截至25日，美国政府部分停摆已进入35天。这是美国历史上政府停摆时间最长的一次，已创新纪录。
由于美国白宫和国会民主党人在修建美国和墨西哥边境隔离墙等问题上分歧严重，各方未能就拨款法案达成一致，约四分之一的美国联邦政府机构从去年12月22日凌晨开始陷入“停摆”，影响约80万联邦政府雇员的工作和收入。
政府停摆也波及国情咨文演讲，当地时间23日晚，特朗普在推特上表示，他“将在停摆结束后发表国情咨文”。
美国政府因为没钱“关门”已经是家常便饭了，今天我们一起来回顾一下那些年，美国政府的停摆。
► 此前美国政府最长的一次停摆出现在克林顿任总统时期。
那次政府“关门”的时间是从1995年12月15日持续到1996年1月6日。
► 美国第一次真正对政府运作造成影响的“关门”，发生在里根就任总统的1989年11月。
那次停摆只持续了两天，但是仍然导致了24.1万名政府雇员停薪留职在家。
The first true shutdown of the US government appeared on Nov 21, 1981. The two-day government "shutdown" caused 241,000 government officials to leave their jobs without pay.
► 1976年以来，美国政府数次“关门”，理由也五花八门。
其中，1982年9月30日到10月2日，美国政府被迫“关门”，原因是里根总统邀请所有国会议员前往白宫进行烧烤，而错过了在9月30日晚最后限期之前通过早已达成一致的预算案。

Some of the reasons for the 21 times shutdowns occured since 1976 seem bizarre. For example, former president Reagan invited all members of Congress to go to the White House for a barbecue, and missed the budget that had already been agreed to before the deadline.
► 政府“关门”也对美国的经济造成了巨大的损失。
奥巴马执政期间的2013年10月，由于联邦政府自身债务即将超支，美国政府迎来了17年来的首次关门，这段长达16天的“关门”造成了至少240亿美元的经济损失，美国当年第四季度的GDP增速也降低了0.2%。
The biggest losses from a government "shutdown" occurred during the Obama administration's presidency, which caused at least $24 billion in economic losses.
本轮政府“关门”，经济学家预测，美国第一季度的GDP增长每周将至少减少0.2个百分点，约65亿美元。
This time, economists predict that if the shutdown continues, US GDP growth in the first quarter of 2019 will be reduced by at least 0.2 percentage points per week, or about $6.5 billion.
► “关门”也给普通民众的生活带来不便。
想要结婚的人无法登记、国家动物园的大熊猫直播被关闭、国家公园等地垃圾堆积如山；最夸张的是，一名乘客携带真枪实弹通过安检登上了飞机，直到飞机降落日本才被发现。
The shutdown has already created many problems. For example, couples couldn't get married, the 24-hour livestream of the National Zoo's giant pandas has been turned off, rubbish has piled up at US national parks, and a passenger at an airport passed through a standard screening checkpoint with a firearm.
► 这次的政府停摆，则是因为美国国会未能在政府开支法案中，就是否包括美墨边境修建隔离墙的经费问题达成一致。
特朗普和国会民主党人就移民隔离墙问题争论已久，美国众议院议长佩洛西和特朗普的争锋相对大家也都看在眼里，双方就是否包含移民隔离墙的预算问题打得不可开交，上演了一场政治闹剧。
In terms of the shutdown this time, US President Donald Trump vowed to veto any spending bill that does not contain the $5.7 billion he is demanding to fund a wall on the US-Mexico border, while the Democratic lawmakers vowed to block any spending bill containing any kind of wall funds. Neither side seems willing to back down.
美国政府还要继续“关门”吗？移民的问题还要扯皮多久？咱们拭目以待吧。
