美国福克斯新闻网报道称，当地时间4月28日，拜登在针对俄罗斯的一次讲话中，想用“盗贼统治”（kleptocracy）一词指责俄政府，却无论如何都说不出来，经过好几次卡壳后，他终于放弃了，尴尬地用“哈哈哈”结束了发言。

根据韦氏词典的解释，单词“kleptocracy”是指一种上层利用职权中饱私囊的统治方式。

在当天的记者会上，拜登就俄乌冲突发表讲话，要求国会批准一项330亿美元的追加拨款法案用于支持乌克兰。
同时，他宣布将向国会提交一份全面立法方案的提案，以加强美国政府的权力，用以追究“俄罗斯政府和俄罗斯寡头对乌克兰战争的责任”。拜登声称要没收俄罗斯寡头的游艇、豪宅等“不义之财”。

Joe Biden has spoken numerous times about his stuttering and how it's embarrassing, especially being in the public eye. I aslo struggle to say "kleptocracy" and I have to re-start the word a couple of times before I am able to say it clearly. It's not a lack of competence.
