The recovered 68 smuggled cultural relics lost in the UK have reached an ideal end due to the Chinese government's continuing efforts in transnational cultural relic repatriation over the past 25 years, said Guan Qiang, deputy director of the National Cultural Heritage Administration, at the press conference.
国家文物局副局长关强在发布会上表示，此次68件中国流失文物顺利回归，为我国政府持之以恒25年不间断的走私文物跨国追索行动画上圆满句号。
A total of 68 recovered Chinese relics, which include works of art such as porcelains, pottery wares and bronzes dating from the Spring and Autumn Period (770BC- 476BC) to the Qing Dynasty (1644-1911), were returned to its original homeland in October.
据介绍，68件文物已于今年10月回到祖国，其中包括瓷器、陶器、铜器等，时间跨度从春秋战国到清代。
整体来看，文物器型较为丰富，品相较好，精品较多，唐三彩七星盘、宋代青白瓷、元明石雕马、一组四件元末明初青瓷梅瓶等具有重要历史、艺术和科学价值。

一场跨越25年的跨国文物追索，我们的“宝贝”都经历了什么？
1995年2月，英国警方向中国驻英国大使馆通报，在侦破一起国际文物犯罪案件过程中发现疑似中国文物。
In February 1995, the British police notified the Chinese Embassy in the United Kingdom that suspected Chinese cultural relics were found during an investigation into an international cultural relics' crime ring.
国家文物局初步鉴定为我国禁止出境文物。
1995年3月，英警方实施“水烛行动”，截获扣押嫌疑人运抵英国的大量文物。
据伦敦大都会警察局艺术品与文物犯罪科探员海斯（DC Sophie Hayes）介绍，当年破获这一有组织的犯罪网络后，经过全面调查，发现犯罪行为发生在英国境外，并不在大都会警察局和英国刑事法院的管辖范围之内，于是英方的执法受到限制。
“In 1995, an organised criminal network was identified. However, after a full investigation, it transpired that the criminal acts were occurring outside the UK, and therefore, they were outside the jurisdiction of the Metropolitan Police and the British criminal courts. Our hands were tied.”
海斯回忆，狡猾的犯罪嫌疑人得知不会被起诉时，立即要求归还从他们那里没收的文物。但是，中国也强烈主张对这些文物的所有权。
国家文物局派员赴英鉴定，确认为走私中国文物。中国成立“追索英警方查扣走私中国文物工作小组”，通过执法合作、民事诉讼、协商谈判等多种方式展开追索。

在解决争端期间，大都会警察局负责保护这些文物。
The Metropolitan Police was responsible for the safekeeping of these artefacts whilst the dispute was resolved.
1998年2月，迫于中方压力，该案两名主要嫌疑人与国家文物局签署归还文物协议书。
1998年5月，3000余件返还文物运回北京。

1998年8月，该案另一名嫌疑人与国家文物局达成和解，归还7件文物。但该案中一名文物购买人拒绝参与协商谈判，涉案文物被英警方扣押了25年。国家文物局始终未放弃追索，与中国驻英国大使馆、英国警方保持联系，长期关注进展。
The objects were seized by British authorities for 25 years when the buyer of these relics refused to participate in negotiations for their return.
2020年1月，伦敦大都会警察局联系中国驻英国大使馆，告知因购买人去向不明，且扣押时间超过追诉期，该批涉案文物被界定为无主物，主动提出希望将该批文物归还中国政府。
In January, London's Metropolitan Police contacted the Chinese Embassy and offered the return of the relics since the whereabouts of the buyer were unknown and the deadline for prosecution had passed, which means the relics had been classified as "no owner", showing an intention to transfer ownership back to China.
国家文物局立即组织重启追索机制，拟定追索方案，组织专家鉴定，形成追索清单，基于联合国教科文组织《关于禁止和防止非法进出口文化财产和非法转让其所有权的方法的公约》（以下简称“1970年公约”），向英方发出追索函，代表中国政府正式提出返还要求。
7月29日，中国驻英国大使馆公使衔参赞于芃带队赴英方仓库现场清点，国家文物局最终认定追索文物共68件，伦敦大都会警察局同意全部归还。
10月16日，国家文物局授权中国驻英国大使馆，与伦敦大都会警察局进行文物移交，签署文物接收确认书。
10月19日上午，中国驻英国大使刘晓明举行线上文物返还移交仪式，伦敦大都会警察局、英国数字文化媒体和体育部有关负责人出席。当晚，我驻英国使馆专人护送文物至伦敦希思罗国际机场，文物启运回国。
10月20日下午，文物搭乘中国国际航空公司CA938次航班安全抵达北京首都国际机场。
至此，这场历时25年的跨国追索行动终于落下帷幕。
在10月19日举行的线上中国文物返还移交仪式上，中国驻英国大使刘晓明发表了题为《文物交流传佳话，中英友好续新篇》（A Beautiful Story of China-UK Cultural Exchange and Friendship）的致辞。
在移交仪式上，刘大使特别感谢了英国政府和伦敦大都会警察局在本次文物追索过程中提供的支持。
During the handover ceremony for the objects in October, China's ambassador to the UK Liu Xiaoming gave his thanks to the UK government and Metropolitan Police for their support.
他表示这批文物的回归为中英联合打击文物走私树立了新典范。
“From 1995 to 1998, with the help of the UK Metropolitan Police Service and Freshfields Bruckhaus Deringer, we realized the handover of 3,000 pieces of cultural objects to China against all the difficulties. That was the biggest repatriation since the founding of New China.”
“1995年至1998年，中国国家文物局、中国驻英国大使馆与伦敦大都会警察局、英国富尔德律师行合作，历经艰辛，克服困难，促成3000件走私文物回归中国，成为新中国历史上最大规模的文物回归。”
“Today’s repatriation, after more than 20 years, offers valuable experience in diplomatic, police and judicial collaboration against the smuggling of cultural objects. It is also a contribution of China-UK wisdom and solution to international cooperation on repatriation of lost cultural objects.”
“20多年后的今天，一批遗留文物再次被返还，为两国通过外交、警务和司法合作打击文物走私积累了宝贵经验，也为流失文物返还国际合作贡献了中英智慧和中英方案。”
刘大使表示，在当前新冠肺炎疫情背景下，中英双方克服困难，促成此批文物返还，尤为不易，它必将为增进中英了解与友谊、促进中英文化交流与互鉴、推动两国关系行稳致远注入正能量。
他还特别提到，这是他出使英国10多年来，第二次迎接中国文物“回家”。
“Two years ago, I had the honour to attend the handover ceremony of Tiger Ying, a bronze ware dating back to the Western Zhou Dynasty of 1,000 BC that was part of the collection in late 19th century at the Old Summer Palace in Beijing. I witnessed this cultural object, which had been away from China for over a century, embarking on its journey back home.”
“两年多前，我在使馆见证了公元前1000年西周青铜‘虎鎣’的捐赠接收仪式，亲眼目睹流失海外百余年的圆明园青铜器踏上回家的旅程。”
2018年3月，英国坎特伯雷拍卖行不顾中国国家文物局和拍卖行业协会谴责，将青铜“虎鎣”拍卖。4月底，“虎鎣”境外买家表示愿将文物捐赠给国家文物局。国家文物局会同中国驻英国使馆和国家博物馆，完成了“虎鎣”的鉴定接收等各项工作。11月23日，“虎鎣”安全抵达北京，后入藏国家博物馆。
“Today, we are witnessing again the handover of lost Chinese cultural objects. This is a reminder that history must not be forgotten and similar tragedies must never happen again. This is also a productive outcome of China-UK joint efforts to protect cultural objects so that more lost relics, including the treasures of the Old Summer Palace, can ‘find their way home’.”
“今天，又一批中国海外流失文物回归，这将使人们铭记历史，避免圆明园的悲剧再次发生，也将进一步促进中英文物保护合作，使更多漂泊在海外的文物，包括圆明园珍宝陆续‘回家’。”
参与此案调查的伦敦大都会警察局副总督察马丁在移交仪式上表示，尽管历时久远，困难重重，但作为一名警察，没什么比让文物“物归原主”更令人骄傲的事了（very proud to be able to return cultural heritage back to where it belongs）。
格拉斯哥大学艺术犯罪与刑事司法研究讲师艾米琳·史密斯（Emiline Smith）在接受《中国日报》采访时称赞了中国近几年的文物保护与追索行动。
“China has taken great steps in the past few years to tighten their national protective framework for cultural heritage, while also actively facilitating repatriation of foreign-held objects.”
“过去几年中，中国采取了重大举措，加强其国家文化遗产保护框架，同时积极追索外国流失文物。”
她同时指出，流失文物回归依然“道阻且长”。
“Many illicitly-obtained objects remain in public and private collections in the UK, and although awareness around the ethics of public and private collections is increasing, much work still has to be done to return looted objects to their rightful owners.”
“许多非法获取的物品仍留在英国的公共和私人藏品中，尽管围绕公共和私人藏品的道德认识正在提高，但仍需要做很多工作，才能将被掠夺的物品归还给其合法所有者。”
