The State Council approved on September 8, 2025, a two-year comprehensive pilot reform program for market-based allocation of production factors in ten regions (Beijing Sub-Center, Key Cities in Southern Jiangsu, Hangzhou-Ningbo-Wenzhou, Hefei Metropolitan Circle, Fuzhou-Xiamen-Quanzhou, Zhengzhou City, Chang-Zhu-Tan, 9 Pearl River Delta cities in Guangdong, Chongqing City, Chengdu City). The initiative aims to remove institutional barriers hindering the free flow and efficient allocation of factors, improve market systems and rules, and provide support for developing new quality productive forces, advancing the national unified market, and perfecting the socialist market economy.
国务院于2025年9月8日批复同意在十个地区（北京城市副中心、苏南重点城市、杭甬温、合肥都市圈、福厦泉、郑州市、长株潭、粤港澳大湾区内地九市、重庆市、成都市）开展为期两年的要素市场化配置综合改革试点。该批复旨在通过深化改革，破除阻碍要素自由流动的体制机制障碍，提高要素配置效率，为发展新质生产力、建设全国统一大市场和完善社会主义市场经济体制提供支撑。
