2025大湾区科学论坛“科技文明与共建幸福的对话”分论坛于11月4日下午在澳门举办。来自产学研各界的权威专家与领军人物围绕“数智湾区·幸福共建”展开深度对话，共同探讨科技如何赋能城市幸福、文明如何引领技术发展，并提出具前瞻性与实践性的中国路径与全球合作方案。

The Sub-forum "The Dialogue on Technological Civilization and Co-Building Happiness" of the 2025 Greater Bay Area Science Forum was held in Macao on the afternoon of November 4. Authoritative experts and leading figures from the industry, academia, and research sectors conducted in-depth dialogues around the theme of "Digital-Intelligent Bay Area·Co-Building Happiness". They jointly explored how technology can empower urban happiness and how civilization can guide technological development, and put forward forward-looking and practical Chinese paths and global cooperation plans.

清华大学博士后高玉在论坛中以其在能源治理与数字金融领域的专业背景，阐述了科技如何从“宏大叙事”走向“人间烟火”。他提出，科技的善意应体现在“能感到、能信任、能持久”三个层面，让市民在公交、医疗、政务等日常场景中直接受益。

With his professional background in energy governance and digital finance, Gao Yu, a postdoctoral fellow at Tsinghua University, elaborated at the forum on how technology can move from "grand narratives" to "everyday life scenarios". He proposed that the goodwill of technology should be reflected in three dimensions—"perceivable, trustworthy, and sustainable"—so that citizens can directly benefit from it in daily scenarios such as public transportation, medical care, and government services.

在能源合作方面，高玉强调从“拼资源”转向“拼规则+拼算力”，推动碳足迹AI核算、智能合约、绿色金融等机制在大宗贸易中的落地。他认为，“可信”是未来能源合作的新硬通货。

In terms of energy cooperation, Gao Yu emphasized the shift from "competing for resources" to "competing with rules + competing with computing power", promoting the implementation of mechanisms such as AI-based carbon footprint accounting, smart contracts, and green finance in bulk trade. He believes that "trustworthiness" will become the new hard currency for future energy cooperation.

在城市治理层面，他主张从“微场景”入手，如公交优先、基层健康、一网通办等，通过“可达性、便利度、安全感、绿色度、满意度”五维指标实现幸福的可量化、可复制。

At the urban governance level, he advocates starting with "micro-scenarios"—such as public transport priority, primary-level healthcare, and "one-stop service" for government affairs. Through five core indicators—"accessibility, convenience, sense of security, greenness, and satisfaction"—happiness can be quantified and replicated.

高玉谈到本论坛倡议提出“联合实验室”作为国际合作的实体平台，是推动“同题、同模、同利”深度协作的典范；也是将青年智慧融入国家战略、将学术成果转化为治理实践的关键场域。

Gao Yu mentioned that the "Joint Laboratory" initiative proposed by this forum, as a physical platform for international cooperation, is a model for promoting in-depth collaboration based on "common goals, shared models, and mutual benefits". It is also a key venue for integrating the wisdom of young people into national strategies and transforming academic achievements into governance practices.
