On July 1, 2025, Shanghai officially implemented the upgraded Measures for the Administration of Residence Permits for Overseas Talents in Shanghai (known as "Talent Residence Permit B Version 3.0"), which will remain valid until June 30, 2030. Through an all-dimensional upgrade, it provides more convenient and considerate support for foreign talents and their families, further strengthening Shanghai's competitiveness as a global talent hub.

Further Streamlined Processes: Digital Services for Easier Administrative Procedures
Version 3.0 of Talent Residence Permit B has significantly simplified the permit management process. For instance, the reporting of loss and reissuance of the permit can now be completed "entirely online", with the verification time shortened from 7 days to 5 days. Employers can submit applications online via the "One-Stop Online Service Platform"; after the preliminary review of materials is passed, only one offline submission is required to complete the permit production and issuance. This "online preliminary review plus offline confirmation" model not only reduces the need for repeated trips but also improves administrative efficiency.

Enhanced Benefits: "Full-Coverage" Protection from Individuals to Families
Expanded Rights for Accompanying Family Members: Spouses and minor children can apply for accompanying permits and enjoy 23 public services, including medical insurance and children's education.
Optimized Permanent Residency Path: High-level talents who have held Talent Residence Permit B for 3 years can be given priority in recommendations for applying for Chinese permanent residency, providing a clearer path for their long-term development in China.

Flexible Validity Periods: Catering to Needs of Talents in Different Regions
For the first time, the validity period of the main permit offers tiered options: 1-5 years and 10 years. Foreign graduates studying abroad who work in key areas (such as Lingang New Area and Zhangjiang Science City) can directly apply for a 10-year long-term permit if they meet comprehensive requirements including academic qualifications, work experience, and the term of the employment contract. This reduces the hassle of frequent permit renewals and stabilizes expectations for long-term development.

Foreign national talents: Including overseas returnees who have acquired foreign nationality (Category L), foreign high-end talents (Category F), and other professional talents.

Chinese nationals with long-term residency abroad: Overseas returnees holding foreign permanent residency (Category C) and other professional talents (Category M).

Talents from Hong Kong, Macao, and Taiwan: Professional talents from Hong Kong (Category H), Macao (Category A), and Taiwan (Category T).

Residence and Work: Eligible to apply for a 5-year residence permit; foreign graduates studying abroad working in Lingang New Area can also enjoy simplified work permit procedures.

Entrepreneurship Support: Access to policy support such as a maximum of 3 million yuan in entrepreneurial guaranteed loans and social security subsidies to facilitate innovation and entrepreneurship.

Social Security: Participation in the municipal employee social insurance; spouses and children can participate in the urban and rural residents' medical insurance. Additionally, options for flexible delayed retirement and delayed application for pension benefits have been added.

Children’s Education: Children can enroll in nearby schools during the compulsory education stage; high school graduates can take the national college entrance examination (Gaokao) in Shanghai, addressing the educational concerns of international families.

Financial and Daily Life Conveniences: Access to the "FASTPASS" expedited channel for salary foreign exchange purchase and payment; legal income can be conveniently remitted overseas. Holders can also apply for new energy vehicle license plates, apply for housing provident fund loans, and enjoy customs clearance conveniences.

Applicants need to prepare a passport/permanent residency certificate, academic certificate, Shanghai address certificate, employment contract, and individual income tax payment certificate (tax payment records can help increase the verified validity period of the permit).

Application Process
Employers submit applications through the "One-Stop Online Service Platform", and preliminary review results will be feedback within 5 working days. After passing the preliminary review, applicants follow the guidelines to complete offline material submission and permit collection.
