In China, There is an old saying: Tao(2) gave birth to one, the one gave birth to two, the two gave birth to three, and the three gave birth to all things. In Chinese, The word of “three” is very attractive, representing a complex yet stable relationship system. The topic that I share with you today is also related to this “Three”: Multidimensional Triple Helix Model and Clustering Innovation.


一生二、二生三、三生万物。三,是个非常有魅力的词,三代表了一个复杂且稳定的关系组合,我们有很多熟悉的词与三有关,比如三皇五帝,三阳开泰,三足鼎立,再比如现在网络上很流行的三生三世十里桃花……这里的三都代表着一种稳定结构和无限可能性。我今天给大家分享的主题也跟三有关系:立体三螺旋模型与集群式创新。



Triple Helix  三螺旋  


The concept of triple helix first appeared in the field of biology in the early 1950s. Richard Lewontin, the American genetics researcher, first used the triple helix to model the relationship among genes, tissues, and the environment. In "Triple helix: Genes, Organisms and the Environment," he summarized his biological philosophy. He pointed out that there is no established "ecological space" waiting for organisms to adapt; the environment does not exist without organisms. Organisms not only adapt to the environment but also select, create, and change their living environment. This ability is written into genes, therefore, the relationship among genes, organisms, and the environment is a “dialectical relationship.” These three are like three spirals, all of them causes and effects at the same time. Genes and the environment are the causes of the organism, and the organism is the cause of the environment; thus, this gene taking the organism as its media becomes the cause of the environment.


三螺旋概念于20世纪50年代初出现在生物学领域。美国遗传学家里查德•列万廷最先使用三螺旋来模式化基因、组织和环境之间的关系, 在《三螺旋: 基因、生物体和环境》中,总结了他的生物哲学思想。他指出, 并不存在一个既定的“生态空间”等待生物体去适应。环境离开了生物体是不存在的, 生物体不仅适应环境,而且选择、创造和改变它们的生存环境,这种能力写入了基因。因此,基因、生物体和环境的关系,是一种“辨证的关系”,这三者就像三条螺旋缠绕在一起,都同时是因和果。基因和环境都是生物体的因,而生物体又是环境的因,因此基因以生物体为中介,又成了环境的因。


In the mid-1990s, Henry Etzkowitz, a sociologist at the State University of New York and Professor Loet Leydesdorff of the Amsterdam Institute of Technology proposed the innovative triple helix model theory of "government-industry-university" based on the concept of triple helix biology to analyze the new interactive relationship forming among government, industry and universities in the era of information economy.


20世纪90年代中期,纽约州立大学的社会学家亨利•埃茨科威兹和阿姆斯特丹科技学院的罗伊特•雷德斯多夫教授在生物学三螺旋概念基础上提出“政府-产业-大学”创新三螺旋模型理论,来分析在知识经济时代政府、产业和大学之间的新型互动关系。


The triple helix model consists of three innovative elements:

三螺旋模型由三个创新要素组成:


· Government - including local, regional, national, and transnational levels;

● 政府-包括地方性的、区域性的、国家层面的以及跨国层面等不同层次;


· Industry - including high-tech start-ups, large enterprise groups and multinational companies;

● 产业-包括高科技创业公司、大型企业集团和跨国公司;


· University - Including regular universities and other knowledge production agencies. In addition to the traditional functions of policy coordination, wealth production, and knowledge creation, these three elements are also intertwined like three spirals, they are mutually cause and effect. Meanwhile, the interaction among the departments has also spawned a series of new functions. Ultimately, an innovative society based on knowledge has been nurtured.

Along with the constant development of innovation practices, the Triple Helix is endowed with more prolific meanings. The relationships among university, industry and government can be analyzed and deconstructed and then re-combined to derive more new helixes with different dimensions. 


Based on many years of practice in the field of scientific and technological services, TusHoldings has developed a “Multidimensional Triple Helix” model, integrating the interaction of three Triple Helix theories: “Science Park + Industry + Finance, Technology + Capital + Industry, Government + Enterprise + University”, with innovation as the base and industry as the carrier. The Multidimensional Triple Helix model is an enriched further development of the Triple Helix of “Government + Industry + University” by TusHoldings, promoting and advancing the former single plane triple helix model to the multidimensional triple helix system. The system allows three-dimensional interactions among innovative elements, innovation carriers, and innovators, driving technological innovation and industrial upgrading.


在不断发展的创新实践中,三重螺旋含义更加丰富,大学、产业、政府每一条螺旋都可以再细化拆解,然后重新组合,从而衍生出更多不同维度的新的三螺旋。启迪控股在多年的科技服务实践中,以创新为基点,以产业为抓手,提炼出园区+产业+金融、技术+资本+产业、政府+企业+大学三个三螺旋多重交织的立体三螺旋模型。启迪的多重立体三螺旋模式是对原来“政府+产业+大学”三螺旋的重要升级和发展,将原来一个维度的三螺旋模型上升至多个维度,成为立体三螺旋体系,这个多重立体三螺旋体系从创新要素、创新载体、创新主体三个层面立体互动,成为科技创新和产业升级的重要驱动。


On this basis, we combine the Multidimensional triple helix model with the innovative platform network of TusHoldings and with the elite teams gathered by TusHoldings, to form the new three-in-one “clustering innovation” theory created and practiced by TusHoldings. Clustering innovation connects each sub-group of TusHoldings, relying on the regional advantages and the gathering of resources, to form a regional innovation network including suppliers, competitors, universities, research institutions, investors and government departments. At the same time, it also incorporates "Internet Plus" and big data cloud computing technology. Through the interaction between clusters it breaks geographical boundaries, promotes innovation resources and information sharing on a far greater scale, and initiates the formation of industrial chains and innovation chains in an ever widening context. Each party in the innovation chain uses resource sharing to form a long-term, stable, mutually beneficial relationship with each other through formal contractual relationships or informal information exchanges, together finally forming a “clustered clustering”, an innovation network of many clusters that is interdependent and develops together.

A sound and efficient innovation ecosystem is a key measure of a country’s comprehensive innovation capability, and a major indicator of distinguishing innovative and non-innovative countries. The United States is considered to be the most innovative and dynamic country in the world. This is reflected not only in the strong stock of innovation, but also in the constant advances in innovation. This ever-increasing amount of innovation is precisely because the innovation ecosystem has created the source of innovation.


是否拥有健全高效的创新生态系统,是衡量一国综合创新能力的关键标尺,也是区分创新型国家与非创新型国家的重大标志。美国被认为是全球最具创新活力的国家,这不仅体现在创新的存量强劲雄厚,更体现在创新的增量不断奔涌。而这不断喷涌的创新增量,恰恰得益于创新生态系统育成了创新的源头活水。



Starting from the construction of TusPark, TusHoldings has focused on building the science and technology service system for more than 20 years to promote the construction of a local ecological environment with inspiring characteristics through the triple helix of ‘science parks + S&T industry + S&T finance’. The traditional way to form a science park by land development + S&T industry is a static thinking. Through the concept of triple helix model to fully mobilize and activate and organically integrate the Science Park, industry, finance, government, enterprises, universities and other stock resources, an effective and dynamic innovation and entrepreneurship ecosystem can be truly created.


Based on the triple helix model of “Science Parks (Nest) + S&T Industry (Phoenix) + S&T Finance (Food)”, TusHoldings realized the approach of “nesting to attract the dragon with food and phoenix”-TusHoldings built the science park and science cities as “nesting”. “Phoenix” refers to the science and technology enterprises of TusHoldings engaged in many fields, such as health, new energy, the Internet of Things and digital technology. “Food” refers to the financial instruments, such as angel investment, VC, PE, M&A, FOF and other funds in the whole industrial chain. With “phoenix”, “food” and “nest”, the “dragon” will be attracted in the future. “Dragon” refers to those potential and high-quality enterprises that promote local economic development. Obviously, the approach of “nesting to attract the dragon with food and phoenix” is better than ‘nesting to attract the phoenix’ in nature.  


启迪控股依托“科技园区(巢)+科技产业(凤)+科技金融(食)”三螺旋模式,实现了“带凤带食、筑巢引龙”——在各地建设科技园、科技城即是在“筑巢”,“凤”是指启迪控股在大健康、清洁环保、新能源、物联网、数字科技等领域拥有众多的科技实业企业,“食”是指启迪控股旗下的天使、VC、PE、并购、母基金等全产业链布局的多支基金等金融工具。有了“凤”,有了“食”,有了“巢”,未来便会吸引来“龙”,“龙”则是那些有潜力且促进当地经济发展的优质企业。显然,与“筑巢引凤”相比,“带凤带食、筑巢引龙”有了本质的提升。


In general, the key point of tenants attraction in science parks is to introduce science and technology industries, it is the most important point focused by each region and also presenting the most difficult barriers. The characteristic of science parks constructed by TusHoldings does not rely on tenants attraction, but enriches the Science Park space by investing and incubating high-tech companies and strategic emerging industries. For example, to directly hold the leading companies by investing and to build our own vertical incubation system by incubating. Of course, investment and incubation also require capital, thus we have established a large number of funds and financial service platforms to solve the financial problem.


一般来说科技园招商的重点是为了引进科技产业,这是各地最看重的一点,而这往往也是最困难的难点。而启迪建设科技园的特征恰恰是不依靠招商,而是通过投资和孵化高新技术企业、战略新兴产业来充实园区空间。比如通过投资直接控股龙头企业,通过孵化建立我们的垂直孵化体系。当然,投资和孵化都需要资金,所以我们建立了大量的基金和金融服务平台来解决钱的问题。


From the three parities of the Triple Helix, the investment supported by large science parks and park networks is a great value to emerging S&T industries, the clustering innovation network services of TusHoldings in various regions could be shared. It is a unique investment model for TusHoldings and very attractive to the companies. Therefore, we find that despite the fact that TusHoldings does not focus on tenants attraction, the science parks of TusHoldings are all basically occupied. For example, in the same area in Nanjing, the Science Parks of TusHoldings are all occupied and other Science Parks nearby are empty. This is the embodiment of the triple helix in which the three parties all benefited. The triple-helix relationship here is that science parks, science and technology industries and science and technology Finance are mutual cause and effect interactions and support, that is the development of science parks and science and technology industries becoming the cause of science and technology finance, while science and technology finance has provided support for the development of science parks and science and technology industries; science parks and science and technology industries have become the cause of science and technology finance. At the same time, science parks provide a platform for the development of science and technology industries, and the development of science and technology industries has become one of the important park contents.


从三螺旋的三方来看,有大的科技园区和园区网络支撑的投资对科技新兴产业很有价值,可以共享启迪控股分布在各地的集群式的创新网络服务,这是启迪独特的投资模式,对企业很有吸引力。所以我们看到,尽管启迪不以招商为重点,但是启迪的科技园区基本都是满的。比如在南京同一个地区,启迪的园区全是满的,而旁边却是空的,这就是三螺旋的价值体现,而且三方都得益了。这里的三螺旋关系就是科技园区、科技产业、科技金融三者互为因果,互动支撑,科技园区和科技产业的发展成为科技金融的因,而科技金融同时为科技园区和科技产业发展提供支撑,科技园区和科技产业又成为科技金融的果,同时科技园区为科技产业发展提供平台,科技产业发展成为园区的重要内容之一。

The innovative triple helix theory originated in developed countries; therefore it is more based on innovative practices in developed countries such as the United States. The development situation of China and the United States differ and so the practice of the triple helix is also different. The United States is similar to the construction of "entrepreneurial" universities, which separates the functions of the service industry from the functions of the school. It is primarily promoted by professors and alumni. In China however, the enterprise established by a university, and the role of the government in the Triple Helix is much more obvious. The government, the universities and the enterprises promote and influence each other to jointly promote the development of an innovation system. Especially in the development of strategic emerging industries, the role of the government is crucial.


创新三螺旋理论起源于发达国家,因此更多立足于美国等发达国家的创新实践。而中国和美国的发展情况不同,所以三螺旋的实践形式也不一样。美国是类似于建设“创业型”大学,将服务产业的功能从学校功能中分出来,以教授、校友推动为主,中国则是由大学来创办一个企业,而且在三螺旋里面政府的作用更为明显,它和大学、企业之间互相促进、互相影响,共同推动创新体系的发展,尤其在发展战略新兴产业方面,政府的作用至关重要。


The characteristics of TusHoldings are more in line with the triple helix theory based on the practice in China, it is more advantageous to build a variety of three-in-one Multidimensional Triple Helix. Through the concrete practice process of the innovative triple helix, we gradually explored and optimized the innovation mechanism to further clarify the relationships among the three innovators of government, enterprise, and university, as well as defining the multiple innovative forces embodied in those three forces, including analysis of the dynamic combination and interaction among the various forces to explore a more spontaneous and efficient triple-helix power for the system design to realize the innovation-driven development.


启迪控股的特点更吻合基于中国实践的三螺旋理论,更有优势打造各种三合一立体三螺旋。并且在具体的创新三螺旋实践过程中,逐步探索优化创新机制,进一步厘清政府、企业和大学这三个创新主体的关系,以及三者所蕴含的多种创新力量,包括各股力量之间的动态组合和交互,为实现创新驱动发展的制度设计探索更加自发、高效的三螺旋动力。


The “Government + Enterprise + University” Triple Helix model practiced by TusHoldings started with the cooperation of Tsinghua University, TusHoldings and local governments, now we also extend each element on this same basis in which each element forms a new helix. First of all, the helix of government, apart from cooperating with a single local government, we have also established a large number of high-level government circles at home and abroad; second, the helix of enterprises, the companies here refer not only to TusHoldings, but also include a large group of companies controlled and cored by TusHoldings; and then the university helix, in addition to Tsinghua University, we also cooperate with lots of research institutes and institutions, including universities at home and abroad. For example, we signed a cooperation agreement for the University Science Park Planning with University of New South Wales, Australia, and conducted actual investment and construction regarding the expansion project for the science park of Cambridge University with Trinity College, Cambridge, which is equivalent to establishing a friend circle of university presidents at home and abroad for joint cooperation and participation. Therefore, TusHoldings is not practicing a single triple-helix model, but a multidimensional triple-helix model in which three or more triple-helix systems interacted.


启迪践行“政府+企业+大学”三螺旋起步于清华大学、启迪控股和各地政府的合作,而现在我们又在此基础上把每个要素进行延伸,每个要素都形成一个新的螺旋。首先是政府这条螺旋,除了与地方单一的政府合作外,我们还建立了大量国内外的高级别的政府圈;其次是企业这条螺旋,这里所指的企业已不仅是启迪控股,还包括我们以启迪控股为核心所控参股的一大批企业;再次是大学这条螺旋,除了清华大学,我们还与更多的科研院、机构,包括国内外的大学进行合作,如与澳大利亚新南威尔士大学签订了大学科技园规划合作协议,与剑桥大学三一学院就剑桥科技园扩建合作项目进行实际投资建设等,相当于建立了一个国内外大学校长的朋友圈,一起协同、参与。所以启迪践行的不是单一的一个三螺旋模式,而是由三个或多个三螺旋体系之间交互作用的立体三螺旋模式。



For example, the cooperation between the Tus-Clean Energy Group and Qinghai University is not a mere cooperation between a single provincial government, an enterprise, and a university. TusHoldings, by integrating the resources related to new-energy from Qinghai University and Tsinghua University and other institutions, has played a leading role in coordinating the three institutes to jointly establish "Tus New-Energy College of Qinghai University". The college is tasked to carry out educating, training and scientific researches in the field of new-energy, and to provide talent and Technical Support for TusHoldings. The two parties conducted a comprehensive cooperation on the basis of the “Tus New-Energy College of Qinghai University” to jointly study a series of new-energy key technologies, build demonstration projects, promote the industrialization of R&D IPs with many related companies, and set up courses responsive to the special skill needs of the company talents, to provide employment opportunities, to promote the development of Qinghai University in the field of new energy and build a high-level personnel training and scientific research institution in the field of new-energy. TusHoldings has also integrated the related resources of Qinghai Province and other government agencies in China during this process.


例如,启迪清洁能源集团与青海大学的合作,都不仅是单一的政府、单一的企业和单一的大学之间的合作。启迪通过整合青海大学和清华大学等其他院校与新能源相关的资源,共同成立“青海大学启迪新能源学院”,进行新能源领域的人才培养和科学研究工作,为启迪清洁能源集团提供人才和技术支撑。双方以“青海大学启迪新能源学院”为基础展开全面合作,共同研究新能源的一系列关键技术,建设示范项目,与很多相关企业一起推动科研成果产业化;根据企业人才特殊技能需要开设相应课程,提供就业机会,推动青海大学在新能源领域的发展,打造国内新能源领域高水平人才培养与科学研究机构。在这个过程中,启迪同时也整合了青海省市以及国内其他一些政府机构的相关资源。


In addition, TusHoldings and Yunnan University have jointly built TusKspace to comprehensively integrate the high-quality resources of Yunnan University and the incubation business experience of TusHoldings. This is the first strategic cooperation project between Yunnan Province and Tsinghua University. With the achievements of Yunnan Yunke Tus Science-and-Technology Transfer Fund, jointly initiated by Yunnan University, TusHoldings, the Provincial Science and Technology Department and the Yunnan Energy Investment Group, has developed to provide full-scale financial support for enterprises. Underpinned by the scientific research platform of Yunnan University, TusKspace also established a Liquid Metal Research Center with Professor Liu Jing of Tsinghua University to build an Industry-University-Research platform of liquid metal, and transferred the technology and study of liquid metal from Tsinghua University to Yunnan.


另外,启迪控股与云南大学合作共建了云大启迪K栈众创空间,深入整合云南大学和启迪的优质资源和孵化经验,这也是云南省与清华大学战略合作的第一个落地项目。而且由云南大学、启迪控股、省科技厅、云南能投集团共同发起的云南云科启迪科技成果转化投资基金,也将最大程度为企业提供全方位的金融支持。依托云南大学的科研平台,云大启迪K栈还与清华大学刘静教授组建液态金属研究中心,构建液态金属产学研平台,将清华大学液态金属的技术和成果转移转化到云南。


Through cooperation with universities such as Qinghai University and Yunnan University, TusHoldings has launched the “Four ‘1+1’” model for cooperation with universities both at home and abroad. The first “1+1” is to cooperate with universities to build 1 incubator; the second “1+1”, is to build 1 science park together; The third “1+1” is to establish 1 educating course system, including special training classes, entrepreneurship-cultivating course instructors, and the introduction of x-lab and fund system; the fourth “1+1” is to take the advantage of the research capability of the local university to jointly cultivate 1 strategic emerging industry.


通过与青海大学、云南大学等高校的合作,启迪控股推出了与国内外高校合作的“四个1加1”模式:①和高校合作共建一个孵化器;②共建一个科技园;③建立一个课程体系,建立专训班,培养创业课程导师,建立x-lab和基金系统;④依托高校的优势学科,共同培育一个优势战略新兴产业。


TusHoldings is very much rewarded during the exploration in practical and efficient ways of building co-operations between business and government. For example, it has formed a multiple governments, enterprises and universities co-operation with in the Songjiang District of Shanghai to create a large-scale innovation base and build a science and innovation platform based on the G60 Shanghai Songjiang Science and Technology Corridor in the Yangtze River Delta. Tus-Caohejing Science Park is a benchmark project of co-operation between Tsinghua University and Shanghai Municipality, whose construction and development fully implement the triple-helix concept of ‘government + enterprise + university’.


在探索企业与政府之间务实高效的合作方式方面,启迪也很有收获。如与上海市松江区等多重政府、企业和大学深入合作,联合打造大规模的创新基地,建设面向长三角的以G60上海松江科创走廊为核心的科创平台。启迪漕河泾科技园是清华大学与上海市“市校合作”的落地项目,它的建设发展充分实践了政府+企业+大学立体三螺旋理念。


The government participants for this project are multiple government agencies such as Shanghai Municipality and Songjiang District. Industrial participants are a number of domestic and foreign enterprises including TusHoldings, Shanghai Lingang Group, Honeywell, and enterprises located in the Science Parks. University participants are Tsinghua University, Shanghai local colleges and universities and a number of teaching and scientific research institutes. Under the strong support of local government, TusHoldings has given full play to the ability of the innovation platform to gather all kinds of advantageous resources, established a research Institute of analytical and industrial technology together with the Department of Precision Instruments of Tsinghua University to create an industrial cluster of analytical instruments and build the smart manufacturing for a professional accelerator with Honeywell, one of the world's top 500 companies; this has attracted a large number of technology-driven companies in the field of smart manufacturing to the Science Park to create an important industrial growth engine on the G60 Shanghai Songjiang Science and Technology corridor. In less than one year after its establishment, a total of 106 companies had been introduced, and the occupancy rate of the park was around 96.7%, more than 70% of the companies are of ‘Specialization, refinement, and novelty’ associated with smart manufacturing, which together fully realized the greatest use of land resources.


其中政府的代表是上海市、松江区等多重政府机构,企业的代表是启迪控股、上海临港集团、霍尼韦尔、入园企业等多家国内外企业,大学的代表是清华大学、上海当地相关高校等多家教学科研单位,在当地政府的大力支持下,启迪控股充分发挥创新平台聚集各种优势资源的能力,与清华大学精密仪器系共同建设分析技术产业研究院,打造分析仪器产业群,与世界500强企业霍尼韦尔共同打造智能制造专业加速器,从而吸引了一大批智能制造领域的技术驱动型企业使该园区成为G60上海松江科创走廊上的重要产业增长引擎。在成立不到一年的时间里,共引进了106家企业,园区入驻率约96.7%,其中70%以上的企业均是智能制造关联的“专精特新”企业,实现土地资源利用的最大化。


The “Technology + Capital + Industry” Triple Helix model is established from the perspective of innovation elements to promote industrial transformation and upgrading, as well as the development of emerging industries
在创新要素层面,形成技术+资本+产业三螺旋,带动产业转型升级和新兴产业发展


The traditional thinking of “technology + capital =industry” is static and outdated. The concept of the triple helix is the simultaneous mobilization of stock capital and stock industries through core technologies to achieve a spiral surge of the three factors. TusHoldings actively plans for strategic emerging industries, focuses on the development of environmental protection, new-energy, healthcare, digital economy and new materials to rapidly promote the transformation of scientific and technological achievements as well as industrial upgrading through the triple-helix way of ‘technology + capital + industry’. In this triple helix of the ‘technology + capital + industry’, the technology and capital is the driver of industry, and in return, industry promotes the development and utilization of technology and capital; meanwhile, capital lays the foundation for the application of technology. This will develop into to a leading industrial cluster to drive the transformation and upgrading of local industries and foster the development of new industries.
