11月26日,作为学会年会专题活动之一,中国电机工程学会供用电安全技术专委会2025年年会暨供用电安全技术论坛在长沙召开。会议由中国电机工程学会供用电安全技术专委会主办,湖南大学、威胜信息技术股份有限公司承办。专委会主任委员、中国工程院罗安院士,湖南省工业和信息化厅二级巡视员夏俊辉,湖南省衡阳市人民政府党组成员、副市长刘平,中国电机工程学会秘书长胡锐,国网湖南省电力有限公司副总经理李艺波,中国电力科学研究院有限公司原党委副书记卢和平,威胜控股有限公司执行董事、威胜信息董事长李鸿出席会议并致辞。专委会副主任委员、专委会委员、特邀专家以及来自高等院校、科研院所、电力企业等单位100余名代表参加会议。专委会2025年年会由专委会副主任委员、中国南方电网有限责任公司首席人工智能官李鹏主持。供用电安全技术论坛由专委会副主任委员、国家电网有限公司科技创新部副主任许海清主持。
夏俊辉表示湖南省打造国家重要先进制造业高地取得的新成效,在“双碳”目标的驱动下,湖南省电力装备产业取得的良好发展,并指出了面向“十五五”将重点推进的三方面工作,期待共同探索供用电安全技术创新路径、产学研协同机制。
刘平表示,衡阳作为国家老工业基地和省域副中心城市,始终将供用电安全视为保障城市运行和推动产业发展的关键支撑。未来,希望与各方深化交流合作,共同推动供用电安全与相关产业协同发展。
胡锐对专委会取得的工作成绩给予肯定,并希望大家积极参与研讨,分享独到见解,交流最新技术成果,共同推动供用电安全技术成果转化,助力行业创新能力提升,为构建安全、低碳、智能、经济、优质的新型电力系统贡献更多智慧和力量!
李艺波表示,湖南电力始终以“三保”为使命,在电网技术革新、装备研发及客户服务方面取得了显著成效。面向未来,公司将以论坛为新起点,在技术攻关、标准建设、产学研合作上持续发力,共同推动供用电安全技术发展。
卢和平指出,国家高度重视能源供应与电力安全,用电安全事关人民生命健康。中国电科院将发挥自身综合技术优势和人才优势,与总会共同努力,将专委会打造成科研人员学术交流和信息共享的平台,共同为电力科技创新和供用电安全技术发展作出贡献。
锚定战略方向,彰显企业担当

会上,专委会副主任委员、华北电力大学王增平教授宣贯了《中国电机工程学会专业委员会评估考核办法(试行)》相关要求。专委会副主任委员、标准化工作组组长、国家电网有限公司市场营销部三级顾问杜新纲介绍了工作组2025年度围绕标准体系建设、标准研制等方面取得的工作成果,提出了2026年工作组的重点计划。
罗安院士在专委会2025年度工作总结报告中回顾了专委会2025年的工作亮点,提出了2026年专委会重点工作,并对热点领域技术创新、标准储备、电力科普等工作进行了部署。
分享核心技术,赋能新型配用电
作为能源物联网领域的技术引领者,威胜信息在大会上分享了前沿技术成果。威胜信息总工程师肖林松作题为《新型配用电系统下通感融合关键技术探讨》的报告。报告介绍了基于特征电流、通感融合数据驱动的智能拓扑识别技术,为实现台区全方位精准感知与智能管控提供了关键解决思路。

On November 26, as one of the thematic events of the Society's Annual Conference, the 2025 Annual Meeting of the Power Supply and Utilization Safety Technology Special Committee of the Chinese Society for Electrical Engineering (CSEE) and the Power Supply and Utilization Safety Technology Forum were held in Changsha. The event was hosted by the Power Supply and Utilization Safety Technology Special Committee of CSEE, and undertaken by Hunan University and Willfar Information Technology Co., Ltd. Academician Luo An of the Chinese Academy of Engineering and Chairman of the Special Committee, Xia Junhui, Second-Class Inspector of the Hunan Provincial Department of Industry and Information Technology, Liu Ping, Member of the Party Leadership Group and Vice Mayor of Hengyang Municipal People's Government of Hunan Province, Hu Rui, Secretary-General of CSEE, Li Yibo, Deputy General Manager of State Grid Hunan Electric Power Co., Ltd., Lu Heping, Former Deputy Party Secretary of China Electric Power Research Institute Co., Ltd., and Li Hong, Executive Director of Willfar Holdings Co., Ltd. and Chairman of Willfar, attended the event and delivered speeches. More than 100 representatives, including Vice Chairmen and Members of the Special Committee, invited experts, as well as representatives from institutions of higher education, scientific research institutes and power enterprises, participated in the meeting. The 2025 Annual Meeting of the Special Committee was presided over by Li Peng, Vice Chairman of the Special Committee and Chief AI Officer of China Southern Power Grid Co., Ltd. The Power Supply and Utilization Safety Technology Forum was presided over by Xu Haiqing, Vice Chairman of the Special Committee and Deputy Director of the Science and Technology Innovation Department of State Grid Corporation of China.

Xia Junhui stated that Hunan Province has achieved new results in building a national hub for important advanced manufacturing, and driven by the "dual carbon" goals, the province's power equipment industry has achieved sound development. He also pointed out three key tasks to be promoted for the "15th Five-Year Plan" period, and expressed the expectation to jointly explore the technological innovation paths of power supply and utilization safety and the industry-university-research collaboration mechanism.

Liu Ping said that as a national old industrial base and a provincial sub-center city, Hengyang has always regarded power supply and utilization safety as a key support for ensuring urban operation and promoting industrial development. Looking ahead, he hopes to deepen exchanges and cooperation with all parties to jointly promote the coordinated development of power supply and utilization safety and related industries.

Hu Rui affirmed the achievements made by the Special Committee, and hoped that everyone would actively participate in discussions, share unique insights, exchange the latest technological achievements, jointly promote the transformation of power supply and utilization safety technology achievements, help improve the industry's innovation capacity, and contribute more wisdom and strength to building a safe, low-carbon, intelligent, economical and high-quality new power system!

Li Yibo indicated that Hunan Electric Power has always taken the "Three Guarantees" as its mission and achieved remarkable results in power grid technological innovation, equipment R&D and customer service. For the future, the company will take the forum as a new starting point, continue to make efforts in technological research, standard construction and industry-university-research cooperation, and jointly promote the development of power supply and utilization safety technology.

Lu Heping pointed out that the country attaches great importance to energy supply and power security, and electricity safety is related to people's lives and health. China Electric Power Research Institute will give play to its comprehensive technological and talent advantages, work together with the General Society to build the Special Committee into a platform for academic exchange and information sharing among researchers, and jointly contribute to power science and technology innovation and the development of power supply and utilization safety technology.

Anchoring Strategic Directions and Demonstrating Corporate Responsibility

Discussing Industry Plans and Mapping Development Blueprints

At the conference, Professor Wang Zengping from North China Electric Power University and Vice Chairman of the Special Committee promulgated the relevant requirements of the Measures for the Evaluation and Assessment of Professional Committees of the Chinese Society for Electrical Engineering (Trial). Du Xingang, Vice Chairman of the Special Committee, Chairman of the Standardization Working Group and Third-Class Consultant of the Marketing Department of State Grid Corporation of China, introduced the work achievements of the working group in 2025 in terms of standard system construction and standard development, and put forward the key plans of the working group for 2026.

In the 2025 Annual Work Summary Report of the Special Committee, Academician Luo An reviewed the highlights of the Special Committee's work in 2025, proposed the key work of the Special Committee for 2026, and made arrangements for technological innovation in hot fields, standard reserves and power science popularization.

Sharing Core Technologies and Empowering New-Type Power Distribution and Utilization

As a technological leader in the EIoT field, Willfar shared cutting-edge technological achievements at the conference. Xiao Linsong, Chief Engineer of Willfar, delivered a report entitled Discussion on Key Technologies of Communication-Sensing Integration under the New-Type Power Distribution and Utilization System.
