为进一步深化教育教学改革，随着数字化时代的深入发展，网络已成为我们学习知识、交流文化、享受生活的重要平台。作为在华国际学生，我们不仅是跨文化交流的使者，更是校园网络环境的共建者与维护者。为帮助大家更好地了解中国网络相关规定，规范网络行为，提升网络素养，共同营造健康、有序、和谐的校园网络空间，我们特此发出以下文明上网倡议：
With the in-depth development of the digital age, the Internet has become a crucial platform for us to acquire knowledge, exchange cultures, and enjoy life. As international students in China, we are not only envoys of cross-cultural communication but also co-builders and guardians of the campus network environment. To help you better understand China's relevant Internet regulations, standardize your online behavior, improve your digital literacy, and jointly create a healthy, orderly, and harmonious campus network space, we hereby issue the following proposal on civilized Internet use:
一、遵守法律法规，坚守网络底线
网络空间并非法外之地，在中国境内使用网络，需严格遵守《中华人民共和国网络安全法》《互联网信息服务管理办法》等相关法律法规，坚决不触碰法律红线。我们应杜绝任何利用网络从事违法犯罪或违背社会公序良俗的行为，尤其不制作、复制、发布或传播包含以下内容的信息：
- 反对中国宪法所确定的基本原则，危害中国国家安全、泄露国家秘密、颠覆国家政权、破坏国家统一，或损害国家荣誉与利益的内容；
- 宣扬恐怖主义、极端主义，或煽动实施恐怖活动、极端主义活动的内容；
- 煽动民族仇恨、民族歧视，破坏民族团结的内容；
- 违反中国宗教政策，宣扬邪教或封建迷信的内容；
- 散布谣言，扰乱经济秩序与社会公共秩序的内容；
- 包含淫秽、色情、赌博、暴力、凶杀、恐怖元素，或教唆他人犯罪的内容；
- 侮辱、诽谤他人，侵害他人名誉、隐私及其他合法权益的内容；
- 中国法律、行政法规明确禁止的其他内容。
1. Abide by Laws and Regulations, and Uphold the Bottom Line of Internet Use
The Internet is not a lawless space. When using the Internet within the territory of China, you must strictly comply with relevant laws and regulations such as the Cyber Security Law of the People's Republic of China and the Measures for the Administration of Internet Information Services, and resolutely refrain from crossing the legal red line. We should refrain from any act of using the Internet to engage in illegal and criminal activities or violate public order and good customs. In particular, we must not create, reproduce, publish, or disseminate information containing the following contents:
- Contents that oppose the fundamental principles established by China's Constitution, endanger China's national security, leak state secrets, subvert state power, undermine national unity, or damage national honor and interests.
- Contents that advocate terrorism and extremism, or incite the implementation of terrorist activities and extremist activities.
- Contents that incite ethnic hatred and ethnic discrimination, and undermine ethnic unity.
- Contents that violate China's religious policies and advocate cults or feudal superstitions.
- Contents that spread rumors and disrupt economic order and social public order.
- Contents that contain obscenity, pornography, gambling, violence, murder, horror elements, or instigate others to commit crimes.
- Contents that insult, defame others, and infringe upon others' reputation, privacy, and other legitimate rights and interests.
- Other contents explicitly prohibited by Chinese laws and administrative regulations.
二、恪守道德规范，传递网络正能量
网络行为不仅体现个人素养，更关乎跨文化形象。我们应自觉践行尊重、包容、友善的道德准则，在网络空间中展现国际学生的良好风貌：
- 主动学习并弘扬人类共同的优秀价值观，结合自身跨文化经历，传播积极向上的内容，为校园网络环境注入正能量，助力不同文化间的理解与融合；
- 尊重他人的知识产权、劳动成果与人格尊严，不抄袭、剽窃他人的网络作品（如学术论文、创意内容等），不通过网络对他人进行恶意攻击、辱骂，坚决抵制网络暴力与网络欺凌行为；
- 倡导文明交流方式，使用礼貌、得体的语言参与网络讨论，不发表低俗、粗鄙或具有挑衅性的言论，避免无意义的争吵与谩骂，理性对待不同观点，以平和心态开展沟通。
2. Adhere to Moral Norms and Spread Positive Energy Online
Online behavior not only reflects personal literacy but also relates to cross-cultural image. We should consciously practice the moral principles of respect, tolerance, and friendliness, and show the good demeanor of international students in the online space:
- Take the initiative to learn and promote the excellent common values of mankind, combine your own cross-cultural experience to spread positive and uplifting contents, inject positive energy into the campus network environment, and contribute to the understanding and integration among different cultures.
- Respect others' intellectual property rights, labor achievements, and personal dignity, do not plagiarize others' online works (such as academic papers, creative contents, etc.), do not maliciously attack or abuse others online, and resolutely resist cyberbullying and online violence.
- Advocate civilized communication methods, use polite and appropriate language to participate in online discussions, do not make vulgar, rude, or provocative remarks, avoid meaningless quarrels and abuses, treat different opinions rationally, and communicate with a calm attitude.
三、维护网络安全，守护个人与他人权益
网络安全是保障我们正常学习生活的基础，需时刻保持警惕，主动防范网络风险：
- 增强个人信息保护意识，不随意向他人泄露账号、密码、身份证号、银行卡信息等重要隐私，避免因信息泄露导致财产损失或身份被滥用；同时，尊重他人隐私，不非法获取、传播他人的个人信息；
- 遵守校园网络管理规定，不私自篡改网络设置、破坏网络设备或校园网络系统，不制作、传播计算机病毒、木马等恶意程序，不从事网络黑客攻击等危害网络安全的行为；
- 积极配合学校及相关部门的网络安全工作，及时更新设备系统补丁、安装正规杀毒软件，主动学习网络安全知识，共同维护校园网络的稳定与安全。
3. Safeguard Network Security and Protect the Rights and Interests of Oneself and Others
Network security is the foundation for ensuring our normal study and life. We must always remain vigilant and proactively prevent network risks:
- Enhance the awareness of personal information protection, do not arbitrarily disclose important privacy such as accounts, passwords, ID card numbers, and bank card information to others, so as to avoid property losses or identity abuse caused by information leakage; at the same time, respect others' privacy and do not illegally obtain or disseminate others' personal information.
- Comply with the campus network management regulations, do not privately modify network settings, damage network equipment or the campus network system, do not create or spread malicious programs such as computer viruses and Trojans, and do not engage in behaviors that endanger network security such as network hacking.
- Actively cooperate with the school and relevant departments in network security work, promptly update device system patches, install formal anti-virus software, take the initiative to learn network security knowledge, and jointly maintain the stability and security of the campus network.
四、规范网络行为，合理利用网络资源
网络资源丰富多元，我们应学会科学、合理地使用网络，让网络成为助力成长的 “工具”，而非影响生活的 “负担”：
（一）助力学习科研，坚守学术诚信
充分利用网络资源辅助学业与科研，例如通过学术平台查阅文献、参与在线课程学习、与师生开展学术交流等，提升学习效率与科研能力；但需严格遵守学术诚信原则，绝不利用网络抄袭论文、找人代写作业，或伪造学术成果；
使用学校网络教学平台、图书馆电子数据库等学习资源时，遵守平台与资源的使用规则，不进行恶意下载、过量占用资源等行为，保障资源能公平、顺畅地供全体师生使用。
（二）理性社交娱乐，平衡线上线下生活
在微信、QQ、微博、Facebook 等网络社交平台上，如实填写个人信息（如需使用昵称，也应避免误导他人），不借助虚假身份交友或互动；谨慎添加陌生人为好友，警惕网络诈骗、虚假投资等陷阱，如遇可疑情况及时向辅导员或学校保卫部门求助；
适度参与网络娱乐活动（如观看影视节目、玩网络游戏等），合理规划上网时间，避免沉迷网络影响正常的学习、休息与身心健康，保持规律、健康的生活作息；
不传播未经证实的娱乐八卦、谣言或不实信息，不参与网络赌博、传播淫秽低俗视频等不良娱乐活动，远离有害网络内容。
（三）融入校园生活，遵守校园网络规则
优先通过学校官网、官方微信公众号、辅导员通知等正规渠道获取校园通知、活动信息等，不轻易相信或传播非官方发布的小道消息，避免因不实信息引发误解或恐慌；
在校园网络论坛、贴吧、国际学生社群等平台发表言论时，遵守学校管理规定，客观、理性地表达观点与意见，不发布对学校、师生有诋毁、污蔑性质的言论；若对学校管理、服务有建议或疑问，可通过辅导员、国际教育中心等正规渠道反馈；
不利用校园网络从事商业营销活动，如未经学校许可发布广告、推销商品等，共同维护校园网络的纯净性与正常秩序。
4. Standardize Online Behavior and Make Rational Use of Network Resources
Network resources are rich and diverse. We should learn to use the Internet scientifically and rationally, making it a "tool" to facilitate our growth rather than a "burden" that affects our lives:
(1) Support Academic Study and Research, and Adhere to Academic Integrity
Make full use of network resources to assist academic study and research, such as searching for literature through academic platforms, participating in online courses, and conducting academic exchanges with teachers and students, so as to improve learning efficiency and research capabilities; however, we must strictly abide by the principle of academic integrity and never use the Internet to plagiarize papers, ask others to write homework on our behalf, or fabricate academic achievements.
When using learning resources such as the school's online teaching platform and the library's electronic database, we should comply with the usage rules of the platforms and resources, refrain from malicious downloading and excessive occupation of resources, and ensure that the resources can be used fairly and smoothly by all teachers and students.
(2) Conduct Rational Social Interaction and Entertainment, and Balance Online and Offline Life
On online social platforms such as WeChat, QQ, Weibo, and Facebook, we should fill in personal information truthfully (if we need to use a nickname, we should also avoid misleading others) and not make friends or interact with others under a false identity; we should be cautious when adding strangers as friends, be alert to traps such as online fraud and false investment, and seek help from class advisors or the school's security department in a timely manner when encountering suspicious situations.
Participate in online entertainment activities (such as watching videos, playing online games, etc.) moderately, plan online time reasonably, avoid being addicted to the Internet and affecting normal study, rest, physical and mental health, and maintain a regular and healthy lifestyle.
Do not spread unconfirmed entertainment gossip, rumors, or false information, do not participate in bad entertainment activities such as online gambling and the dissemination of obscene and vulgar videos, and stay away from harmful online contents.
(3) Integrate into Campus Life and Comply with Campus Network Rules
Give priority to obtaining campus notices, activity information, etc. through formal channels such as the school's official website, official WeChat public account, and counselor notifications. Do not easily believe or spread unofficially released gossip to avoid misunderstandings or panics caused by false information.
When making remarks on platforms such as campus online forums, Tieba, and international student communities, we should comply with the school's management regulations, express views and opinions objectively and rationally, and not publish remarks that slander or defame the school, teachers, or students; if we have suggestions or questions about the school's management and services, we can feedback through formal channels such as class advisors and the International Education Center.
Do not use the campus network to engage in commercial marketing activities, such as publishing advertisements or promoting products without the school's permission and jointly maintain the purity and normal order of the campus network.
五、主动监督互助，共建良好网络环境
树立 “主人翁” 意识，不仅自觉遵守文明上网准则，也鼓励身边同学规范网络行为；若发现他人存在违规上网行为，可通过学校举报渠道（举报邮箱：studentaffairs@ncst.edu.cn；举报电话：0315-8816053）反馈，学校会对举报信息严格保密并及时调查处理；
主动学习中国网络文化与使用习惯，若对网络规则、法律法规有疑问，可随时向辅导员或国际教育中心咨询，避免因文化差异或信息不了解导致不当网络行为；
积极参与学校组织的网络文明宣传活动，分享跨文化网络交流经验，助力打造多元、包容、文明的校园网络氛围。
5. Take the Initiative to Supervise and Help Each Other, and Jointly Build a Good Network Environment
Establish a "master" consciousness, not only consciously abide by the guidelines for civilized Internet use but also encourage classmates around you to standardize their online behavior; if you find others engaging in illegal online behavior, you can report it through the school's reporting channels (reporting email: studentaffairs@ncst.edu.cn; reporting phone number: 0315-8816053). The school will strictly keep the reporting information confidential and conduct timely investigations and handling.
Take the initiative to learn about Chinese Internet culture and usage habits. If you have questions about Internet rules, laws, and regulations, you can consult class advisors or the International Education Center at any time to avoid improper online behavior caused by cultural differences or lack of information.
Actively participate in the network civilization promotion activities organized by the school, share cross-cultural online communication experience, and contribute to creating a diverse, inclusive, and civilized campus network atmosphere.
亲爱的国际学生们，文明上网是责任，更是义务；良好的网络环境，需要你我共同缔造。让我们从现在做起，从每一次网络操作做起，规范行为、传递善意、守护安全，以文明的网络形象展现国际学子的风采，为华北理工大学的校园网络建设贡献力量！
Dear international students, civilized Internet use is not only a responsibility but also an obligation; a good network environment requires the joint efforts of all of us. Let us start from now, from every online operation, standardize our behavior, convey kindness, safeguard security, show the demeanor of international students with a civilized online image, and contribute to the construction of the campus network of North China University of Science and Technology!
