On 25th September, the revised Regulations on the China (Shanghai) Pilot Free Trade Zone were released. Focusing on the reform and innovation practices of the Shanghai FTZ over the past decade, the revision adopts a systematic and integrated institutional design to showcase the achievements and confidence of the Shanghai FTZ’s development to both domestic and international market players. It will further consolidate the role of the Shanghai FTZ as a pioneer and trailblazer in reform and opening up.

On 26th September, the Implementation Measures for the Global Partnership Programme for Promoting Foreign Investment in Shanghai (2025 Revision) was released. The document sets out the eligibility requirements, recruitment procedures, areas of collaboration and supporting measures for participating partners, which include—but are not limited to—professional service providers, financial institutions, industrial chains, and chambers and associations of commerce. It aims to seize new global investment opportunities, make coordinated use of domestic and international resources, further broaden investment promotion channels, and attract more high-quality foreign-funded projects to Shanghai.
