On October 29, GAC issued GAC 2016 Circular 62 to roll out the pilot program for Nationwide Clearance Integration Reform which started on June 1 in Shanghai.
This is a significant Customs supervision system reform in China. By establishing a National Customs Risk Prevention Center and a Unified Tax Collection Center in Shanghai, the reform is set to carry out a new supervision model of “one-stop declaration, two-step Customs process."
