金翼：跨文化视角下的科技向善，推动中俄共建“幸福治理”新机制

2025大湾区科学论坛“科技文明与共建幸福的对话”分论坛于11月4日下午在澳门举办。来自产学研各界的权威专家与领军人物围绕“数智湾区·幸福共建”展开深度对话，共同探讨科技如何赋能城市幸福、文明如何引领技术发展，并提出具前瞻性与实践性的中国路径与全球合作方案。

The Sub-forum "The Dialogue on Technological Civilization and Co-Building Happiness" of the 2025 Greater Bay Area Science Forum was held in Macao on the afternoon of November 4. Authoritative experts and leading figures from the industry, academia, and research sectors conducted in-depth dialogues around the theme of "Digital-Intelligent Bay Area·Co-Building Happiness". They jointly explored how technology can empower urban happiness and how civilization can guide technological development, and put forward forward-looking and practical Chinese paths and global cooperation plans.

作为俄罗斯圣彼得堡国立经济大学的特别代表，金翼从跨文化视角出发，阐述了科技文明如何在不同制度与文化背景下实现“善治”与“幸福共建”。他指出，科技的核心在于服务人，而文明的本质在于“有边界的善”。

As a special representative of St. Petersburg State University of Economics in Russia, Oleg Zolotokrylin expounded on how technological civilization can achieve "good governance" and "joint construction of happiness" under different institutional and cultural backgrounds from a cross-cultural perspective. He pointed out that the core of technology lies in serving people, while the essence of civilization is "goodness with boundaries".

在金翼看来，大湾区不仅在技术上实现了“更快”，更在治理上体现了“更好”。他从效率、治理与幸福感三个维度分析了中国路径的独特性，并提出“同题、同模、同利”的三同合作机制，推动中俄在智慧城市、绿色能源等领域的深度协作。

In Oleg Zolotokrylin's view, the Guangdong-Hong Kong-Macao Greater Bay Area has not only achieved "faster" development in technology, but also demonstrated "better" performance in governance. He analyzed the uniqueness of the Chinese path from three dimensions: efficiency, governance, and sense of happiness, and proposed a "three mutuals" cooperation mechanism of "common goals, shared models, and mutual benefits" to promote in-depth cooperation between China and Russia in fields such as smart cities and green energy.

金翼特别赞赏本论坛倡议提出“数智幸福微博物馆”作为轻量化、可复制的科普平台，提出希望在大湾区与俄罗斯之间共建此类项目，促进城市幸福指数的共同提升。他强调，论坛不仅是对话平台，更是推动“科技为桥、文明为魂、幸福为旨”实际行动的起点。金翼教授的参与，彰显了“科技文明与共建幸福的对话”作为国际高端平台的包容性与前瞻性。通过这样的机制，中国与共建国家得以在科技治理、城市幸福等议题上形成深度共鸣，共同推动全球治理体系的文明升级。

Oleg Zolotokrylin particularly appreciated the forum's initiative to establish the "Digital and Intelligent Happiness Micro-Museum" as a lightweight and replicable popular science platform. He expressed the hope of jointly building such projects between the Greater Bay Area and Russia to promote the joint improvement of urban happiness indexes. He emphasized that the forum is not only a dialogue platform, but also a starting point for promoting practical actions guided by the principle of "technology as a bridge, civilization as the soul, and happiness as the purpose". Oleg Zolotokrylin's participation demonstrates the inclusiveness and forward-looking nature of the "Dialogue on Technological Civilization and Co-Building Happiness" as a high-end international platform. Through such a mechanism, China and its cooperative countries can form in-depth resonance on issues such as scientific and technological governance and urban happiness, and jointly promote the civilized upgrading of the global governance system.
