More foreign talent facilitation measures has been issued to further strengthen the introduction and retention of foreign talents in the Beijing-Tianjin-Hebei region.
In order to implement the decisions and plans of the CPC Central Committee and the State Council on promoting the coordinated development of the Beijing-Tianjin-Hebei region in accordance with the Key Tasks List of Beijing to Promote the Coordinated Development of the Beijing-Tianjin-Hebei Region in 2023, the following measures are implemented
1. Application materials for work permits to be reciprocally acknowledged
When foreign talents transfer to other employers in the Beijing-Tianjin-Hebei region and reapply for work permits, they will not be required to repeatedly submit certificates of work experience (holding the same position), academic degree or related approval documents, professional qualification, non-criminal record, and physical examination certificate (foreigners who have not left the Chinese mainland), etc.
2. Filing system to be launched for the inter-regional migration of foreign talents
In the Beijing-Tianjin-Hebei region, a filing system is being tested in critical universities, research institutions, central state-owned enterprises, and regional headquarters of multinational corporations. The list of pilot employers will be disclosed in the future.
Foreign talents who meet the requirements for foreign high-end talents in Beijing, Tianjin, or Hebei Province are eligible to register for work permits as foreign high-end talents (Category A) and enjoy the corresponding benefits
The “Two Zones” of Beijing (Integrated National Demonstration Zone for Opening Up the Services Sector and China (Beijing) Pilot Free Trade Zone), China (Tianjin) Pilot Free Trade Zone, and China (Hebei) Pilot Free Trade Zone urgently require innovative and enterprising foreign talents, skilled talents, and outstanding foreign graduates.
These foreigners’ maximum age may be lowered to 70 and they may not be required to submit certificates. The aforementioned benefits are also available to foreign professionals who possess certificates of overseas vocational qualification listed in the Beijing and Tianjin Accreditation Catalogue of Overseas Vocational Qualification.
