Shanghai Chapter met newly-appointed Shanghai Deputy Secretary General Zhu Min
On 28th October, the Shanghai Chapter held an exclusive closed-door meeting with Mr Zhu Min following his recent appointment as Deputy Secretary General of the Shanghai Municipal Government, in addition to his ongoing role as the Director General of Shanghai Municipal Commission of Commerce (SCOFCOM).
During the meeting, both sides had an open and constructive discussion on future potential collaborations with SCOFCOM, particularly regarding the upcoming European Chamber's Shanghai Local Position Paper and the China International Import Expo.
We also took the opportunity to share our concerns and suggestions for further enhancing Shanghai's business environment to attract more foreign investment and foreign nationals.

Shanghai Chapter Met with SCOFCOM DDG and Huangpu District Leadership
On 14th October, Marc Horn, Board member of the Shanghai Chapter of the European Chamber and Steven Basart, General Manager of the Shanghai Chapter of the European Chamber, participated in the Huangpu District Foreign Investment Promotion Conference and exchanged with He Dongbin, Deputy Director-General Shanghai Municipal Commission of Commerce, Gao Yun, Huangpu District Party Secretary and Xu Huili, Huangpu District Mayor.
Marc Horn expressed appreciation to SCOFCOM and Huangpu’s longstanding support of the Chamber and highlighted the willingness to continue collaboration in the future.

Shanghai Chapter Spoke at the 2025 Asia-Europe Large River Regional Dialogue
On 21st October, Vice Chairman of the Shanghai Chapter Board of the European Chamber, Jens Ewert, delivered a speech at the 2025 Asia-Europe Large River Regional Dialogue hosted by the Shanghai People's Association for Friendship with Foreign Countries (SPAFFC). SPAFFC President Chen Jing attended and delivered the opening.
Ewert spoke on the significance of the EU-China economic relationship, highlighting the importance of Shanghai remaining at the forefront in addressing key sustainability issues, and the opportunities for collaboration and shared value creation through openness to foreign participation. He also noted that Shanghai, a historical gateway to China, continues to strive for progress, and that the European Chamber will persist in supporting its members in advancing innovation within China’s sustainability sectors.
The event was also joined by SPAFFC Vice Presidents, Fu Jihong and Su Lin.

Agriculture, Food, and Beverages (AFB) Working Group Submitted Comments to the State Administration of Market Regulation
On 24th October, AFB Working Group submitted comments to the State Administration of Market Regulation on the public consultation of the SAMR: Announcement on Public Consultation on the Measures for the Administration of Food Recalls (Draft for Comments). Six member companies participated in the consultation and submitted detailed suggestions, along with reasoning, for 15 articles of the Draft.

Auto Components Working Group: [Open to EU OEMs and Auto Component Companies Only] Briefing and Information Sharing on China’s Export Controls on Nexperia
On 20th October, the Auto Components Working Group held a briefing and information sharing on China's export controls on Nexperia. According to member company, Nexperia’s Dongguan plant has been prohibited from importing or exporting semiconductors, which could have a significant impact on the European automotive sector beginning as early as next week, given Nexperia’s role as a key supplier to major European OEMs. In this event, the chamber collected members’ concerns or feedback on the impact of the Wingtech-Nexperia situation and discussed the next steps.

Shanghai Small and Medium-sized Enterprises (SME) Forum Held its Kick-off Meeting
The Shanghai SME Forum held its Kick-off Meeting on 17th October 2025, electing Mr. Andrea Alcini, Managing Director of CEJN, as Chair and Mr. Yannick Martin, General Manager of ERLAB, as Vice-chair. Ester Canada of the EU SME Centre delivered an insightful presentation on the current market landscape and challenges for European SMEs in China, followed by a panel discussion featuring Mr. Michael Kruppe, CEO of the Shanghai New International Expo Centre; Mr. Andrea Alcini, Managing Director of CEJN; and Ms. Grace Lin, Senior Associate (Tax) at Cuatrecasas, covering practical advice for expanding market presence, maintaining communication with headquarters, building strong local partnerships, common pitfalls in taxation and administrative management, and how use of social media and livestreaming tools can enhance SME visibility and competitiveness in China.

Petrochemicals, Chemicals, and Refining (PCR) Working Group Submitted Comments to the Ministry of Industry and Information Technology
On 12th October, the European Chamber Petrochemicals, Chemicals, andRefining (PCR) Working Group submitted comments to the Ministry of Industry andInformation Technology on the Mandatory National Standard Safety LabelingRequirements for Chemicals (Draft for Comments). Seven member companiesparticipated in the consultation and submitted detailed suggestions on certainprovisions that may present compliance challenges in practical implementation.

Outlook on EU-China Trade Relations in a Changing Global Context
On 24th October, the Shanghai Chapter hosted an exclusive event featuring Ms Marjut Hannonen, Minister Counsellor and Head of Trade Section at the European Union Delegation to China.
Ms Hannonen provided insights into a pivotal and eventful year for EU-China relations, marked by trade restriction between China and the USA at the start of the year, a visit from Trade and Economic Security Commissioner, Mr Maroš Šefčovič, the EU-China Summit in July, and the recent expansion of China’s export controls regime.

On 23rd October 2025, the European Chamber Shanghai Chapter successfully hosted its annual Human Resources (HR) Conference, bringing together CEOs, HR directors, and innovation leaders to explore how organisations can navigate transformation and strengthen workforce resilience in an era of rapid change.

2025 Shanghai Chapter Football Tournament Winners and Highlights
On 18th October, the European Chamber Shanghai Chapter held the eighth edition of its Shanghai Chapter Football Tournament, which brought together 12 corporate teams and over 300 attendees including colleagues, families, sponsors, and friends supporting and cheering their favorite teams throughout the day. The atmosphere of building a healthy future together and bonding families and friends left a warm feeling for every guest and participant. 12 teams competed with an excellent display of sportsmanship and talent, resulting in two final winners - the Cup Champion and the Plate Champion, the Most Valuable Player and the Top Goal Scorer.

Exclusive Factory Tour at tesa Suzhou
On 16th October 2025, as part of the European Chamber’s flagship Sustainable Business Awards (SBA) Series, the Shanghai Chapter organised an exclusive factory tour to tesa on the occasion of their Sustainability Day. The visit offered participants a first-hand look at how tesa integrates sustainability in their operations and innovation processes.

4th European Chamber Sport Summit – Meet Timo Boll
On 16th October 2025, the European Chamber hosted the 4th Sport Summit in Shanghai, under the theme “The Rise of Chinese Traditional Sports” at the IMG office in Shanghai with our special guest, Timo Boll – a four-time Olympic table tennis medallist and eight-time European men’s singles champion.

Fireside Chat with Ambassador Pradeep Kumar Rawat
On 14th October 2025, the Shanghai Chapter of the European Chamber welcomed H.E. Mr Pradeep Kumar Rawat, Ambassador of India to the People’s Republic of China, for an exclusive Fireside Chat held at The House of Roosevelt to discuss “Geopolitics and India’s Role in EU Supply Chains” between Mr Carlo D’Andrea, Vice President of the European Chamber and Chair of the Shanghai Chapter, and Ambassador Rawat.

[CIIE side-event] European Chamber & EU SME Centre: Empowering SMEs through Smarter Financing - Building Resilience, Driving Growth
The CIIE side-event is co-organised by the European Chamber and EU SME Centre during the China International Import Expo (CIIE). This session will take a practical look at the financing realities for SMEs in China.
Speakers will share insights on available financing policies, schemes, and incentives, and explore how to integrate financial strategies with talent retention and technology adoption. Real-world examples and case studies will illustrate approaches that address both immediate financing needs and long-term business sustainability.
