Attention, applicants!
An important and favorable adjustment has been made to Brazil's visa policy!
According to Decree No. 12,657 issued by the Brazilian government on October 7, 2025, Technical Service and Technology Transfer activities have now been included within the scope of the VIVIS.
This means that applicants visiting Brazil for these purposes in 90 days can now apply for the more convenient Visitor Visa, no longer needing to apply for the Temporary Visa (VITEM V) as previously required!
Highlights Explained
The decree updates Article 29 of Decree No. 9,199, expanding the situations in which a Visitor Visa (VIVIS) may be granted.
It now allows the issuance of a VIVIS for the provision of technical assistance services or transfer of technology under a contract, cooperation agreement, or arrangement between a foreign and a Brazilian legal person, provided that the maximum intended stay does not exceed 90 days.
This change simplifies the visa application process for personnel engaging in short-term technical activities in Brazil, better aligning the visa type with the activity's purpose and providing greater convenience for technical cooperation.
Advantages of the Visitor Visa (VIVIS)
Compared to the previous Temporary Visa (VITEM V), the Visitor Visa (VIVIS) offers the following advantages:

Important Notes for Applicants
Although the new policy simplifies visa applications for technical services and transfer activities, applicants should still note:
▪️A corresponding Visitor Visa (VIVIS) is still REQUIRED for traveling to Brazil for these activities; visa-free entry is not permitted.
