On September 21, 2025, The Spanish Entrepreneur Organization in China and Weihai Municipal People's Government organized the 2025 Exquisite City Forum in Weihai.

Rosbach, Deputy Secretary General of the United Nations and Executive Director of the United Nations Human Settlements Programme, delivered a video speech. Chen Ping, Deputy Governor, Li Zhe, Deputy Director of the Planning, Finance and Foreign Affairs Department of the Ministry of Housing and Urban Rural Development and First level Inspector, Kazuko Ishigaki, Regional Director of the Asia Pacific Regional Office of the United Nations Human Settlements Programme, Wang Yuzhi, Director of the Provincial Department of Housing and Urban Rural Development, Quan He, Secretary of the Party Committee of the National Mayor Training Institute, Yu Xiaoshan, Mayor of Miri City, Malaysia, Luis Barcala, Mayor of Alicante City, Spain, Natalia Chueca, Mayor of Zaragoza City, Spain, and city leaders Yan Jianbo, Kong Fanping, Yu Ning, and Liang Hao attended the event.
联合国副秘书长兼人居署执行主任罗斯巴赫视频致辞，副省长陈平，住房城乡建设部计划财务与外事司副司长、一级巡视员李喆，联合国人居署亚太区域办事处区域主任石垣和子，省住房城乡建设厅厅长王玉志，全国市长研修学院党委书记全河，马来西亚美里市市长俞小珊，西班牙阿利坎特市市长路易斯·赫塞·巴尔卡拉·谢拉，西班牙萨拉戈萨市市长娜塔莉亚·楚埃卡·穆尼奥斯，市领导闫剑波、孔凡萍、于宁、梁皓出席活动。
Natalia Chueca, Mayor of Zaragoza City signed cooperation agreements with Weihai, praised Weihai’s development model and expressed interest in concrete cooperation in innovation, tourism, culture and technology.
Luis Barcala, Mayor of Alicante City and Alicante delegation participated and promoted the city’s invest mediterranean sustainable-city model. And invited Chinese investors to consider Alicante as a European base; some Chinese companies reportedly expressed interest in visits and follow-up Alicante City.
Luis Rubio and Ernesto Borge from Spanish Entrepreneur Organization in China and Municipal officers from Alicante and business representatives participated in the meeting.
萨拉戈萨市市长娜塔莉亚与威海签署合作协议，对威海的发展模式表示赞赏，并表示有兴趣在创新、旅游、文化和科技等领域开展具体合作。
阿利坎特市市长路易斯·巴尔卡拉和阿利坎特代表团出席并推广了阿利坎特的投资地中海可持续城市模式，并邀请中国投资者将阿利坎特视为欧洲基地，据报道，一些中国公司表示有兴趣到阿利坎特访问和投资。

The theme of this forum is "Smart Empowerment for Exquisite Livability", inviting nearly 300 domestic and international foreign guests attended. The "Weihai Handbook: Global Community Sustainable Development Report · 2025" was released, and keynote speeches were given by experts, scholars, and some city mayors. The Mayor's of the Alicante and Zaragoza cities in Spain signed cooperations agreements with Weihai City, and the Spanish Entrepreneur Organization in China, the Royal Sailing Club of Alicante in Spain, and the Weihai Housing and Urban Rural Development Bureau signed cooperation agreements. During the forum, a roundtable dialogue was also held on the integrated development of investment, culture, tourism, education, sports, innovation & industry between Spain and Weihai cities.
本次论坛主题为“智慧赋能 精致宜居”，邀请近300名国内外嘉宾参加，发布了《威海手册：全球社区可持续发展报告·2025》，有关专家学者、部分城市市长等作了主旨演讲，西班牙阿利坎特市、萨拉戈萨市与威海市签署合作协议，中国西班牙商会、西班牙阿利坎特皇家帆船俱乐部与威海市住房城乡建设局签署合作协议。论坛期间，还举行了西班牙与威海城市文商旅体产业融合发展圆桌对话。
This Forum aim was to move from “experience exchange”toward practical project cooperation and investment.
