The Sub-forum "The Dialogue on Technological Civilization and Co-Building Happiness" of the 2025 Greater Bay Area Science Forum was held in Macao on the afternoon of November 4. Authoritative experts and leading figures from the industry, academia, and research sectors conducted in-depth dialogues around the theme of "Digital-Intelligent Bay Area·Co-Building Happiness". They jointly explored how technology can empower urban happiness and how civilization can guide technological development, and put forward forward-looking and practical Chinese paths and global cooperation plans.

In the dialogue, Cao Barry, Chairman of Zhaoqian Group, put forward the distinct view that "mindset quality is the voltage stabilizer for technology". He emphasized that technological development must advance in step with the growth of people's mindset. He translated the concept of "Technology for Good" into three down-to-earth questions: Is it beneficial to people? Can the organization support it? Is it replicable?

在实践层面，曹柏瑞提出“幸福写进KPI”“规则写进流程”“文化写进动作”三大小事，推动企业从“效率神话”转向“善的总账”。他还倡导“人—事—系统”三阶模型，实现从价值引领到稳定交付的闭环。

At the practical level, Cao Barry proposed three key actions to drive enterprises from the "myth of efficiency" to the "ledger of goodness": "integrate happiness into KPIs", "embed rules into processes", and "translate culture into actions". He also advocated the "People-Things-System" three-stage model to achieve a closed loop from value guidance to stable delivery.

在城市与全球合作方面，曹柏瑞认为大湾区具备“产业链全、工程力强、开放度高、文化多元”四张王牌，适合打造“心智×技术”双轮样板。他谈到本论坛倡议提出的“幸福立刻”公益课堂与“丝路国际幸福周”等品牌行动，是推动中国经验从湾区走向世界的有效路径。

Regarding urban and global cooperation, Cao Barry believes the Guangdong-Hong Kong-Macao Greater Bay Area holds four core advantages—"complete industrial chain, strong engineering capabilities, high openness, and cultural diversity"—making it suitable to build a dual-driver model sample of "Mindset × Technology". He mentioned that brand initiatives proposed by this forum, such as the "Happiness Now" public welfare classes and the "Silk Road International Happiness Week", are effective paths to promote Chinese experience from the Greater Bay Area to the world.
