捷克工业和贸易部近期计划推出新的人工智能研究与开发资助计划。TWIST项目专注于战略技术领域,重点覆盖人工智能、量子技术、半导体及微电子领域,并推动研发成果向实践转化。该项目规划至2031年,总支出预计约为50亿捷克克朗,资金主要来自国家预算。有分析认为,TWIST计划在一定程度上延续了此前“未来之国”(Země pro budoucnost)计划的部分目标与方向。
The Czech Ministry of Industry and Trade is preparing to launch a new funding call for artificial intelligence research and development recently. The TWIST program focuses on strategic technologies, primarily artificial intelligence, quantum technologies, semiconductors, and microelectronics, and to strengthen the transfer of achieved R&D results into practice. The project is planned to run until 2031, with total expenditures estimated at approximately 5 billion CZK, primarily funded by the national budget. Some analysts believe that the TWIST project, to some extent, continues some of the goals and directions of the previous "Nation of the Future" (Země pro budoucnost) project.

This year, the Ministry of Industry has launched a round of funding projects focused on the development of artificial intelligence. According to e15's reports, there are approximately 48 approved projects with a total amount of about 800 million CZK. However, the number of applications was three times higher, leaving no funds for many projects.
这次每个项目的最高补贴额度预计为3000万捷克克朗(约1020万人民币),资助比例最高可达约65%,具体取决于企业规模与研究类型。这项补贴可用于支付科研人员工资、采购相关服务、材料以及小型资产。值得注意的是,该计划主要面向中小企业,但大型企业在与研究机构或中小企业合作时也可申请。
This time the maximum subsidy amount is expected to be 30 million CZK per project and the funding ratio can be as high as approximately 65%, depending on the size of the company and the type of research.The subsidy can be used for researchers' salaries, procurement of related services, materials, and minor assets. Notably, this call is not only designated for small and medium-sized enterprises but can also be utilized by large enterprises when collaborating with research organizations or smaller businesses.

"AI is what will determine the success of numerous companies in the future. Many interesting projects are emerging in the Czech Republic that are advancing research and development in the field of AI. It is positive that the state recognizes the growing importance of artificial intelligence and will continue its support through a new call. Czech companies definitely have the potential to play a significant role in AI development, even from a global perspective," said David Kotris from Enovation, a company specializing in subsidy advisory services.

"The main problem is that only fragmented startup support projects exist in the Czech Republic,without any central coordination. This makes it difficult for startups to navigate how to obtain support, whether at the local level or through various European subsidy programs. Yet, startups are precisely the sector that can attract investment, boost research and development, and thereby strengthen the entire economy," added Kotris.

Sub-program 1: Applied Research in Strategic Areas
The sub-program 1 supports business R&D projects including collaboration with research organizations in the field of developing and utilizing strategic technologies (artificial intelligence, quantum technologies, semiconductors and microelectronics) or achieving RIS3 mission objectives.
子项目2:创新实践化
子项目2支持中小企业将全新或经重大改进的产品、工艺流程或服务投入实际应用。
Sub-program 2: Innovation into Practice
The sub-program 2 supports the implementation of new or significantly improved products, processes, or services into practice in small and medium-sized enterprises.
子项目3:知识转化凭证
子项目3支持中小企业的知识转移,具体形式包括:通过许可或股权收购从研究机构获取专有技术,或利用研究机构提供的专家及支持服务。
Sub-program 3: Knowledge Transfer Vouchers
The sub-program 3 supports knowledge transfer in small and medium-sized enterprises through the acquisition of know-how via licensing or share purchase from research organizations, or through the utilization of expert and support services provided by research organizations.
