What if you discovers that you have more than 100 cars registered under your name, but you have no knowledge about? This is what happed to Li, a woman in Zuoquan County, Shanxi Province. So the question is, how did she end up having 138 cars under her name without knowing?
According to CCTV 13, Li's situation stems from the end of 2021 when she lost her citizenship identity card. A man surnamed Dai picked up the ID and instead of returning it to its rightful owner, he handed it to Mr. Han and Mr. Lu, who worked for a second-hand car dealership.
The two, after learning that Li lives far away from their city and is of old age, determined that her ID was a perfect candidate for illegally registering ownership of cars because she would not find out.
Through the car dealership, they forged a power of attorney certificate for vehicle ownership transfers.
Subsequently, they colluded with Zhao, Hao and other staff at the second-hand car dealerships, and started registering cars under Li's name. For each successful car registration service, they received 100 to 200 yuan.
Before the police found out about the criminal operation, Li's ID was used to register 138 cars.
How Did the Police Found Out?
In July 2024, officers from the traffic police unit of Zuoquan County were reviewing motor vehicles registered under the unit's jurisdiction and found an individual, Ms. Li, with suspicious activities.
They found that 14 cars registered under Li's name did not undergo an annual inspection, and when they called her to remind her of annual vehicle inspection, she claimed that she only owns one car registered under her name.
This led the police to believe that she was a victim of identity theft operation, in which people who are either restricted from registering cars under their names or other shady individuals would use other people's identities to register car ownership.
This poses a great risk to people like Li, because if the vehicle is involved in criminal operations or an accident, she would be liable for compensation or bear criminal responsibility.
After pinpointing where the cars were bought from, Yuci District in Jinzhong City, the police transferred the case to the Yuci Branch Police Station for further investigation.
Zhiwei, the police at the Criminal Investigation Unit of Yuci Branch Police Station said while the police in Zuoquan County said there were 14 cars registered under Li's name, they checked again and found that there were 138 car registered under her name.
After the investigation was completed, the police arrested Dai, who confessed that he had picked up Li's ID and worked with car dealership staff to register vehicles on behalf of others using her ID.
Through Dai's cooperation, the police arrested 8 more individuals and charged them with the crime of identity theft.
After finding the loophole in the management of social institutions exposed in the case, the police worked with the market supervision department and other institutions to rectify the second-hand car trading market and registration service stations, to prevent such cases from happening again.
Zhou Libo, technical supervisor of the Vehicle Management Unit of the Traffic Management Team of the Public Security Department of Shanxi Province, reminded the public to take good care of their certificates and make sure that they report and apply for new identity cards in time if they lose them.
He advised residents to return lost ID cards to the owners, or hand them over to the police in time.
