Structure of IMO
IMO的组织结构
The Organization shall consist of an Assembly, a Council, a Maritime Safety Committee, a Legal Committee, a Marine Environment Protection Committee, a Technical Cooperation Committee, a Facilitation Committee and such subsidiary organs as the Organization may at any time consider necessary; and a Secretariat.
IMO设有大会(Assembly)、理事会(Council)、5个专门委员会[海上安全委员会(MSC)、海洋环境保护委员会(MEPC)、法律委员会(LEG)、技术合作委员会(TC)、便利运输委员会(FAL)],以及它在任何时候认为必要的下属机构;并设有秘书处。
Assembly:This is the highest Governing Body of the Organization. It consists of all Member States and it meets once every two years in regular sessions, but may also meet in an extraordinary session if necessary. The Assembly is responsible for approving the work programme, voting the budget and determining the financial arrangements of the Organization. The Assembly also elects the Council.
大会:IMO最高权力机构,由全体成员国代表组成。通常每两年召开一次例会,如有必要,可以召开特别大会。大会负责批准工作计划、审议财务预算和决定该组织的财务安排,以及理事会选举工作。
Council:The Council is elected by the Assembly for two-year terms beginning after each regular session of the Assembly. The Council is the Executive Organ of IMO and is responsible, under the Assembly, for supervising the work of the Organization.
理事会:由大会选举产生,任期两年,于每届大会结束后开始工作。理事会是国际海事组织的执行机构,在大会的领导下负责管理IMO工作。
Secretariat:The Secretariat shall comprise the Secretary-General and such other personnel as the Organization may require. The Secretary-General shall be the chief administrative officer of the Organization.The Secretariat shall maintain all such records as may be necessary for the efficient discharge of the functions of the Organization and shall prepare, collect and circulate the papers, documents, agenda, minutes and information that may be required for the work of the Organization.
秘书处:由秘书长和秘书处需要的其他人员组成。秘书长是秘书处的首席行政官员。秘书处须保管有效履行其职能所需的全部记录,并准备、收集和分发IMO工作所需的证件、文件、议程、会议记录和资料。
Maritime Safety Committee:The MSC is the highest technical body of the Organization. It consists of all Member States. The functions of the Maritime Safety Committee are to "consider any matter within the scope of the Organization concerned with aids to navigation, construction and equipment of vessels, manning from a safety standpoint, rules for the prevention of collisions, handling of dangerous cargoes, maritime safety procedures and requirements, hydrographic information, log-books and navigational records, marine casualty investigations, salvage and rescue and any other matters directly affecting maritime safety". The Committee is also required to provide machinery for performing any duties assigned to it by the IMO Convention or any duty within its cope of work which may be assigned to it by or under any international instrument and accepted by the Organization. It also has the responsibility for considering and submitting recommendations and guidelines on safety for possible adoption by the Assembly.
海上安全委员会(MSC):IMO最高技术机构,由所有成员国组成。MSC职能是“在国际海事组织的职权范围内研究有关助航设施、船舶的构造和设备、安全配员、避碰规则、危险货物操作、海上安全程序和要求、航道信息、航海日志和航行记录、海难事故调查、救捞和救助及其他直接影响海上安全的事宜”。《国际海事组织公约》还要求MSC提供一个机制来履行公约赋予的任何职责或在其工作范围内由有关国际文件规定的和国-际海事组织接受的任何职责。它还有责任审议有关海上安全的建议和指南,并提交大会通过。
Marine Environment Protection Committee:The MEPC, which consists of all Member States, is empowered to consider any matter within the scope of the Organization concerned with prevention and control of pollution from ships. In particular it is concerned with the adoption and amendment of conventions and other regulations and measures to ensure their enforcement.
海洋环境保护委员会(MEPC):由所有成员国组成,负责审议IMO职权范围内有关防止和控制船舶造成污染的所有事宜,特别是有关公约和其他规则的通过和修正,以及保证其有效实施的措施。
The MSC and MEPC are assisted in their work by a number of sub-committees which are also open to all Member States:Sub-Committee on Human Element, Training and Watchkeeping (HTW); Sub-Committee on Implementation of IMO Instruments (III); Sub-Committee on Navigation, Communications and Search and Rescue (NCSR); Sub-Committee on Pollution Prevention and Response (PPR); Sub-Committee on Ship Design and Construction (SDC); Sub-Committee on Ship Systems and Equipment (SSE); and Sub-Committee on Carriage of Cargoes and Containers (CCC).
MSC与MEPC下设“人的因素、培训和值班分委会”(HTW)、“ IMO 履约分委会”(III)、“航行、通信和搜救分委会”(NCSR)、“污染防止与反应分委会”(PPR)、“ 船舶设计与建造分委会”(SDC)、“船舶系统与设备分委会”(SSE)、“货物和集装箱运输分委会” (CCC)等七个分委会。
Legal Committee:The Legal Committee is empowered to deal with any legal matters within the scope of the Organization. The Committee consists of all Member States of IMO. It was established in 1967 as a subsidiary body to deal with legal questions which arose in the aftermath of the Torrey Canyon disaster. The Legal Committee is also empowered to perform any duties within its scope which may be assigned by or under any other international instrument and accepted by the Organization.
法律委员会(LEG):负责处理国际海事组织职权范围内的法律事宜。该委员会由所有成员国组成,成立于1967 年,最初是为了处理“托利·卡尼翁”(Torrey Canyon)号海难后出现的法律问题。法律委员会还被授权履行在其职权范围内由其他国际文件所赋予的并为国际海事组织所接受的任何职责。
Technical Cooperation Committee:The Technical Cooperation Committee is required to consider any matter within the scope of the Organization concerned with the implementation of technical cooperation projects for which the Organization acts as the executing or cooperating agency and any other matters related to the Organization's activities in the technical cooperation field. The Technical Cooperation Committee consists of all Member States of IMO, was established in 1969 as a subsidiary body of the Council, and was institutionalized by means of an amendment to the IMO Convention which entered into force in 1984.
技术合作委员会(TC):负责审议国际海事组织职权范围内由国际海事组织实施或与其他国际组织合作实施的技术合作项目,以及国际海事组织在技术合作领域内的其他活动。技术合作委员会由国际海事组织的所有成员国组成,成立于 1969 年,最初作为理事会的一个附属机构,1984 年生效的《国际海事组织公约》修正案使其常规化。
Facilitation Committee:The Facilitation Committee was established as a subsidiary body of the Council in May 1972, and became fully institutionalised in December 2008 as a result of an amendment to the IMO Convention. It consists of all the Member States of the Organization and deals with IMO's work in eliminating unnecessary formalities and "red tape" in international shipping.
便利委员会(FAL):理事会的附属机构,成立于1972 年5月,并于2008年12月因《国际海事组织公约》(修正案)而成为一个完全制度化的常设委员会。该委员会由IMO所有成员国组成,负责消除国际航运中不必要的手续和“繁文缛节”方面的工作。
