日前，国际学术期刊《整体环境科学》（Science of The Total Environment）在线发布的一篇研究论文中宣布，长江白鲟灭绝。

Psephurus gladius, a Chinese paddlefish living in the Yangtze River, was declared extinct, according to a paper from Chinese experts at the Yangtze River Fisheries Research Institute.

该论文的通讯作者是中国水产科学研究院长江水产研究所首席科学家、研究员危起伟博士，论文的第一作者是张辉博士。

该论文的预校样（pre-proof）于2019年12月23日在线发布。

虽然这一消息是最近才宣布，但论文的结论是，在2005年到2010年之间，长江白鲟就已经灭绝。

The paper published on Dec 23 on the online edition of the international journal Science of The Total Environment shows that the largest freshwater fish in China might have gone extinct between 2005 and 2010.

文中介绍称，早在1993年时，白鲟已经被宣布为“功能性灭绝”（functionally extinct）。

小知识

功能性灭绝（functionally extinct）是指该物种因其生存环境被破坏，数量非常稀少，以致其在自然状态下基本丧失了维持繁殖的能力，甚至丧失了维持生存的能力。

2019年9月17日，国际组织IUCN（世界自然保护联盟）专家在浙江杭州一个学术会议上报告称，经专家组评估，中国特有物种、国家一级重点保护动物长江白鲟灭绝（extinct）。

Wei Qiwei, an author of the paper, said that in September last year, experts from the International Union for Conservation of Nature estimated that this unique and first-class protected fish had been extinct already.

这是继白鱀(jì)豚（极危，CR，可能已灭绝）和长江鲥(shí)鱼被研究人员宣布功能性灭绝之后的又一坏消息。

It represents another animal declared extinct in the Yangtze River in recent years. The baiji, or Yangtze River dolphin, a type of freshwater dolphin, and reeves shad were both classified as functionally extinct.

该专家称，这一结果正在上报IUCN办公室，随后将在IUCN红色名录（《世界自然保护联盟濒危物种红色名录》）中正式更新和公布。

除长江白鲟灭绝外，中国特有的中华鲟、长江鲟仍被评估为“极危”等级（status）。

前述专家在杭州淳安县举办的一个鲟鱼国际会议上对上述评估结果进行了报告。

“千斤腊子，万斤象。”“象”指的是长江白鲟，据说它可以长到上万斤。白鲟体型硕大，成鱼可长达七八米，游速迅疾，被称为“水中老虎”、“中国淡水鱼之王”，它也是世界十种最大的淡水鱼之一。

The Chinese paddlefish is one of the world's largest freshwater fish, which can grow up to 7 meters long. It is an endemic species in China under first-level national protection.

但多年来，长江白鲟始终未在渔民和科学家们的苦苦搜寻中现身。据此前报道，2003年大年初一，中国水产研究院长江水产研究所的科学家最后一次救助一条长江白鲟、放生并跟踪。但随后，船触礁，被放生白鲟的电波信号也消失。

The latest discovery of the fish happened in 2003, and scientists helped the fish to return and tried to track it, but a boat accident caused the tracking efforts to fail. Since then, no discovery was reported and no such fish kept in captivity.

没人能想到这可能是人们最后一次发现长江白鲟。失去这一条鱼，也失去了整个物种。

IUCN前述专家称，目前没有包括影像学等在内的任何证据证明白鲟还存在。如果人们再拍到或捕捉到任何一个长江白鲟个体，IUCN将重新考虑调整其物种濒危等级。

白鲟和长江中华鲟一样，是距今已有一亿五千万年的中生代白垩纪残存下来的极少数古代鱼类之一。

▌长江十年禁渔计划

目前，让长江休养生息，保护濒临鱼类迫在眉睫。

近日，农业农村部发布通告，在长江干流和重要支流除水生生物自然保护区和水产种植资源保护区以外的天然水域实施长江十年禁渔计划。

Starting from this year, the fishing ban will be observed in 332 conservation areas in the Yangtze River basin, which will also be expanded to all natural waterways of the river and its major tributaries from no later than Jan 1, 2021.
2020年起，长江流域332个保护区全面禁止生产性捕捞；最迟自2021年1月1日零时起，禁渔范围将扩大至所有长江干流和重要支流天然水域。

在过去几十年快速、粗放的经济发展模式下，长江生物完整性指数已经到了最差的“无鱼”等级。

禁捕是有效缓解长江生物资源衰退和生物多样性下降危机的关键之举。

禁捕后，渔民怎么办？

对此，农业农村部承诺，会统筹协调落实退捕渔民过渡期生活补助、社会保障、职业技能培训等政策。

The 10-year ban is estimated to affect more than 113,000 fishing boats and nearly 280,000 fishermen in 10 provincial regions along the river. The Ministry of Agriculture and Rural Affairs has promised to provide social security services, financial support and vocational trainings for fishermen who have to find new ways of living.
根据测算，长江流域重点水域禁捕共涉及沿江10个省市的合法持证渔船11.3万多艘、渔民近28万人。农业农村部承诺统筹协调落实退捕渔民过渡期生活补助、社会保障、职业技能培训等政策。
