保障等方面,逐步享有同当地居民同等的基本公共服务。
