Company Overview：China State Construction entered the South African market in 1993 and,in 2011, registered China State Construction Engineering Corporation (South Africa) (Pty) Ltd (“CSCEC South Africa”). It is one of the main overseas institutions of China State Construction Group Co., Ltd. Over more than three decades of operations, the Company has established a Southern Africa hub—principally South Africa, Botswana, and Namibia—and an East Africa hub—principally Uganda and Rwanda—with additional coverage of Zambia and Malawi and Lesotho. CSCEC South Africa holds CIDB Grade 9 for Building and Civil Engineering (the highest grading under the Construction Industry Development Board), and the Botswana company holds PPADB Grade E (the highest level under the Public Procurement & Asset Disposal Board).

二、投标单位资格
Bidding company qualifications
1.具备法律主体资格，具有独立订立及履行合同的能力。
Be a duly registered legal entity with the capacity to conclude and perform contracts independently.
2.具备一般纳税人资格，可开具增值税专用发票（出口需要商业发票）。
Hold general taxpayer/VAT status and be able to issue the required VAT invoices (commercial invoices are required for exports).
3.具备国家有关部门、行业或公司要求必须取得的质量、计量、安全、环保认证及其他经营许可；在国家有关部门和行业的监督检查中没有不良记录。
Hold all certifications and permits required by competent authorities, industry bodies, and the Procuring Entity (including quality, metrology, safety, and environmental protection), and have no adverse records with relevant regulators or industry bodies.
4.具有一定的经营规模和服务能力。
Have adequate business scale and service capability.
5.具有良好的商业信誉和健全的财务会计制度。
Have good commercial reputation and a sound financial accounting system.
6.符合上述条件，并且所提交的资格预审文件、真实有效，经招标方审查资格合格后为合格的投标单位。否则即为不合格投标单位，其报价按废标处理。
Meet the above conditions, and the submitted prequalification documents, true and valid,after the tenderer review the qualifications for the qualified bidder.Otherwise, it is an unqualified bidder,and its quotation will be disposed of as a scrapped bid.
7.具有海外供应经验的优先。
Overseas supply experience is preferred.
三、报名要求Entry Requirements
1、报名时间：截至2025年10月26日17时（南非时间），逾期不再接受投标单位的报名。
Registration Period:As of 17:00 on October 26, 2025 (South Africa time), the registration of bidders will no longer be accepted after the deadline.
2、报名方式：向招标单位指定邮箱发送：****公司确认报名中国建筑南非有限公司GRP管材采购招标，需上传附件（包含但不限于）：
①《法定代表人身份证明》；Copy of Identity of director;
②《法定代表人授权委托书》；Power of Attorney of Legal Representative;
③营业执照复印件；registration of companies document;
④一般纳税人证明；General taxpayer certificate.
以上所有资料须提供加盖公章扫描件，请各投标单位务必认真填写并按要求提供相应的证明资料，投标单位应保证本表所填内容真实有效，如与事实有出入，则取消报名资格或视为无效投标。
All required documents must be submitted as scanned copies bearing the company’s official seal. Bidders must complete the forms carefully and provide the required supporting documents. The bidder warrants that the information provided in this form is true, accurate, and valid; any inconsistency with the facts will result in cancellation of the registration or the bid being deemed non-responsive.
四、时间安排Timing
1、招标文件的获取：招标单位将告知投标单位是否通过资格预审，对通过资格预审的投标单位以电子邮件方式发布招标文件。暂定招标文件获取时间如下，如有变动将通过电子邮件方式及时通知投标单位。
Acquisition of bidding documents: the tendering unit will inform the bidder whether it has passed the prequalification, and the bidding unit that has passed the prequalification will be released by e-mail. The tentative bidding documents are obtained as follows, and if there is any change, the bidder will be notified by e-mail in a timely manner.
2、暂定招标文件获取截止时间：2025年10月28日17时（南非时间）。

3、暂定投标截止时间：2025年11月2日17时（南非时间）。
Tentative deadline for bidding:November 2, 2025，17:00 (South Africa Time).
4、暂定开标时间：2025年11月5日10时（南非时间）。

5、开标方式：本次招标采用网络会议形式开标，开标时间前一天将会议发送至各投标单位指定邮箱。
