7月6日中午，美国正式打响对华贸易战的第一枪，中国也迅速做出了回击。
但就在贸易战打响一段时间之后，美国政府却宣布了这样的一个意味深长的决定。
根据路透社等多家西方媒体报道，就在美国对中国发动贸易战几个小时后，美国贸易代表处却在7日北京时间凌晨三点宣布说：
那些会被贸易战影响的从中国进口产品的美国企业，可以有90天的时间向美国政府申请有效期为1年的“关税豁免”。

美国贸易代表处在网站上发表了官方声明，公布了企业申请关税豁免的流程：
Following public posting of the filed request on Regulations.gov, the public will have 14 days to file responses to the request for product exclusion. After the close of the 14 day response period, interested persons will have an additional 7 days to reply to any responses received in support of or opposition to the request.
企业提交的申请将在Regulations.gov网站上公示，公众将有14天的时间对关税豁免申请提出反馈。14天后，利益相关方将有7天时间对所征集的支持或者反对意见进行答复。
美国贸易代表处将会从下面这三个方面来评估，决定究竟是否要批准该企业申请的关税豁免：
❶ whether a product is available from a source outside of China
该产品在中国之外是否有可替代的货源
❷ whether the additional duties would cause severe economic harm to the requestor or other U.S. interests
关税是否会严重损害提出申请的美国企业或者是美国的利益
❸ and whether the particular product is strategically important or related to Chinese industrial programs
该产品是否对中国的相关工业计划有重要的战略意义
另外，美国贸易代表处还表示，因为这种“关税豁免”是以产品为准的，所以一旦某个产品被豁免，所有进口该产品的美国企业就都不会被征收额外关税，不论这些企业是否本身提出过申请。
怎么回事？贸易战刚开打，美国就给自己的美国企业“开后门”，允许他们申请“关税豁免”呢？
《华盛顿邮报》援引的一份美国知名智库彼得森国际经济研究所（the Peterson Institute for International Economics）的报告或许会给你答案。

研究表明，特朗普政府对中国发动的贸易战炮火将会“打偏”，反而会误伤其他。主要伤及的还是在中国运行的跨国公司和全球供应链。

调查报告称：
President Trump’s revised tariffs would mostly miss Chinese companies and instead hit non-Chinese multinational corporations operating in China.
特朗普对中国加征的新关税的炮火将会“打偏”，反而将影响在华运行的跨国企业。
The revised set of tariffs affects an even higher share of products from non-Chinese corporations. The tariffs are aimed at patent-intensive industries that rely on global supply chains, disadvantaging American producers and harming US allies operating in the region.
新的关税政策将对没有中国参与的公司产品影响占比更大。因为关税主要加在专利密集行业，这些行业对全球供应链依赖很大。
最后，《华盛顿邮报》总结道，这次关税对美国和盟友的伤害反而还是比较大：
Alas, the tariffs going into effect Friday will probably punish us and our allies more than they’ll hurt China. Because of some poor choices by Trump trade officials, the tariffs mostly miss Chinese companies and instead target U.S. and other non-Chinese multinational corporations operating in China.
哎，比起伤害中国，这次关税对我们和盟友的伤害更大。因为特朗普贸易官员的糟糕决定，特朗普对中国加征的关税的炮火打不到众多中国公司，却会“打偏”，伤及美国自身和其他在中国营业的非中国的跨国企业。
由此看来，美国官方紧急颁布的这一“关税豁免”的通知，便可能是用来补救这一“搬起石头砸自己的脚”的尴尬局面的。
而这不仅显示出特朗普这场贸易战打得极为仓促、盲目和缺乏考虑，更证明了在全球化的今天，贸易战中不会有谁是赢家，最终的结局只会是双输乃至多输。
