1. Entrepreneurship Guaranteed Loans and Interest Subsidies for Enterprises Absorbing Employment
企业吸纳就业创业担保贷款及贴息
Eligibility Conditions:

Small and micro-enterprises registered in Jiaxing for less than five years can apply for entrepreneurship guaranteed loans of up to ¥3 million with corresponding interest subsidies if they meet the following criteria:
In the 12 months prior to application, the enterprise has hired key target groups (including current university students, college graduates within five years of graduation, individuals registered as unemployed for six months or longer, people with employment difficulties, certified persons with disabilities, and ex-military personnel pursuing self-employment) amounting to at least 15% of the enterprise’s current total employees (8% for enterprises with over 100 employees).
The enterprise must sign labor contracts of at least one year with these employees and legally contribute to social insurance.
The enterprise must maintain a good credit record, with no serious violations of labor laws such as wage arrears or unpaid social insurance premiums.
在嘉兴市登记注册5年内的小微企业，提出申请前12个月内招用重点人群（包括在校大学生和毕业5年以内高校毕业生、登记失业半年以上人员、就业困难人员、持证残疾人、自主就业退役军人）达到企业现有在职职工总数15%以上（超过100人的企业达到8%以上），并与上述员工签订1年以上劳动合同并依法缴纳社会保险费，信用记录良好，无拖欠职工工资、欠缴社会保险费等严重违反劳动法律法规行为的，可申请最高300万元的创业担保贷款，并按规定给予贴息。

For small and micro-enterprises located in technology business incubators or entrepreneurship incubation bases recognized by the human resources and social security department, a full interest subsidy will be provided based on the Loan Prime Rate (LPR) on the date of the loan agreement.
For other enterprises, the interest subsidy will cover the portion of the interest rate exceeding (LPR – 150 basis points) on the date of the loan agreement.
The maximum subsidy duration is three years.
对入驻科技企业孵化器和经人力社保部门认定的创业孵化基地的小微企业，按贷款合同签订日LPR给予全额贴息，对其他企业按贷款合同签订日LPR-150BP以上部分给予贴息，贴息期限不超过3年。
2. Business Incubation Subsidy
创业孵化补贴

申领条件：
Operators of business incubation bases recognized as municipal-level business incubation bases, or provincial/national-level model business incubation demonstration bases, are eligible for subsidies for each startup enterprise or individually-owned business that maintains normal operations for at least one year on their premises.
被认定为市级创业孵化基地或省级、国家级创业孵化示范基地的，按每入驻1个创业企业或个体工商户（正常经营满1年）给予主办方创业孵化补贴。

II. Employment Promotion Policies
二、就业促进政策
1. Internship Subsidy
就业见习补贴
Eligibility Conditions:
申领条件：
Employers are encouraged to establish internship units (bases) to absorb recent graduates (including graduating university students within two years) and unemployed youth aged 16–24 for internships. Based on the number of interns who complete their internships, a one-time internship absorption subsidy will be granted to the internship unit (base). If the internship unit (base) provides interns with a living allowance not less than the local minimum wage, a living allowance subsidy will be provided for the internship period. If the internship unit (base) arranges work-related injury insurance or comprehensive commercial insurance (such as personal accident insurance) for interns, a comprehensive commercial insurance subsidy will be provided for the internship period. If the internship unit (base) hires graduates after their internship concludes and signs labor contracts for one year or longer, a one-time internship retention subsidy will be granted to the internship unit (base) starting from the month when social insurance contributions are made. Additionally, the employer’s portion of the basic pension insurance during the internship period will be fully subsidized.
鼓励用人单位建立就业见习单位（基地），吸纳毕业2年以内高校毕业生（含毕业学年在校大学生）和16-24岁失业青年见习。按完成见习人数，给予就业见习单位（基地）一次性吸纳见习补贴；就业见习单位（基地）向见习人员发放不低于当地最低工资标准生活补助的，给予见习期生活补助补贴；就业见习单位（基地）为见习人员办理工伤保险或购买人身意外伤害等综合商业保险的，给予见习期综合商业保险；就业见习单位（基地）录用见习结束后的高校毕业生并签订1年及以上劳动合同的，自依法缴纳社会保险费之月起，给予就业见习单位（基地）一次性见习留用补贴并补缴见习期间的职工基本养老保险费，单位部分给予全额补贴。

(1) One-time internship absorption subsidy:
一次性吸纳见习补贴。
Standard amount: ¥2,000 per person, with a total subsidy not exceeding ¥100,000. For interns who are postgraduate students, the subsidy increases to ¥3,000 per person, with a total subsidy not exceeding ¥200,000. For provincial-level and national-level model internship demonstration units (bases), the total subsidy shall not exceed ¥200,000 and ¥300,000, respectively.
标准为每人2000元，总额不超过10万元；对安排研究生见习的，补贴标准提高到每人3000元，总额不超过20万元；省级就业见习示范单位（基地）、国家级就业见习示范单位（基地）的补贴总额分别不超过20万元、30万元。
(2) Living allowance subsidy for the internship period:
见习期生活补助补贴。
For internship units (bases) recognized as below the provincial level, the subsidy is 80% of the local minimum wage.
For internship units (bases) recognized as national or provincial model demonstration units, the subsidy is 100% of the local minimum wage.
If an internship unit (base) recognized as below the provincial level provides a living allowance to interns and achieves an intern retention rate exceeding 50%, it may be eligible for a subsidy equivalent to 100% of the local minimum wage.
标准为被认定为省级以下就业见习单位（基地）的，按当地最低工资标准的80%给予补贴；
被认定为国家级、省级就业见习示范单位（基地）的，按当地最低工资标准给予补贴。
被认定为省级以下就业见习单位向见习人员发放见习生活补助且见习人员留用率超过50%，符合条件的，可按当地最低工资标准给予补贴。
(3) Comprehensive commercial insurance subsidy for the internship period:
见习期综合商业保险补贴。
The subsidy covers the actual insurance premium paid, with a maximum of ¥200 per person.
标准为按实际缴纳（购买）金额对保险费用给予补贴，每人不超过200元。
(4) One-time internship retention subsidy:
一次性见习留用补贴。
Standard amount: ¥1,500 per person; the employer can get fully subsidized for the basic pension insurance during the internship period.
标准为每人1500元，并补缴见习期间的职工基本养老保险费，单位部分给予全额补贴。

2. Social Insurance Subsidy for Employing College Graduates
高校毕业生社保补贴（单位吸纳）
Eligibility Conditions:
申领条件：
Small and medium-sized enterprises that newly hire college graduates who have graduated within the past two years, sign labor contracts for one year or longer, and legally contribute to social insurance are eligible for the social insurance subsidy.
中小微企业新招用毕业2年以内高校毕业生，签订1年及以上劳动合同并依法缴纳社会保险费的，给予社保补贴。
Subsidy Standard:
补贴标准：
A subsidy equivalent to the actual amount of social insurance contributions (covering basic pension insurance, basic medical insurance, and unemployment insurance) will be provided for a period of one year.
按实际缴纳社会保险费额（职工基本养老保险、职工基本医疗保险、失业保险）给予社保补贴，补贴期限为1年。
3. Social Insurance Subsidy for Employing Persons with Employment Difficulties
就业困难人员社保补贴（单位吸纳）
Eligibility Conditions:
申领条件：
Enterprises that newly hire persons identified as having employment difficulties are eligible for a social insurance subsidy.
企业新招用就业困难人员，给予社保补贴。
Subsidy Standard:
补贴标准：
A subsidy equivalent to the actual amount of social insurance contributions (covering basic pension insurance, basic medical insurance, and unemployment insurance) will be provided. The subsidy period shall not exceed three years.
按实际缴纳社会保险费额（职工基本养老保险、职工基本医疗保险、失业保险）给予社会保险补贴。补贴期限不超过3年。
4. Social Insurance Subsidy for Employee-Based Domestic Service Enterprises
员工制家政服务企业社保补贴
Eligibility Conditions:
申领条件：
Eligible employee-based domestic service enterprises that sign labor contracts for at least six months with domestic service workers and legally contribute to social insurance are eligible for the social insurance subsidy.
符合条件的员工制家政服务企业与家政服务员签订半年以上劳动合同并依法缴纳社会保险费的，给予社保补贴。
Subsidy Standard:
补贴标准：
按实际缴纳社会保险费额（职工基本养老保险、职工基本医疗保险、失业保险）的50%给予社保补贴，补贴期限不超过3年。
A subsidy equivalent to 50% of the actual social insurance contributions (covering basic pension insurance, basic medical insurance, and unemployment insurance) will be provided. The subsidy period shall not exceed three years.
5. Social Insurance Subsidy for Female Employees' Maternity Leave
女职工产假社保补贴
Eligibility Conditions:
申领条件：
Enterprises that provide maternity leave in accordance with laws and regulations to female employees who give birth and continue to pay social insurance contributions for them are eligible for the social insurance subsidy.
女职工符合法律、法规规定生育子女，为其落实产假政策并缴纳社会保险费的企业，给予社保补贴。
Subsidy Standard:
补贴标准：
A subsidy equivalent to 50% of the actual social insurance contributions (covering basic pension insurance, basic medical insurance, and unemployment insurance) will be provided. The subsidy period is six months, starting from the month in which the female employee gives birth.
按实际缴纳社会保险费额（职工基本养老保险、职工基本医疗保险、失业保险）的50%给予社会保险补贴，补贴期限从女职工生育当月起6个月。
6. One-time Job Expansion Subsidy Policy
一次性扩岗补助政策
Eligibility Conditions:
申领条件：
Enterprises and eligible social organizations that hire (1) graduates of the current year, (2) college graduates who have been unemployed for up to two years after leaving school, and (3) registered unemployed youth aged 16-24; sign labor contracts with them; and pay unemployment insurance, work-related injury insurance, and basic pension insurance contributions in full for at least three months as required, can apply for a one-time job expansion subsidy.
对招用毕业年度和离校2年内未就业高校毕业生及16-24岁登记失业青年，签订劳动合同，并按规定为其足额缴纳3个月以上的失业、工伤、职工基本养老保险费的企业和符合条件的社会组织，可以申请一次性扩岗补助。
Subsidy Standard:
补贴标准：
A one-time subsidy of ¥1,500 will be provided for each eligible individual hired. This policy remains in effect until December 31, 2025.
按每招用1人1500元的标准发放一次性扩岗补助。政策执行期限至2025年12月31日。
7. Employment Absorption Incentive
吸纳就业奖励
Eligibility Conditions:
申领条件：
Enterprises ranking among the top 30 in the city for newly absorbing specific groups—including college graduates unemployed for up to two years after leaving school, individuals with employment difficulties, and the long-term unemployed—within the calendar year are eligible for this incentive.
对全市年度新吸纳离校2年内未就业高校毕业生、就业困难人员和长期失业人员等群体就业人数前30名的企业，给予奖励。
Subsidy Standard:
补贴标准：
A maximum incentive of ¥200,000 will be awarded to each qualifying enterprise.
给予每家企业最高20万元奖励。
Note: The above preferential policies also apply to FDI(foreign direct investment), but the enterprises need to contact the Jiaxing Human Resources and Social Security Bureau for details. Different districts in Jiaxing have different requirements. The subsidy policies for internships and employment only apply to Chinese interns currently.
上述优惠政策也适用于外商直接投资（FDI），但企业需向嘉兴市人力资源和社会保障局详细咨询。嘉兴的不同地区有不同的要求。实习和就业补贴政策目前仅适用于中国实习生。
