随着自贸港政策红利持续释放，我省企业境外投资继续保持强劲增长态势，今年上半年我省为企业备案境外投资项目同比增长103.66%，企业境外投资额同比增长108.48%。
“在海南自贸港政策的推动下，我们正从海南走向全球。”一心堂（海南）进出口有限公司总经理黄武表示，今年4月，公司在香港投资成立了一心堂柏安国际公司，注册证书和企业境外投资备案均已高效完成，下一步将投入运营。
据悉，近年来，我省大幅放宽市场准入限制，深化市场准入承诺即入制改革，严格落实“非禁即入”，将127个行政许可审批事项优化为告知承诺事项，在海南投资更加自由便利；大力优化口岸营商环境，减半征收货物港务费，推动口岸部门间信息共享和协同作业，货物整体通关时间大幅缩短，外贸进出口更加自由便利；在持续优化升级“零关税”清单、企业和个人15%所得税、加工增值30%内销免关税等自贸港政策的同时，打造了全省惠企政策一站式服务平台——“海易兑”，把政策红利真正送到企业心坎上。
Hainan's overseas investment by enterprises doubles in the first half of the year
With the continuous release of Free Trade Port policy dividends, overseas investment by enterprises based in south China's Hainan Province has maintained strong growth. In the first half of this year, the number of overseas investment projects filed by Hainan for enterprises increased by 103.66 percent year-on-year, while the total overseas investment amount grew by 108.48 percent year-on-year.
"Driven by the policies of the Hainan Free Trade Port, we are going global from Hainan," said Huang Wu, general manager of Yixintang (Hainan) Import and Export Co., Ltd. In April this year, the company invested in establishing Yixintang Boan International Company in Hong Kong. Both the registration certificate and overseas investment filing were completed efficiently, and the company is now preparing to begin operations.
In recent years, Hainan has been actively improving high-level investment liberalization and facilitation. It has significantly relaxed market access restrictions, deepened reforms such as the "admission upon commitment" system, and strictly implemented the "non-prohibited, freely permitted" principle. A total of 127 administrative licensing items have been optimized into notification and commitment-based items. At the same time, Hainan has vigorously improved the business environment at its ports, halving port service fees for goods, promoting information sharing and coordination among port departments, and significantly reducing overall customs clearance time—all contributing to a freer and more convenient foreign trade environment.
Additionally, Hainan continues to upgrade and optimize Free Trade Port policies such as the "zero tariff" lists, the 15 percent income tax rate for enterprises and individuals, and the 30 percent value-added processing exemption from import duties for domestic sales. Hainan has also launched "Hai Yi Dui," a one-stop service platform for enterprise-support policies, delivering tangible benefits directly to enterprises.
