日前举行的2025世界制造业大会正式发布《制造业数字化转型能力水平(2025)》(以下称《报告》)。《报告》显示,截至今年6月底,超六成企业基本实现全业务流程数字化。其中,研发设计、生产制造等关键业务环节数字化普及率均超过60%,我国制造业数字化转型正由中等水平向中高级阶段迈进。
The 2025 World Manufacturing Convention, held recently, officially released the Manufacturing Industry Digital Transformation Capability Level (2025) (hereinafter referred to as the "Report"). According to the Report, by the end of June this year, over 60% of enterprises had basically realized digitalization in all business processes. Among them, the digitalization penetration rate in key business links such as R&D & design and production & manufacturing has exceeded 60% respectively. China’s manufacturing industry is moving from the medium-level stage to the medium-to-high-level stage in its digital transformation.
“全球经济增速持续放缓,行业竞争日趋激烈,发达国家采取措施吸引制造业回流,关税和贸易政策的不确定性对我国制造业市场和供应链带来不小压力,生产成本被迫抬升。”中国工业互联网研究院高级工程师李佳腾表示,与此同时,在“双碳”目标引领下,制造业也面临绿色转型与降本增效的双重压力,迫切需要改善生产方式。在新一代信息技术快速发展背景下,数字化转型无疑是一条重要路径。

At the same time, under the guidance of the "dual carbon" goals, the manufacturing industry also faces the dual pressures of green transformation, cost reduction and efficiency improvement, and there is an urgent need to improve production methods. Against the backdrop of the rapid development of a new generation of information technology, digital transformation is undoubtedly an important path.
在世界制造业大会2号展馆的洛阳轴承集团股份有限公司展台上,多款主力轴承整齐陈列。其中,打破国外垄断的“复兴号”动车组轴箱轴承CR400系列,吸引了不少观众驻足观看。“制造业企业若想实现长远发展,推进数字化改造是必由之路。”洛轴集团销售总公司副总经理焦阳表示,以风电齿轮箱轴承智能工厂为例,从设计选材到生产交付全流程均已实现数字化。“工厂生产的风电轴承内圈壁最薄处仅为10毫米,尺寸精度批量化稳定控制在0.05毫米以内。”焦阳表示,相比传统生产线,生产效率提升约30%,产品合格率达99.9%。

Taking the intelligent factory for wind power gearbox bearings as an example, he noted that the entire process from design and material selection to production and delivery has been digitalized. "The thinnest part of the inner ring wall of the wind power bearings produced by the factory is only 10 millimeters, and the dimensional accuracy is stably controlled within 0.05 millimeters in mass production," Jiao Yang added. Compared with traditional production lines, the production efficiency has increased by about 30%, and the product qualification rate has reached 99.9%.
“我国以数字化转型作为制造业发展重要路径,推动平台、企业、政府协同发展,汇聚多项资源要素,共同培育典型场景解决方案和精准化数字服务,全面提升产业链数字化水平。”李佳腾表示,近年来,《中小企业数字化赋能专项行动方案(2025—2027年)》《中小企业数字化转型指南》等专项政策先后颁布,推动中小企业加快数字化转型。2025年,工信部印发《场景化、图谱化推进重点行业数字化转型的参考指引(2025版)》,加快新一代信息技术全方位全链条普及应用。

In 2025, the Ministry of Industry and Information Technology (MIIT) issued the Reference Guidelines for Promoting Digital Transformation in Key Industries through Scenario-Based and Map-Based Approaches (2025 Edition) to accelerate the all-round and full-chain popularization and application of the new generation of information technology.
当前,我国已搭建两化融合公共服务平台,为超过36万家企业提供评估和对标服务,覆盖全国所有省市、41个工业大类及207个中类,形成了覆盖广泛、代表性强的企业样本库,为精准把脉现状、分类施策奠定了基础。《报告》指出,江苏、山东、广东、安徽等省份两化融合发展水平较快,其中江苏两化融合水平已突破70.0。截至今年6月底,全国两化融合整体发展水平已达65.0。
Currently, China has built a public service platform for the integration of informatization and industrialization (IIoT integration), which provides assessment and benchmarking services for more than 360,000 enterprises. The platform covers all provinces, municipalities and autonomous regions across the country, 41 major industrial categories and 207 medium-sized industrial categories, forming an enterprise sample database with wide coverage and strong representativeness. This has laid a foundation for accurately analyzing the current situation and formulating targeted policies based on different categories. The Report points out that provinces such as Jiangsu, Shandong, Guangdong and Anhui have achieved rapid development in the integration of informatization and industrialization, among which Jiangsu's level of such integration has exceeded 70.0. By the end of June this year, the overall development level of the integration of informatization and industrialization across the country had reached 65.0.
反映到企业层面,数字化改造已逐步实现规模化普及,从“点状应用”走向“系统推进”。《报告》显示,我国已有77.4%的工业企业实施数字化改造,在江苏、安徽等9省甚至超过80%。值得一提的是,61.4%的企业已应用工业云平台,网络化发展促进了跨企业业务协同能力显著增强。在山东、四川、湖北、安徽、江苏5省,实现产业链协同的企业比例已超20%,网络化联接全方位拓展、营造良好的全产业链生态正成为现实。

The Report shows that 77.4% of industrial enterprises in China have implemented digital transformation, and this figure even exceeds 80% in 9 provinces including Jiangsu and Anhui. Notably, 61.4% of enterprises have adopted industrial cloud platforms, and network-based development has significantly enhanced the capability of cross-enterprise business collaboration. In 5 provinces—Shandong, Sichuan, Hubei, Anhui, and Jiangsu—the proportion of enterprises that have realized industrial chain collaboration has exceeded 20%. The all-round expansion of network connections and the creation of a sound ecosystem across the entire industrial chain are becoming a reality.

李佳腾认为,要实现制造业数智化,需构建高质量数据集以夯实基础,打通融合信息技术、通信技术、控制技术等数据孤岛,实现统一治理。同时,人工智能深层次应用,既需要面向生产现场,推动工艺优化,又需要面向经营管理,实现精益生产和知识积累,因此今后将需要更多既懂工艺又懂人工智能的复合型人才。
Li Jiateng believes that to achieve digital and intelligent transformation in the manufacturing industry, it is necessary to build high-quality datasets to lay a solid foundation, break down data silos across information technology, communication technology, and control technology, and realize unified data governance. At the same time, the in-depth application of artificial intelligence (AI) needs to be oriented toward both production sites to promote process optimization, and business management to achieve lean production and knowledge accumulation. Therefore, more interdisciplinary talents who understand both manufacturing processes and AI will be needed in the future.
