Can NPC and CPPCC representatives take leave?
按照规定，直接选举产生的人大代表应向本级人大常委会人事代表工作机构递交书面请假报告，由该机构报常委会主任或主持工作的副主任审批。
Regulations say that representatives chosen by direct election are supposed to submit a written request for leave of absence to the People's Congress Standing Committee’s personnel office at the proper level. The request is then reported to the director of the Standing Committee or deputy director in charge for approval.
对于政协委员而言，全国政协会议章程中并没有就请假事宜作出明确规定。按照各地方政协的相关规定，政协主席、副主席、秘书长和常务委员除身体特殊原因外，必须按时参会；其他委员如确有特殊情况不能按时参会，可以提前向政协主席申请批准。
For CPPCC members, the CPPCC charter does not explicitly cover absences. However, it is suggested that chairmen, vice-chairmen, the secretary-general and members of the Standing Committee attend the meeting on time, in accordance with local Political Consultative Conference rules, except in the case of health reasons, while other members who cannot attend should submit a request to be absent to the chairman, well in advance.
