《迈阿密先驱报》报道称，2名被捕人员是来自美国南佛罗里达州的海地裔美国人：35岁的詹姆斯·索拉奇斯（James Solages）和55岁的约瑟夫·文森特（Joseph Vincent ）。
据美联社报道，索拉奇斯曾于2019年在美国佛罗里达州建立一个慈善机构，他在相关网站上称自己是一名“获认证的外交人员”。而在这一慈善机构的个人主页上，索拉奇斯称自己曾在加拿大驻海地大使馆做保镖。对此，加拿大使馆没有立即予以评论。

The US State Department said it was aware of reports that Haitian Americans were in custody but could not confirm or comment.
事发当时，袭击者曾称自己为“美国特工”。

海地总理克洛德·约瑟夫事后发表声明称，袭击者是一群身份不明、“说西班牙语或英语”的武装分子（the heavily armed gunmen spoke Spanish or English）。
然而，袭击者的“美国特工”身份很快遭到美方否认。

据路透社消息，根据海地政府掌握的视频片段，该国驻美国大使博奇·埃德蒙（Bocchit Edmond）声称，袭击者谎称自己是美国缉毒局特工，但“他们绝不可能是美国缉毒局特工”，而是一群雇佣兵，是“训练有素的职业杀手”（a group of "foreign mercenaries" and well-trained killers）。
Edmond said the gunmen falsely identified themselves as agents from the US Drug Enforcement Administration (DEA), citing video footage the government has in its possession, but added, "No way they were DEA agents."
埃德蒙对美国有线电视新闻网（CNN）表示，此次刺杀行动是由外国人实施的。同时他也表示，“需要认识到他们也得到了一些内部帮助，才能到达总统官邸”。
He said the attackers were "foreigners." However, he said "at the same time, we need to recognize that they also ... had some help, internal help" to be able to get to the president's residence.
