The Port of Shanghai has completed the first domestic maritime anchorage for the bunkering of bonded LNG for international sailing ships

2023年4月26日上午11：00，东海绿华山锚地水域，“海港未来”号液化天然气（LNG）加注船缓缓搭靠中国香港籍“以星珠穆朗玛峰”轮。两船经过“连接-输气-分离”三个步骤，于26日夜间顺利完成约1600立方的保税LNG海上“船对船”加注业务。

At 11:00 a.m. on April 26, 2023, in the waters of Lvhua Mountain Anchorage in the East China Sea, the "Harbor Future" liquefied natural gas (LNG) refueling ship slowly took up with the Hong Kong-registered "Star Everest" ship. The two ships went through three steps of "connection - gas transmission - separation", and successfully completed about 1,600 cubic meters of bonded LNG offshore "ship-to-ship" refueling business on the night of the 26th.

For 2023, the campaign will look at seafarers' contribution to protecting the marine environment, in line with the World Maritime theme “MARPOL at 50 – Our commitment goes on”. Seafarers spend a great deal of time at sea and are a big part of the solution when it comes to protecting the marine environment.

全球最大的国际航运组织BIMCO在2023年5月25日（星期四）的会员大会上进行选举，来自Reederei F. Laeisz的总裁Nikolaus H. Schües先生当选BIMCO主席。来自华光海运控股有限公司的赵式明女士两年任期结束，由Nikolaus H. Schües先生接任当选BIMCO的第46任主席，是自2011年以来担任主席职位的第一位德国人。

BIMCO, the world’s largest shipping association, has elected Nikolaus H. Schües, CEO and owner of Reederei F. Laeisz as President at the organisation’s general meeting in Hong Kong on Thursday 25 May 2023. Nikolaus H. Schües takes over as the 46th President of BIMCO and the first German national holding the position since 2011. He takes over from Sabrina Chao of Wah Kwong Maritime Transport Holdings Limited, who has completed her two-year term.

境外班轮“沿海捎带”业务落地上海洋山港一周年

6月12日，88个集装箱由“曼彻斯特马士基”号货轮从洋山港捎带至天津港进行中转。这是该公司第65船在洋山港沿海捎带的货物。“自去年首单落地洋山港后，‘沿海捎带’业务规模逐月攀升。截至今年5月底业务运输总量已达1.6万标箱，”上海海关所属洋山海关副关长李春阳介绍，“‘沿海捎带’业务能吸引境外船公司将国际中转业务从釜山、新加坡等传统中转港转移至上海，提高上海港对国际航线、货物资源的集聚和配置能力，也将进一步提升上海港枢纽能级。”

2023年6月8日是第十五个“世界海洋日”，深圳国际仲裁院（SCIA）与中国社会科学院海洋法治研究中心将于当天下午（15:00-18:00）在前海国际仲裁大厦国际会议厅联合主办“世界海洋日”海事法律专业研讨活动，邀请粤港澳大湾区海事海商领域产业界和法律界人士进行现场交流，围绕《中华人民共和国海商法》施行以来的法律问题、行业发展和海事仲裁等方面分享各自经验想法。

海关总署于2023年3月9日公布了《海关总署关于修改部分规章的决定》（海关总署令第262号），自2023年4月15日起施行。该《决定》是按照国务院全面实行行政许可事项清单管理要求，以及《中华人民共和国海关法》《中华人民共和国进出口商品检验法》及其实施条例等相关法律、行政法规关于行政许可事项调整的规定，对22部规章中涉及许可事项取消或调整的条款进行修改。

海关总署于2023年5月15日公布了《海关总署关于修改部分规章的决定》（海关总署令第263号），将自2023年7月1日起施行。随着维护国门安全和促进外贸稳增长的形势更加严峻，对保税仓库、出口监管仓库安全管理、优化监管、规范海关抽查检验工作等方面提出更高要求，结合监管实际，对部分规章作出相应修改。使得出口监管仓库管理更规范、抽查检验的范围更加广泛，抽查检验工作机制更加灵活。

《关于推动外贸稳规模优结构的若干措施》

Some measures to promote the steady scale and excellent structure of foreign trade

为贯彻落实《国务院办公厅关于推动外贸稳规模优结构的意见》（国办发〔2023〕10号），确保全年实现进出口稳中提质的目标任务，于2023年5月29日发布了《关于推动外贸稳规模优结构的若干措施》，该规定于2023年1月1日正式生效。有利于实施好稳外贸政策组合拳，确保完成进出口稳中提质目标任务。

《海上移动式平台检验规则（2023）》

5月10日，交通运输部海事局发布了《海上移动式平台检验规则（2023）》，新版规则将于2023年7月1日起正式施行。《海上移动式平台检验规则(2023)》共6章，规定了海上移动式平台检验类型、检验范围、检验项目、检验方法、证书格式、检验和发证程序等。

On May 10, the Maritime Safety Administration of the Ministry of Transport issued the "Inspection Rules for Offshore Mobile Platforms (2023)", and the new rules will be officially implemented on July 1, 2023. The "Inspection Rules for Offshore Mobile Platforms (2023)" consists of six chapters, which stipulate the inspection types, inspection scope, inspection items, inspection methods, certificate formats, inspection and certification procedures of offshore mobile platforms.

2023年5月19日，上海海事法院为对标上海国际航运中心建设目标，聚焦当前航运经济发展、航运市场运行和航运主体需求，发挥海事审判职能作用，结合海事审判工作实际，制定实施意见。同时在意见中发布十大典型案例，并分析其典型意义，对海事纠纷的解决起到了重要的参考作用。

On May 19, 2023, in order to benchmark the construction of Shanghai International Shipping Center, the Shanghai Maritime Court focused on the current development of shipping economy, the operation of shipping market and the needs of shipping subjects, played the role of maritime trial, combined with the actual work of maritime trial, and formulated implementation opinions. 近日，由安杰世泽代理的中国某保险公司与挪威某汽车船运输公司禁诉令纠纷案件成功达成和解。该案涉及中国法院诉讼、英国法院诉讼、英国临时仲裁程序等多程序协调工作，中国诉讼案件由天津海事法院受理。由于该案系天津海事法院首例涉他国禁诉令的国际海运索赔纠纷案件，天津海事法院对该案十分重视。经过长达近一年的谈判过程，安杰世泽律师团队成功帮助当事人达成和解，天津海事法院对该案的处理结果十分满意，并由《人民日报》对案件进行报道。安杰世泽律师事务所在本次谈判中为保险公司提供全程法律服务，团队成员包括詹昊律师、万佳律师、刘思辰律师。

Recently, a Chinese insurance company represented by AnJie Broad and a Norwegian car and ship transportation company successfully reached a settlement of the injunction dispute. The case involved the coordination of multiple procedures such as litigation in Chinese court, litigation in British court, and provisional arbitration proceedings in British court, and the Chinese litigation case was accepted by Tianjin Maritime Court. As this case is the first international maritime claim dispute case involving the injunction of other countries in Tianjin Maritime Court, Tianjin Maritime Court attaches great importance to this case.
