Crimea's parliamentary speaker Vladimir Konstantinov said Monday Ukrainian military units in the region would be disbanded, although personnel would be able to remain on the peninsula, Russian news agency Interfax reported. The Crimean parliament declared independence from Ukraine Monday, after official results showed 96.77% of Crimean voters in Sunday's referendum chose to join Russia. Russian President Vladimir Putin has signed a decree to recognize Crimea as a sovereign and independent state. Ukraine's parliament endorsed a presidential decree Monday to carry out a partial mobilization involving 40,000 reservists to counter the situation change after Crimea's referendum, Reuters reported.

As the Crimean referendum result shows that 96.6% voters support joining Russia, Sergei Mironov, leader of "A Just Russia Party," responded that the State Duma, the country's lower house of Parliament, will quickly approve all laws on Crimea's accession to Russia, Russian media reported.

In his talks with Russian President Vladimir Putin over the phone, US President Barack Obama said Sunday that the US will not recognize the Crimean referendum, Xinhua reported. Putin told Obama, however, that Crimea's vote fully complied with the international law. The two presidents agreed to continue to work together to find a diplomatic resolution to the Ukraine crisis.The EU said in a statement Sunday that the vote was "illegal and its outcome will not be recognized."
