今天能在“数智湾区·幸福共建”的舞台上同各位见面，我很高兴。俄罗斯人说话喜欢直来直去——如果一句话能说明白，我们就不说两句；但遇到重要的事，我们会认真、多说一句。今天，科技与幸福，如何一起往前走，就是重要的事。
I am delighted to meet you today on this platform themed "Digital & Intelligent Bay Area · Jointly Building Happiness". Russians are known for speaking straightforwardly – if one sentence suffices, we will never use two. But when it comes to important matters, we take it seriously and are willing to say a little more. Today, how technology and happiness can move forward together is precisely one of those important matters.
先向大湾区科学论坛和“一带一路”国际科学组织联盟（ANSO）致敬。你们搭了一座很实在的桥：一头是技术，一头是人心。走过去，不冷冰冰，反而很温暖。这座桥，值得常走。
First, I would like to pay tribute to the Greater Bay Area Science Forum and the Alliance of International Science Organizations (ANSO) for the Belt and Road Initiative. You have built a truly solid bridge: on one end stands technology, and on the other, human hearts. Crossing this bridge does not feel cold at all; instead, it is filled with warmth. This is a bridge well worth crossing time and again.
数智，让城市“更有温度”
Digital Intelligence: Adding "More Warmth" to Cities
在大湾区，我看到很多让人微笑的小变化：公交更准时，医院排队更短，办事更省心。背后是数据、算法、算力在默默工作。我们在俄罗斯做数字经济和智慧城市研究，从区块链的金融创新，到用人工智能优化城市治理，目标也一样：让普通人的生活变得更幸福。
In the Greater Bay Area, I have witnessed many small yet heartwarming changes: buses run more punctually, waiting times at hospitals are shorter, and administrative procedures have become more hassle-free. Behind all these improvements lies the quiet work of data, algorithms, and computing power. In Russia, we also conduct research on the digital economy and smart cities – from blockchain-driven financial innovation to the use of artificial intelligence in optimizing urban governance. Our goal is the same: to make the lives of ordinary people happier.
文明，给技术指路
Civilization: Guiding the Direction of Technology
技术能跑得很快，但方向要靠文明来定。我们在中俄合作里深有体会：不管是北极课题，还是青年学者的联合培养，讨论最多的，常常不是“能不能做”，而是“该不该做”“为谁而做”。答案很朴素：科技要向善，服务多数，尤其要照顾到最容易被忽略的人。大湾区是个很包容的地方，有速度，也有温度，也讲情义。方向对了，路就不弯；心里有人，手里的技术才不冷。
Technology can advance at a fast pace, but its direction must be guided by civilization. We have deeply felt this in China-Russia cooperation: whether it is research on the Arctic or the joint training of young scholars, the most frequent discussions are often not about "whether we can do it", but about "whether we should do it" and "for whom we should do it". The answer is simple and down-to-earth: technology should be used for good, serving the majority, and in particular, caring for those most easily overlooked. The Greater Bay Area is an inclusive place – it has speed, warmth, and a sense of humanity. When the direction is right, the path will not be twisted; when we have people in our hearts, the technology in our hands will not be cold.
合作，让美好落地
Cooperation: Turning Goodness into Reality
幸福这件事，谁也包办不了。要跨学科、跨产业、跨文化一起做。圣彼得堡这些年同中国伙伴一起对话合作、从文化到经济贸易，交往密切。在这里我要感谢一位幸福的女士----崔一婷，她不但是丝路文明的使者，也是联合实验室的推动者，因为她的付出，让中俄青年从教室走到企业、从论文走到社会，在对话中碰撞思想、在实践中探索城市幸福新路径。俄罗斯人喜欢直接的承诺，我也说一个：我们愿意继续把最实用的研究、最接地气的方案、最肯负责的团队，带到与大湾区的合作中；也欢迎各位把你们的好想法带到涅瓦河畔。你们带来茶，我们准备好面包；必要的时候，也可以来一杯伏特加的庆祝——当然，工作时我们只喝咖啡。
No one can take on the task of building happiness alone. It requires joint efforts across disciplines, industries, and cultures. In recent years, St. Petersburg has maintained close exchanges and cooperation with Chinese partners, spanning culture, economy, and trade. Here, I would like to express my gratitude to a remarkable woman who has contributed greatly to this – Cui Yiting. She is not only an envoy of Silk Road civilization but also a driving force behind the joint laboratories. Thanks to her efforts, Chinese and Russian young people have moved from classrooms to enterprises, and from academic papers to real society. They exchange ideas through dialogues and explore new paths for urban happiness through practice. Russians like to make straightforward commitments, so let me make one too: we are willing to continue bringing our most practical research, our most down-to-earth solutions, and our most responsible teams to our cooperation with the Greater Bay Area. We also welcome all of you to bring your great ideas to the banks of the Neva River. If you bring tea, we will have bread ready; and when the occasion calls for it, we can also raise a glass of vodka to celebrate – of course, during work, we only drink coffee.

技术，让城市更有温度；文明，让前行更有定力。《科技文明与共建幸福的对话》是一次兼具前瞻与担当的伟大举措——让人类促成共识，让我们并肩向前。从圣彼得堡的涅瓦河到大湾区的澳门海风，距离很远，但心可以近。让我们用简单的话说明重要的事，以共同的文明点亮共同的幸福。
Technology adds warmth to cities; civilization gives certainty to our progress. The "Dialogue on Technological Civilization and Co-Building Happiness" is a visionary and responsible initiative – one that helps humanity build consensus and move forward side by side. The distance between the Neva River in St. Petersburg and the coastal breeze of Macao in the Greater Bay Area is long, but our hearts can be close. Let us use simple words to explain important matters, and let us illuminate shared happiness with our common civilization.
感谢主办方和承办方为人类带来的这场文明觉醒与行动的盛会。愿每一座城市因数智而更有温度、因文明而更有方向。让我们在“数智湾区·幸福共建”中，共同迈向人类城市幸福的新画卷。
