6月16日晚，北京市举行新型冠状病毒肺炎疫情防控工作第121场新闻发布会。会上宣布：即时起，北京市突发公共卫生事件应急响应级别由三级调至二级，并相应调整防控策略。
从全球看，境外疫情呈现持续蔓延态势，境外输入仍是北京市最重要的疫情风险。
6月11日，北京市在连续57天无新增本地确诊病例后，再次出现本地病例。此起聚集性病例已波及9个区、28个街道。
初步判断，聚集性疫情是由人际传播或者物品环境污染引起的感染所致。

Beijing raised its public health emergency response from the third to the second level due to the new cluster of local COVID-19 infections and the number of confirmed cases in the city exceeding 100 over the past five days, said Chen Bei, deputy secretary-general of Beijing municipal government, on Tuesday night at a press conference.
All the new cases are related to the Xinfadi wholesale market in Fengtai district. The cluster of infections is believed to be associated with human-to-human transmission and contaminated objects, Chen said.
► 严格农贸市场、菜市场、餐饮店、单位食堂等场所防疫措施，全面规范开展环境消杀并加强监测，对地下阴冷、潮湿的经营场所全部关停。上述场所相关从业人员必须佩戴口罩和手套。
Beijing will strictly enforce epidemic prevention measures in farmers' markets, restaurants, and canteens, and strengthen monitoring. Employees in those places must wear masks and gloves.
► 严格口岸食品检验检疫，完善进口食品检疫标准，加强溯源管理。
► 中高风险街乡、新发地市场相关人员禁止离京，其他人员坚持“非必要不出京”，确需离京的须持7日内核酸检测阴性证明。
Residents of Beijing's medium and high-risk areas, as well as those related to the Xinfadi market, should not leave Beijing. Other residents should not leave the city if the trip is not necessary.
Those who have to leave the city should first have negative nucleic acid test results no older than seven days.
► 恢复社区封闭式管理，落实测温、查证、验码、登记等措施后方可进入。中高风险街道（乡镇）所辖小区（村）外来人员及车辆禁止进入。高风险街道（乡镇）所辖小区（村）进行全封闭管控，人员只进不出、进行居家观察并做核酸检测。
Under Level II, Beijing reinstated closed managements on communities, required people to have their temperatures taken, register with the entrance guards, and check health codes before entering the closed communities. Communities, sub-districts, streets in high/medium-risk areas would ban outsiders and cars from entering; and communities of high risk sub-districts would have closed-off management, allowing no one to leave.
► 调整公共交通限流比例，控制满载率。落实消毒通风、体温检测、佩戴口罩、留观区设置、发热乘客移交和信息登记等防控工作。
► 在10类人员核酸检测“应检尽检”基础上，对过去14天到过新发地、玉泉东、天陶红莲市场等重点区域人员及密接者检测全覆盖，并扩大检测范围。
► 恢复各年级线上教学，高校学生停止返校。
Beijing's education authority announced on Tuesday night that all students in primary, junior high and senior high schools should stop on-campus classes starting on Wednesday and college students should stop returning to campus.
► 商务楼宇、商超、酒店宾馆、餐馆、工厂、工地、各类门店等公共场所和健身场所须做好体温检测、日常通风消毒和健康宝“绿码”查验。二级应急响应级别下不需要停工停产，但是下调办公楼宇到岗率，鼓励远程、居家等弹性办公，鼓励错峰上下班。
There is no need to stop production and shutdown businesses, but flexible working such as remote work and off-peak work should be encouraged.
► 图书馆、博物馆、美术馆等室内公共场所及公园景区限流30%，实行分时段预约限流、远端疏导等防控措施；室内外体育健身场所，实行预约限流措施；停止开放篮球、排球、足球等团体及对抗性运动项目；关闭文化娱乐场所和地下空间体育健身场所、游泳馆等。
Public places such as libraries, museums, art galleries and parks will implement time-limited reservations with visitor traffic no more than 30 percent.
The capital city demands certain team sports such as basketball, football and volleyball, to come to a halt. Venues of cultural entertainment, swimming pools and gyms will remain closed.
► 对监管、养老、福利、精神卫生等特殊机构场所，实行严格封闭式管理，重点防控输入性疫情和内部疾病传播。
► 在严格落实各项防控措施条件下，可举办100人以内规模的会议或召开视频会议。停止举办会展、体育赛事和演出活动。
All exhibitions, sports events and shows will be stopped.
► 坚持门诊预约挂号制度。
► 停止开放境内跨省区市团队旅游业务。
Interprovincial group tours will be suspended.
► 坚持科学戴口罩，随身携带口罩。医疗卫生等专业机构、从事公共服务人员等必须佩戴口罩。小于1米近距离接触、处于人员密集、封闭拥挤场所，必须佩戴口罩。
► 非必要不聚餐聚会聚集，严防人员扎堆，开展活动时尽量保持1米以上社交距离。人群密集场所要加强通风，严格按规范加大清洁消毒频次和范围。
北京市政府副秘书长陈蓓表示：下一步我们将持续分析评估国内外及本市疫情，根据疫情变化动态调整防控措施。
