October 27,2025 — The Chinese solution earns an international passport. The Da’an Integrated Wind–Solar–Green Hydrogen–Ammonia Demonstration Project (Phase I), developed by Jilin Electric Power Co., Ltd., a subsidiary of State Power Investment Corporation (SPIC), has been awarded the world’s first “ISCC EU RFNBO Ammonia” certificate, marking the first-ever global certification for renewable fuel of non-biological origin ammonia.
The project’s flagship product, “Hyglobal·Green Ammonia,” is now officially recognized under the International Sustainability and Carbon Certification (ISCC) EU RFNBO scheme. The achievement reflects SPIC’s commitment to advancing China’s green hydrogen-based energy transition and represents a concrete step in implementing the principles set out by the Fourth Plenary Session of the 20th CPC Central Committee.
As the certification system globally for Renewable Fuels of Non-Biological Origin (RFNBOs), the ISCC EU RFNBO standard covers the full life cycle of production—from renewable power generation and hydrogen production to ammonia synthesis and end-use. Its stringent criteria serve as an international “green passport” for sustainable energy products entering the global market. Da’an’s certification demonstrates that its production technology, management framework, and carbon accounting system fully comply with the European Union’s Renewable Energy Directive (RED III).
As a key carrier of green hydrogen and a low-carbon industrial feedstock, green ammonia plays a central role in decarbonizing energy-intensive sectors. The Da’an Project’s first phase includes a 180,000-ton-per-year green ammonia facility, powered entirely by self-built wind and solar energy plants and supplemented through Power Purchase Agreements (PPAs). It is currently the largest commissioned single-unit green ammonia project in the world.
The project also pioneers an “Electricity–Hydrogen–Ammonia” flexible control system, a technological breakthrough that reconciles the intermittency of renewable power with the steady-state demands of chemical production — offering a scalable solution for large-scale renewable energy integration.
“This is not just a success for a single project, but a recognition of China’s entire green hydrogen value chain,” said a certification auditor from Bureau Veritas. “The project’s fully traceable and verifiable supply chain—from green electricity to green hydrogen to green ammonia—sets a pioneering benchmark for the standardization and commercialization of the global hydrogen industry.”
The project has already signed offtake agreements with energy companies in Europe, Japan, and South Korea, signaling growing international demand for China-made green ammonia and expanding the global reach of SPIC’s ‘Hyglobal’ brand.

3. About the Da’an Project
Designated as both a National Clean and Low-Carbon Hydrogen Demonstration Project and one of China’s Top 100 Strategic Emerging Industry Projects, The Da’an project started construction in May 2023 and was completed and commissioned in July 2025.
The project integrates 800 MW of renewable capacity (700 MW wind + 100 MW solar), producing 32,000 tons of green hydrogen annually, which feeds into 180,000 tons of green ammonia production.
It holds four global records:
· The largest commissioned single-unit green ammonia project;
· The largest hybrid alkaline–PEM electrolysis system;
· The largest DC microgrid hydrogen production system;
· The largest solid-state hydrogen storage capacity.
