In order to establish a new mechanism for the comprehensive transition from dual control of energy consumption to dual control of carbon emissions, strengthen the management of energy consumption and carbon emissions in fixed-asset investment projects, and improve energy utilization efficiency, and in accordance with the relevant provisions of the Energy Conservation Law of the People's Republic of China, the Administrative Licensing Law of the People's Republic of China, the Regulations on Energy Conservation in Civil Buildings, the Regulations on Energy Conservation in Public Institutions, the Measures for Energy Conservation Review and Carbon Emission Assessment of Fixed-Asset Investment Projects, and the Jiangsu Province Energy Conservation Regulations, JIANGSU DEVELOPMENT&REFORM COMMISSION has formulated the Implementation Measures for Energy Conservation Review and Carbon Emission Assessment of Fixed-Asset Investment Projects in Jiangsu Province, which are now issued for compliance and implementation.

Nanjing has optimized its housing rental subsidy for graduates, effective Oct 1, 2025. It eliminates rental registration and invoices, shifting to a self-commitment system. Standard monthly subsidies are PhD: 2,000 RMB, Master's: 800 RMB, Bachelor's: 600 RMB.
