警校携手，共建安全校园Police-School Partnership for a Safer Campus
——国际学院开展留学生电动自行车专项整治行动International College Carries Out a Special Campaign on Electric Bicycle Regulations for International Students
为进一步维护校园周边交通秩序，增强留学生交通安全意识，预防和减少交通事故，国际学院联合校安全保卫部与朝晖交警中队，近期开展了“留学生电动自行车违规行为专项整治行动”，携手共筑安全、文明、有序的校园交通环境。
To further maintain traffic order around the campus, enhance international students’ awareness of traffic safety, and prevent traffic accidents, International College, together with ZJUT Security Department and the Zhaohui Traffic Police Unit, recently launched a ‘Special Campaign on Electric Bicycle Violations among International Students’ to build a safe, civilized, and orderly campus environment.
本次行动采用“交警执法＋志愿协助＋学院教育”的综合模式，既注重行为规范，更注重安全理念传播，推动安全教育走“实”又走“心”。
The campaign adopted a comprehensive model of ‘police enforcement + volunteer assistance + college education,’ focusing not only on correcting improper behavior but also on promoting traffic safety awareness through both practical action and heartfelt education.
行动期间，朝晖交警中队民警在学生出入高峰时段于学校南大门开展巡查，重点检查：
- 电动自行车无牌上路
- 未佩戴安全头盔
- 逆向行驶、违法载人等行为
During the campaign, officers from the Zhaohui Traffic Police Unit patrolled the south gate of the university during peak class hours, focusing on violations such as:
- Riding electric bicycles without
registration plates
- Not wearing helmets
- Riding against traffic flow or carrying
passengers illegally.
执法过程中，交警在严格查处的同时，也耐心向留学生讲解交通法规与安全常识，实现“处罚”与“教育”并重。
While enforcing the rules, traffic police officers not only handled violations strictly but also patiently explained traffic laws and safety practices to international students, striking a balance between enforcement and education.
为确保沟通高效顺利，国际学院选拔了一批具备中英文沟通能力的留学生志愿者。他们积极协助交警进行翻译、解释与劝导，对违规留学生发放《留学生电动自行车违规警告通知单》，并指导其完成身份登记与签字确认。
To ensure smooth and efficient communication, the International College selected bilingual international student volunteers to assist police officers. They provided translation, interpretation, and guidance, distributed ‘Violation Warning Notices for International Students,’ and helped record personal information and confirmation signatures.
志愿者的加入不仅提升了执法效率，也在同伴间传递了“文明骑行，从我做起”的理念。
The participation of volunteers not only improved enforcement efficiency but also helped spread the message of ‘Ride Safely, Start with Yourself’ among their peers.
针对整治行动中被登记的违规留学生，学院辅导员及时开展后续教育与约谈。辅导员结合实际案例，深入讲解中国交通法规和安全骑行要求，督促学生尽快处理无牌、超标车辆，从源头上消除隐患。
For international students who were recorded during the campaign, college advisors conducted timely follow-up education and meetings. Using real-life examples, they explained Chinese traffic laws and safe riding requirements, urging students to address issues such as unregistered or overpowered vehicles to eliminate potential risks at the source.
通过面对面的交流，留学生们对中国交通文化有了更深理解，也进一步树立了“守法即安全”的意识。
Through face-to-face communication, international students gained a deeper understanding of Chinese traffic culture and further strengthened their awareness that ‘Safety Comes from Obeying the Law.’
安全是幸福的基石，更是文明校园的重要标志。此次警校联动专项行动，不仅是一场交通整治，更是一堂生动的安全教育课。
Safety is the foundation of well-being and a hallmark of a civilized campus. This joint police-school campaign was not merely a traffic enforcement effort but also a vivid and practical lesson in safety education.
