新冠肺炎疫情发生以来,我们坚持人民至上、生命至上,坚持外防输入、内防反弹,坚持动态清零,因时因势不断调整防控措施,疫情防控取得重大战略成果。今年3月以来,经过全国上下勠力同心、并肩作战,我们经受住了武汉保卫战以来最为严峻的防控考验,取得了阶段性成效。什么是动态清零?为什么要坚持动态清零?近日,四位中外记者坐在一起开启了深度探讨,聊了聊他们对于中国防疫政策的想法。

动态清零不是“零新冠”
包括英国广播公司(BBC)在内的多家外媒在提到中国的防疫政策时,经常将“动态清零”翻译成“zero-COVID policy”,即“零新冠感染”,这其实是一个非常大的误解。

那么,到底什么是动态清零(dynamic zero-COVID policy)?曾在新冠疫情初期深入武汉报道的中国日报记者孟哲认为,这个政策并不是指不允许中国国内出现新冠疫情案例,而在于一旦发现新冠确诊病例后,就要快速高效地应对,根据实际情况采取包括快速检测、大规模检测以及封控等在内的措施。
It means once a COVID case was spotted, it uses efficient and fast measures to tackle the COVID cases with measures like fast testing, massive testing and, of course, including lockdowns.
此外,动态清零的目标是尽快把疫情控制在可控的区间里,而不是单纯做到零感染。
中国疫情防控坚持动态清零政策,是“人民至上、生命至上”的生动实践。
外籍记者石花姐(Stephanie Stone)从数据上做了直观对比:中国的新冠死亡人数低于1.5万人,而英国的新冠死亡人数超过了17万人。她认为,从数据上看可以很肯定地说中国的防疫政策大大降低了死亡率,保护了人民健康。
China's COVID-related death toll, which is under 15,000, whereas in the UK it's about 172,000. If you look at data, I could say the policy greatly reduced the death rate and protects people. This is quite an effective policy.

奥密克戎杀伤力减弱,没必要动态清零?
有一些观点认为,相比疫情暴发初期,如今的奥密克戎毒株传播力强、隐匿性高,但杀伤力也大大削弱,因此没有必要继续坚持动态清零的政策。
事实上并非如此,许多国家放弃严格的防疫政策后反而出现了意想不到的乱象,陷入尴尬境地。中国日报记者徐潘依如列举了英国的案例。
In the UK, the British hospitals are warning people to stay away because of the COVID stress. And millions of patients are told "do not go to A&E" because of the COVID stress. 在英国,各家医院已经告诫民众,由于新冠疫情压力陡增,尽量不要前往医院。更有数百万病人被告知不要去挂急诊。
I get that China's doing what it feels is best for China. And I understand that just suddenly going hands-off with the policy could be very overwhelming and stressful on medical resources. 我理解中国目前所做的一切都是为了老百姓着想,如果突然一下子放任自流会对医疗资源和医护人员产生巨大的负担。
I was looking at the office of National Statistics in the UK and they were tracking people's well-being over COVID. They saw levels of anxiety increase, and people's life-satisfaction decrease over the past two years. The NHS has also seen a 72 percent increase in young people seeking help for eating disorders. 英国国家统计局曾追踪并统计了民众在新冠疫情期间的心理状况。结果显示,过去两年,人们的焦虑感普遍上升,生活满意度有所下降。英国国家医疗服务体系发现,年轻人中由于饮食失调问诊的人数上升了72%。
…there's a very real individual cost to lockdown, to these kinds of measures: mentally, emotionally, physically. I think that needs to be addressed and validated. There needs to be resources and education available. Because at a certain point, "grin-and-bear-it" for the greater good just is not enough. 话说回来,封控这类措施确实对个体有着真切的影响,无论是心理上、情感上、还是身体方面,我们需要承认这些影响的存在,并采取措施应对,应该调动相关资源普及相关的身心健康教育,因为忍到某个程度我们就会发现仅有这种舍小为大的做法是不够的。
Chinese government's decision to stick with the policy is based on the situation and it's not once-and-for-all. It keeps adapting to new changes.
I think the government should let people know what the specific policy is when handling COVID cases. A more transparent governance will put people at ease. And as media people, I think we should report what really happens inside the country and let people know what the situation is.
