11月4日，在澳门举办的“2025大湾区科学论坛——科技文明与共建幸福的对话分论坛”上，《数智湾区·幸福共建》倡议（以下简称“倡议”）正式发布，标志着粤港澳大湾区在推动科技赋能城市治理、共建幸福生活的实践中迈出系统性、国际化的一步。“一带一路”国际科学组织联盟（ANSO）创始主席、中国科学院原院长白春礼、广州市政府副秘书长、南沙开发区管委会副主任谢伟到场见证倡议发布。
On November 4, at the "2025 Greater Bay Area Science Forum – Dialogue Sub-Forum on Technological Civilization and Jointly Building Happiness" held in Macao, the Initiative "Digital & Intelligent Bay Area·Jointly Building Happiness" (hereinafter referred to as the "Initiative") was officially released. This marks a systematic and international step taken by the Guangdong-Hong Kong-Macao Greater Bay Area in promoting technology-enabled urban governance and jointly building a happy life. Bai Chunli, Founding Chairman of the Alliance of National and International Science Organizations for the Belt and Road Regions and former President of the Chinese Academy of Sciences, and Xie Wei, Deputy Secretary-General of the Guangzhou Municipal Government and Deputy Director of the Nansha Development Zone Management Committee, attended the event to witness the release of the Initiative.
该倡议由ANSO“一带一路”国际科技企业联盟在大湾区科学论坛框架与ANSO指导下发起，以“数智点亮温度，文明引领方向”为核心理念，致力于构建科技与人文深度融合的城市发展新范式。倡议提出将从价值立场、实施路径、全球协作等六大维度系统推进，打造“科学家—成果转化、企业家—产品与市场、政府—治理效能、人民—幸福体验”四轮驱动的融合创新生态。
Launched by the the ANSO Alliance of National and International Innovative Enterprises for the Belt and Road Regions and with the guidance of ANSO, the Initiative takes "Digital Intelligence Illuminates Warmth, Civilization Guides Direction" as its core philosophy. It is committed to building a new paradigm of urban development that deeply integrates technology and humanity. The Initiative proposes to advance systematically from six dimensions, including value stance, implementation path, and global collaboration, and create an integrated innovation ecosystem driven by four pillars: "scientists–achievement transformation, entrepreneurs–products and markets, governments – governance efficiency, and people – happiness experience".
一、倡议提出怎样的核心理念与目标？
What Core Philosophy and Goals Does the Initiative Propose?
倡议明确指出，科技发展的根本目标是“让人民过上幸福生活”。在技术飞速演进的时代，必须坚持“科技向善、以人为本”，将算法的效率与人文的温度相结合，构建高效精细、温暖包容的城市公共服务与治理体系。
The Initiative clearly states that the fundamental goal of scientific and technological development is to "enable people to live a happy life". In an era of rapid technological evolution, we must adhere to the principle of "technology for good and people-centered", integrate the efficiency of algorithms with the warmth of humanity, and build an efficient, refined, warm, and inclusive system of urban public services and governance.
其宗旨在于贯通“基础研究—科技突破—数据治理—产业转化—社会应用”全链条，推动技术从实验室走向人民生活。倡议致力于凝聚跨学科、跨产业、跨文化力量，构建“数智城市幸福共同体”，打造中国在全球范围内具有影响力的话语平台。
Its mission is to connect the entire chain of "basic research – technological breakthroughs – data governance – industrial transformation – social application", and promote the transition of technology from laboratories to people’s daily lives. The Initiative is dedicated to uniting interdisciplinary, cross-industry, and cross-cultural forces, building a "Digital & Intelligent Urban Happiness Community", and creating an influential discourse platform for China on a global scale.
二、倡议将如何从理念转化为实践？
How Will the Initiative Translate Philosophy into Practice?
倡议提出以广州南沙作为“首演实践场”，系统推进理念落地。南沙作为“湾区之心”，凭借其区位优势、政策支持及大湾区科学论坛永久会址的顶级平台，成为倡议实施的物理承载区。
The Initiative proposes to take Guangzhou Nansha as the "pilot practice site" to systematically advance the implementation of its philosophy. As the "Heart of the Greater Bay Area", Nansha, leveraging its geographical advantages, policy support, and the top-tier platform of the permanent venue of the Greater Bay Area Science Forum, has become the physical carrier for the Initiative’s implementation.

从平台到生态：设立“国际科技产业融合发展中心”，推动论坛从周期性交流平台升级为常态化协同创新枢纽，实现“论坛—孵化—产业”全链条贯通。
From Platform to Ecosystem: Establish the "International Center for the Integration of Science, Technology and Industry" to upgrade the forum from a periodic exchange platform to a regular collaborative innovation hub, and realize the connection of the entire "forum – incubation–industry" chain.
从体验到见证：打造“幸福TECH会客厅”与“数智幸福微博物馆”，将抽象的幸福理念转化为可感知、可互动、可体验的实体场景，使其成为未来生活方式的展示窗与成果转化生态场。
From Experience to Witness: Create the "Happiness TECH Living Room" and the "Digital & Intelligent Happiness Micro-Museum", transforming the abstract concept of happiness into tangible, interactive, and experiential physical scenarios. These will serve as a showcase for future lifestyles and an ecosystem for achievement transformation.
从湾区到世界：倡议在大湾区科学论坛期间举办“丝路国际幸福周”，推动南沙从湾区实践场升级为向“一带一路”乃至全球输出“幸福共建”模式的关键节点。
From Greater Bay Area to the World: Propose to host the "Silk Road International Happiness Week" during the Greater Bay Area Science Forum, upgrading Nansha from a Greater Bay Area practice site to a key node for exporting the "jointly building happiness" model to the Belt and Road Initiative regions and beyond.
三、倡议如何确保理念落到实处、成效可见？
How Will the Initiative Ensure Implementation and Visible Outcomes?
倡议构建了“平台化对话、项目化落地、体系化支撑、范式化引领”的行动框架，将通过十项具体举措推动愿景转化为现实。未来将形成《数智城市幸福治理战略咨询报告》，以“指数—路径—场景”三位一体的方法体系，为城市治理者提供科学决策依据。
The Initiative has built an action framework of "platform-based dialogue, project-based implementation, systematic support, and paradigm-based leadership", and will promote the transformation of its vision into reality through ten specific measures. In the future, it will develop the Strategic Consulting Report on Happiness Governance in Digital & Intelligent Cities, which will provide urban governors with a scientific basis for decision-making through a three-in-one methodology system of "indexes – paths – scenarios".
同时，倡议提出建立覆盖过程性、结果性、影响性指标的全维度评价体系，系统衡量科技赋能幸福的实际成效，真正做到“让善意可见，让进步可量”。
At the same time, the Initiative proposes to establish a comprehensive evaluation system covering process, outcome, and impact indicators to systematically measure the actual effectiveness of technology in empowering happiness, truly achieving the goal of "making goodwill visible and progress measurable".
四、倡议对国际合作与人类福祉有何深远意义？
What Profound Significance Does the Initiative Hold for International Cooperation and Human Well-being?
“数智湾区·幸福共建”不仅是中国在科技文明时代对城市发展路径的探索，更是面向世界提供的中国方案。通过“国际科技产业融合发展中心”“丝路国际幸福周”等实体平台与品牌活动，倡议致力于将湾区经验转化为可复制、可推广的公共产品，助力高质量共建“一带一路”。
"Digital & Intelligent Bay Area · Jointly Building Happiness" is not only China’s exploration of an urban development path in the era of technological civilization but also a Chinese solution offered to the world. Through physical platforms and brand activities such as the "International Center for the Integration of Science, Technology and Industry" and the "Silk Road International Happiness Week", the Initiative is committed to transforming the Greater Bay Area’s experience into replicable and promotable public goods, contributing to the high-quality joint construction of the Belt and Road Initiative.

As the Initiative advocates: "We jointly propose that technology be for good, civilizations coexist, happiness be built together, and peace be shared." Illuminating warmth with digital intelligence and guiding direction with civilization, this blueprint co-created by all parties will not only add splendor to the construction of socialist modernization but also inject tangible and shareable warm power into the building of a community with a shared future for mankind. Let us join hands to co-create a new blueprint for human urban happiness and move firmly toward a happy future that belongs to everyone.
