Driven by the steady growth of inbound consumption, Shanghai continues to optimize its tax refund services for overseas visitors, making shopping in the city smoother, faster, and more convenient.
Going digital
Previously, staff had to manually enter visitors' information when issuing the Tax Refund Application Form for Overseas Visitors.
Now, some stores have introduced digital self-entry systems. At Cloud Nine Shopping Mall, for example, visitors can simply scan a QR code to fill in their details directly on their phones, eliminating extra paperwork and waiting time.
Faster, smarter refunds
Since April, Shanghai New World Daimaru Department Store has piloted China's first self-service kiosk for issuing the Tax Refund Application Form for Overseas Visitors, with over half of refund requests now completed automatically.
In addition, digital payment platforms such as Alipay enable visitors to receive refunds instantly through the refund-upon-purchase service.
Packaging and coding pilot program
A new packaging and coding program is being rolled out across major shopping areas, covering sealed tax-refund goods priced between 200 and 20,000 yuan.
At Takashimaya Department Store, visitors can have their tax-refund purchases sealed in complimentary transparent bags. Each bag corresponds to one Tax Refund Application Form for Overseas Visitors and features a QR code. Upon departure, Customs officers can simply scan the QR code to verify the items, replacing traditional item-by-item inspections.
