1.An exploration of the path to enhance the operational efficiency of state-owned toll roads in China: A dynamic QCA approach

作者: Yijin Song, Haicheng Xu, Yingjie Zheng

Abstract: Based on the panel data of Chinese state-owned toll road companies (STRCs) from 2013 to 2019, this study constructed a Political-Economic-Social-Technological-Market structural (PESTM) theoretical framework, and utilized the dynamic QCA methodology to investigate the combined effects of multiple condition conditions that enhance the operational efficiency of STRCs. It is found that there are four distinct configurations to promote operational efficiency: government-technology-market driven, government-market synergistic, economy-technology co-creation, and economy-society-technology-market coordination. The result suggests that the efficient development of STRCs needs to cultivate market competition and focus on the synergistic drive of multiple factors in the region.

2.Comparison of PCA and fractal analysis approaches in the evaluation of air-HSR intermodal network

作者: Mengyuan Lu, Edgar Jimenez Perez, Keith Mason, Linlin Li

Abstract: The importance of air transport and high-speed rail (HSR) in building comprehensive transportation systems has grown substantially in recent years. Evaluating the air-HSR intermodal network is essential in identifying the developmental hurdles and charting a course for its progress. This paper compares alternative methods for evaluating the performance of air-high-speed rail (HSR) intermodal networks, with a focus on developing a comprehensive index framework that considers multiple perspectives. Ten Chinese cities with viable air-HSR connectivity are assessed using principal component analysis (PCA) and Fractal Analysis. The study finds that while PCA provides a valuable high-level overview of air-HSR intermodal network integration by identifying major trends and key components, Fractal Analysis offers a complementary and more detailed evaluation by capturing local characteristics and complex spatial interactions. The combined use of PCA and Fractal Analysis ensures a comprehensive assessment, highlighting that Fractal Analysis is particularly effective for evaluating complex intermodal networks when spatial coherence and local variations are critical. The analysis provides decision-makers with a more balanced understanding of the intricate interrelationships between various aspects of the air-HSR intermodal network, which can inform policy decisions related to transportation infrastructure investment and development.

3.High-speed rail, market segmentation, and the rise of green technology innovation cities: Evidence from China

作者: Ziwen He, Ziyang Chen

Abstract: This study examines the impact of China's high-speed rail (HSR) on green technological innovation (GTI). Empirical analysis shows that HSR development significantly increases the quantity and quality of GTI by 10.5 % and 28.1 %, respectively, highlighting its positive effect on urban innovation. The impact is more pronounced in cities outside major urban clusters and those with limited higher education resources. Market segmentation mediates, while environmental regulation moderates, the HSR-GTI relationship. Moreover, HSR exhibits positive spatial spillover effects on GTI in surrounding regions under geographical spatial weight matrices, with quality improvement surpassing quantity growth. These findings underscore the critical role of HSR in advancing sustainable urban innovation and regional green development.

4.Evaluation of seaport equipment performance using multi-directional efficiency analysis for sustainable logistics operations: A case from Portugal

作者: Syed M. Kazmi, Eugénio M. Rocha, Ângela F. Brochado

Abstract: Seaports are critical nodes in global supply chains, making it essential to analyze equipment efficiency to optimize their operations, reduce costs and operational times, while also acknowledging environmental concerns to meet current stricter sustainability goals. This study evaluates the performance of cranes and loading arms at the Portuguese Port of Sines, employing Multi-Directional Efficiency Analysis (MEA) to address limitations in traditional efficiency measurement methods like Data Envelopment Analysis (DEA). MEA uniquely accounts for both desirable (cargo weight) and undesirable (CO2 emissions) output variables, alongside operational input variables (energy consumption and duration). The analysis reveals significant efficiency differences across equipment categories, uncovering unexpected insights for equipment managers. It reveals consistently underperforming units, such as the GRUA LIEBHERR 40 T crane, and exemplary performers, including the QC09 crane and Braço de Carga 9. Notably, this study bridges a research gap by introducing MEA to seaport logistics, offering a comprehensive evaluation framework that integrates environmental and operational metrics. Key findings highlight actionable insights for decision-makers, e.g., prioritizing equipment upgrades or defining stricter maintenance schedules. These findings underscore MEA's potential as a decision-support tool for enhancing resource utilization, reducing costs, and fostering sustainable operations in the maritime logistics sector. In addition, future research directions are explored in the manuscript's last section.

5.Adoption of electric cars in sub-Saharan Africa: Understanding consumers' choice behaviour in urban Tanzania

作者: Gabriel C. Malima

Abstract: The adoption of electric vehicles (EVs) presents a promising opportunity for low- and middle-income countries to transition to cleaner and more energy-efficient vehicle technologies. However, the success of EV adoption depends highly on consumer acceptance and adoption of these vehicles. This article analyses factors influencing consumers' intention to adopt electric cars in urban areas of Tanzania. The article employs Discrete Choice Experiment techniques to create a hypothetical electric car market in urban Tanzania. It uses Hierarchical Bayes analysis to determine the part-worth utility scores and the relative importance of attributes that affect respondents' purchase decisions for electric cars. The findings indicate that, although purchasing price is also considered important, driving range is the most significant factor influencing the adoption of electric vehicles in Tanzania's emerging EV market. The article offers insights into the factors that impact consumer intention to adopt EVs in sub-Saharan Africa, a region with limited coverage of EV literature.

6.Vietnamese Gen Z consumers' intentions toward carbon offsetting in transportation: An extended Theory of Planned Behavior approach

作者: Nguyen Thi Cam Le, Vu Truc Quynh

Abstract: Gen Z, the world's largest generation, has emerged as a strong advocate for environmental protection. Growing evidence highlights that this generation is deeply concerned about their purchasing behavior's social and environmental impacts, driving a shift in consumer expectations. This study examines Gen Z's behavioral intentions to support carbon neutrality in Vietnam's transportation sector. Anchored in the Theory of Planned Behavior (TPB), the research explores the relationships among attitudes, subjective norms, perceived behavioral control, and trust—an additional factor—in shaping Gen Z's intentions toward carbon offsetting. Using a convenience sampling method, a structured questionnaire survey was conducted among 300 Gen Z consumers in Ho Chi Minh City. The data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) to assess relationships and mediating effects among variables. The results confirm that attitudes, subjective norms, and perceived behavioral control positively influence behavioral intention, while trust emerges as the strongest direct predictor of intention among Vietnamese Gen Z consumers. Furthermore, trust significantly affects the key antecedents of intention—attitudes, subjective norms, and perceived behavioral control—indirectly shaping Gen Z's carbon-offsetting intentions in the transportation sector. The results suggest that the extended TPB model, incorporating trust as a factor, serves as an effective framework for understanding Gen Z's behavioral intentions in sustainable consumption. These findings highlight the critical role of trust-building initiatives and provide practical insights for promoting sustainable transportation behaviors among Gen Z through targeted strategies.

7.A data-driven spatial decision framework for assessing the relationship between logistics activities and heavy vehicle accident risks

作者: Ömer Kaya, Nuriye Kabakuş

Abstract: The increase in consumption habits of societies causes individual and collective mobility. This situation gradually increases the importance of logistics centers (LCs), which are the key parts of the developed supply chain. However, heavy vehicles, which are frequently preferred for customer satisfaction and supply, have recently been involved in many traffic accidents. A balance must be achieved in order to carry out logistics activities safely. In this study, the interaction between the site selection of LCs and the severity of heavy vehicle accidents was investigated. To do so, a four-stage hybrid solution approach was proposed. (i) First, the criteria affecting the site selection and logistics activities of LCs were determined. Then, the risk factors causing heavy vehicle traffic accidents were determined. (ii) The weights of these criteria and risk factors were calculated with the fuzzy SIWEC method. (iii) The availability maps were obtained in the spatial decision-making process via GIS. (iv) Finally, the relationship between logistics activities and heavy vehicle accidents was defined by combining spatial outputs and weight values. The concrete relationship between logistics activities and heavy vehicle accident severity was carried out by Pearson coefficient analysis. The proposed approach was applied to Türkiye as a case study. The correlation coefficient was determined as 0.611229 and the relationship between them was found to be moderate and strong correlation. The first step of safe supply can be achieved by reducing the occurrence of heavy vehicle accidents by opening new LCs in some critical areas.

8.Digital technology adoption, green innovation quality, and green productivity in Chinese high-speed train sector: The role of heterogeneous CEO social capital

作者: Zihao Jiang, Jiarong Shi, Zhiying Liu

Abstract: Undoubtedly, digitalization makes the high-speed train industry more intelligent. Nevertheless, the impact of digital technology adoption on the green innovation quality, and subsequent green total factor productivity (GTFP) of Chinese high-speed train industry remains to be explored. Furthermore, how heterogeneous CEO social capital affects the effectiveness of digital technology adoption is also unresolved. Based on the fixed-effect estimation models and data of listed companies in Chinese high-speed train industry from 2009 to 2023, this study clarifies the relationship between digital technology adoption, green innovation quality, and GTFP, and verifies the moderating role of CEO business, political, and academic social capital. Empirical results indicate that digital technology adoption is positively correlated with the GTFP of Chinese high-speed train industry, and green innovation quality mediates the above relationship. Besides, CEO business and academic social capital would significantly strengthen the positive impact of digital technology adoption, while CEO political social capital does not. In addition, results of heterogeneity test indicate that digital technology adoption significantly nurtures the GTFP of enterprises in the eastern region and those with weak innovation capability, but has no significant impact on that of enterprises in the central and western regions and those with strong innovation capability.

9.Exploring barriers and developing strategies for implementing smart supply chain management with Delphi method and ISM-MICMAC

作者: Briliana Kurrita Aini, Mu-Chen Chen

Abstract: This study attempts to explore the barriers associated with adopting smart supply chain management (SCM 4.0) within Indonesia's electronics industry. This study also constructs the hierarchical framework for these barriers and categorizes them into groups. While many previous studies have explored SCM 4.0, research on its barriers in Indonesia's electronics industry remains limited. This study fills this gap by exploring barriers in Indonesia's electronics industry and emphasizing the government's role in SCM 4.0, providing a detailed understanding of their impact on SCM 4.0 implementation in Indonesia's electronics industry. The findings offer valuable implications for academia by providing new insights about SCM 4.0 in Indonesia's electronics industry, for policymakers by highlighting the need for supportive regulations, and for industry stakeholders by identifying key barriers to effective SCM 4.0 implementation. The initial 21 barriers to SCM 4.0 implementation, derived from the previous study, are validated and ranked using the Delphi method. After the first round of Delphi survey, a barrier, lack of government incentive, is added, and the total of barriers included in the second round is 22 barriers. Based on the results of Delphi survey, 12 barriers are considered essential and further analyzed in the next step. Interpretive structural modeling - cross-impact matrix multiplication applied to classification (ISM-MICMAC) is then utilized to build the hierarchical relationship among the barriers and group them based on their driving power and dependence power. Lack of government regulation and supports and lack of government incentives are the most fundamental barriers, and they are categorized as independent barriers. Based on the results, this study also proposes the SCM 4.0 implementation strategy for Indonesia's electronics industry.

10.Greenhouse gas emissions before and after relocating container terminals in Kaohsiung port

作者: Pei-Chun Lin, Erh-Cheng Hsu, Szu-Yu Kuo

Abstract: The study examined and assessed the contaminants produced by the predominant modes of transportation, namely container ships and trailers, both prior to and subsequent to their transfer to new operating sites after the opening of Container Center No. 7 in Kaohsiung Port. The Life cycle assessment (LCA) assessed the GHG output of the container terminal operations, of the container ships sailing in the port waters, and the container trailers entering and leaving Kaohsiung Port. After the relocation of Evergreen Shipping and Wan Hai Shipping to Container Center No. 7 and Container Center No. 5, respectively, their container ships will travel shorter sailing distances. This will increase the waterway utilization efficiency of Kaohsiung Port and the operational efficiency of the terminals. In addition, it will reduce the amount of GHG emissions produced by ships entering and leaving the port, thereby reducing their environmental impact on the Kaohsiung Port area.

11.Analysing mobility and environmental impacts of automated ride-sharing services under mixed traffic

作者: Rajae Haouari, Hua Sha, Mohit Kumar Singh, Evita Papazikou, ... Mohammed Quddus

Abstract: Shared Automated Vehicles (SAVs) hold great promise for the future of urban mobility. Automated ride-sharing services are expected to alleviate traffic congestion, reduce traffic emissions, and significantly improve road safety by combining advanced connected and autonomous vehicle (CAV) technology with the ride and/or car-sharing concept. These benefits, however, are highly dependent on the deployment concept of the service and environment including network characteristics, CAV technology, traffic compositions, population acceptance, etc. This study aims to assess the mobility and environmental impacts of introducing a door-to-door automated ride-sharing (ARS) service under different deployment scenarios. Two calibrated and validated city-scale networks with different characteristics were used: a suburban area in the Greater Manchester (UK) and a city-centre area in Leicester (UK). An optimisation technique for the vehicle routing problem was developed to efficiently operate ARS at a network-level. The customers' preference for individual and shared rides with Willingness to Share (WTS) was investigated to gain a better understanding of the performance indicators (i.e., delay, travel time, speed, kilometres-driven and emissions) The introduction of ARS was investigated under two deployment scenarios: 1) mixed with conventional human-driven vehicles (HDVs) and 2) mixed with HDVs with varying CAV market penetration rates. Findings suggest that introducing ARS can adversely impact mobility and the environment under mixed traffic, especially in suburban areas, and the benefits of an automated ride-sharing system are highly dependent on WTS. The findings will assist local authorities in formulating automated ride-sharing policies to manage the traffic on roads.

12.How to improve the financing availability of transport SMEs? A survey based on supply chain relationship-logistics capability-information traceability

作者: Xiaomin Zhao, Lujingyi Zhang

Abstract: Affected by the global economic slowdown and rising costs, many small and medium-sized enterprises(SMEs) in the transportation sector have encountered financial difficulties in recent years. Based on signaling theory, this paper mainly explores the impact of hard information and soft information on the financing availability of transport SMEs. The former is measured by business performance such as profits, market share, and revenue growth, while the latter is measured by supply chain relationship(SCR), logistics capability(LC) and information traceability(ITA). The results show that SCR, LC and ITA positively impact the financing availability of transport SMEs, while business performance plays a mediating role between SCR, LC, ITA and financing availability. In addition, the study demonstrates that environmental dynamics positively moderate the impact of logistics capability on financing availability. This finding suggests that high-level logistics capability is crucial for transport SMEs to stand out in financing, when they face external environmental turbulence and financial difficulties.

13.Stationary charging, electric road charging or battery swapping? A multi-day truck trip cost model

作者: Maria Börjesson, Emil Numminen, Henrik Sällberg

Abstract: This study developed a multi-day electric truck trip cost model to analyse cost-minimising carrier use of stationary charging, battery swapping and catenary electric roads in the EU TEN-T road network setting. Each of these three charging options has its own advantages for carriers, thus motivating the analysis. The multi-day truck segment accounts for almost one-fifth of all truck tonne kilometres within the EU, making it important to consider in the quest to decarbonise this sector. Nevertheless, this segment has until now been sparsely analysed in the literature on truck electrification. Based on the scenario analysis, the carrier truck trip costs in the current state (year 2024) and future state (year 2035) was analysed. The current state analysis revealed that catenary electric roads are a cost-minimising option to carriers, whereas future state analysis revealed that catenary electric roads and swapping can perform on par while being cost-advantageous vis-à-vis stationary charging. The sensitivity of these findings to battery parameters, electric road user charges, swapping fee levels and charging alliances was reported. The implications of the findings for carriers, vehicle producers and policymakers were discussed.

14.Understanding the risks: Health and safety challenges for food delivery couriers

作者: Chao-Hung Chiang, Kuo-Cheng Chung

Abstract: The rapid growth of e-commerce has led to a corresponding increase in consumer demand for convenient and efficient delivery services, driving the continuous expansion of the delivery market. This paper employs an empirical analysis using SPSS 25 and Smart PLS 4.0 to examine the relationship between food delivery couriers' perceived safety, perceived risk, and safety performance. It aims to address food delivery couriers' safety concerns in high-risk work environments, particularly within the informal gig economy, where couriers are exposed to higher risks and platforms and managers fail to provide adequate support. The findings reveal that perceived risk is negatively associated with safety climate, while perceived safety is positively linked to safety climate. Moreover, perceived safety positively impacts safety climate, which, in turn, positively influences safety performance.

15.Gender disparities in bike-sharing usage: Unveiling regularity and influential factors in a large-scale campus in Tianjin, China

作者: Xinwei Ma, Jiaao Li, Zhenyu Liu, Xiaolin Tian, ... Long Cheng

Abstract: Bike-sharing offers convenient and eco-friendly solutions primarily for short-distance trips. However, previous research has primarily focused on urban users, with limited attention to gender-specific bike-sharing usage behavior within campus environments. Compared with urban environments, campus bike-sharing exhibits unique temporal and spatial patterns driven by class schedules, campus layout, and restricted usage zones, leading to more regular and concentrated travel behavior. Using origin-destination travel data from dockless bike-sharing system implemented on a large-scale university campus in Tianjin, China, this research examined the spatiotemporal differences in bike-sharing usage across genders. Then, the entropy rate method and machine learning models were employed to quantify bike-sharing usage regularity and identify influential factors affecting regularity, respectively. Results show that male users are 1.85 times more than females, double the ridership, and demonstrate higher regularity compared to females. Travel distance is similar between males and females, but males have faster riding speeds. Competitive relationship between genders is revealed, particularly during peak hours around student residence and academic building. Finally, policy implications are suggested to enhance the existing campus bike-sharing service and promote the equity between genders.

16.Understanding determinants of willingness to pay for airport shuttle service of urban air mobility

作者: Suji Kim, Jiho Yeo, Yeongmin Kwon

Abstract: This study aims to investigate the Willingness to Pay (WTP) for an Urban Air Mobility (UAM) airport shuttle service. The survey was designed to target Incheon International Airport in South Korea and includes questions about WTP, socioeconomic attributes, airport-related behaviors, and experiences and opinions related to airport access and UAM. The questions for WTP were designed for specific fare scenarios, and a model was developed using a double-bounded dichotomous choice contingent valuation method to estimate WTP in the specific fare scenarios. A total of 1634 people responded to the survey, and its results were analyzed using a double-bounded dichotomous choice model to examine the effects of socioeconomic and airport-related factors on WTP. The modeling result shows an average WTP of 60,173 KRW (approximately 48 USD) and a median of 48,521 KRW (approximately 39 USD) per 30 min for the UAM airport shuttle service, indicating lower WTP compared to the suggested fares from various organizations. This highlights the need for feasible pricing in the early market to attract the public. Meanwhile, taxi users exhibited 97 % higher WTP probability compared to airport shuttle users, while private car drivers showed a 34 % increase. This is noteworthy in that UAM has the potential to replace ground taxis or be another transportation mode similar to taxis. Moreover, respondents aware of UAM technology demonstrated 19 % higher WTP, indicating the importance of promoting UAM to the public and making them perceive the substantial effects of UAM. The findings of this study provide important information to policymakers and industry stakeholders to devise effective pricing strategies and policies for the successful integration of UAM into current transportation systems.

17.Building success: Top-level governance strategies for transport megaprojects

作者: Tianyu Ma, Qiyang Liu

Abstract: Transport megaprojects often face underperformance, prompting policymakers to seek effective governance strategies. Existing governance theories fall short in addressing the complexities of these projects and lack consensus on an effective framework. This study, rooted in Transaction Cost Economics (TCE), examines top-level governance in transport megaprojects, emphasising the importance of government involvement and structured governance models throughout the project lifecycle. Through descriptive case studies, we develop a theoretical framework that transitions from stewardship to hybrid and agency models, detailing the dynamic governmentality, governance structures and mechanisms required at each phase. Our findings highlight the critical role of top-level governance in simplifying decision-making and optimising resource integration. This framework broadens the scope of governance to include planning stages, enhancing strategic alignment, resource allocation, and stakeholder collaboration. The study provides valuable insights into the current and future state of top-level governance in transport megaprojects, positioning it as a key domain in “governance as practice.”

18.MaaS is user centric, or is it? Evidence from Swedish piloting activities

作者: Steven Sarasini, MariAnne Karlsson, Göran Smith, Jana Sochor, Helena Strömberg

Abstract: Mobility as a Service (MaaS) has been pitched as a user-centric approach to resolving problems related to passenger transportation, and yet the extent to which users are engaged in development activities is an unresearched topic within the MaaS field. This paper seeks to address this gap by exploring ways in which users' needs and preferences were considered when developing service concepts to be piloted during four field operational tests (pilots) of MaaS, all of which took place in Gothenburg in the last decade. In addition to describing the focus of development activities, the study examines the reasons for variance across cases, including the set of challenges faced when seeking to roll out MaaS in the marketplace. In particular, the study deliberates on the ways in which shortcomings related to user engagement may influence MaaS more generally, concluding with implications for research and practice.

19.Enhancing operational efficiency and promoting best practices in the maritime industry: A decision support model for port authority performance evaluation

作者: Galip Cihan Yalçın, Karahan Kara, Pınar Gürol, Vladimir Simic, Dragan Pamucar

Abstract: Port authorities are responsible for ensuring the successful execution of port operations and managing activities in compliance with international standards. The operational success of port authorities enhances the efficiency and effectiveness of port utilization. The primary objective of this study is to develop a decision support system for assessing the operational performance of port authorities. In this paper, the continuous Pythagorean fuzzy (CPF)-modified preference selection index (MPSI)-ranking technique by geometric mean of similarity ratio to optimal solution (RATGOS) hybrid method is proposed as the decision support system. This hybrid method employs CPF sets to determine expert weights based on both expertise levels and risk-taking tendencies. The weighting of operational performance criteria follows a dual approach, integrating subjective and objective methods. Subjective criteria weighting is conducted using CPF sets and expert evaluations, while objective criteria weighting is determined through the MPSI method. The operational performance levels and rankings of port authorities are then assessed using the RATGOS method. The CPF-MPSI-RATGOS hybrid method is applied in a case study of local port authorities (LPAs) managing container ports in Türkiye, using operational performance data and expert evaluations gathered through face-to-face interviews with qualified professionals possessing the necessary expertise to assess port authority performance. The findings indicate that “Ordino document submission time” is the most critical criterion in determining the operational performance levels of LPAs. Istanbul LPA is identified as the highest-performing authority in terms of operational efficiency. Based on the research outcomes, implications for LPAs and the maritime industry are proposed.

20.Advancing incentive strategies in ridesplitting service: Insights from evolutionary game modeling

作者: Xiaoyun Cheng, Ruiheng Li, Shichao Sun, Weijie Wu, Yajuan Deng

Abstract: Ridesplitting, an on-demand travel mode facilitated by transportation network companies (TNCs), involves two passengers sharing a vehicle and splitting the fare. It emerges as a sustainable transportation mobility given its contribution to reducing greenhouse gas emissions, optimizing spatial-temporal use of road infrastructure, and enhancing passenger travel efficiency. However, passengers in TNC-based services frequently exhibit poor willingness to share (WTS) due to concerns over decreased privacy, comfort, identity recognition, and disease prevention in ridesplitting. This study aims to increase ridesplitting adoption rates among passengers by exploring specific price discount ranges that mitigate these concerns. Using the Criteria Importance Through Intercriteria Correlation (CRITIC) method and questionnaire surveys, we introduce the concept of passenger sensitivity to quantify the impact of reduced utilities on WTS. Subsequently, an evolutionary game model (EGM) is employed to develop price discount strategies for ridesplitting incentives tailored to varying levels of passenger sensitivity under two scenarios (scenario I: vehicle supply exceeds service demand; scenario II: service demand exceeds vehicle supply). Results indicate that passenger sensitivity ranges from 1.45 to 4.50, with an average of 3.18. Moreover, ridesplitting price discounts can effectively offset the negative impact of passenger sensitivity, with higher sensitivity requiring more substantial discounts. These findings offer an innovative framework for quantifying the negative factors affecting WTS and promoting the strategy formulation for ridesplitting incentives.

21.Cost and viability estimation of shared mobility services

作者: Raphael Abt, Konstantin Krauss

Abstract: The regulation of novel shared mobility services including their meaningful integration into existing transport systems is widely discussed. While knowledge about the demand side is growing steadily, there is a gap in knowledge regarding the services' supply side, such as their true cost and revenue structures. Therefore, our work presents an extensive cost analysis that captures five different shared mobility operating types: free-floating and station-based car sharing, on-demand ride-pooling, hybrid bike sharing, and shared e-scooters. We aim to provide insights into the services' cost components their magnitudes and resulting viability. To achieve this, we first collect cost information based on an extensive literature review and guideline-based expert interviews. Second, cost components and their cost-generating activities are extracted for subsequent cost modelling. Finally, by adding empirical cost, revenue, and utilisation data, we model operating type-specific costs and viability. Our results indicate that the total costs per passenger kilometre are heavily dependent on the exact operating type. However, in relative terms operations-related costs and vehicle leasing account for more than 50 % of the total costs per passenger kilometre in all services. When comparing the relative shares of the operations-related costs, three different cost structures stand out. First, in both car sharing models, more than half of the operations-related costs originate from cleaning and parking activities. Second, in shared e-scooters and bike sharing, the expenses for field agents and mechanics dominate the operations-related costs. Third, in ride pooling, the operations-related costs are dominated by driver salaries. When estimating the viability almost all services indicate questionable profitability. Since we find a low share of variable costs to be present in all services, we conclude increased vehicle utilisation to be crucial for shared mobility's path to profitability.

22.Airport sustainability and risk assessment using interval-valued Fermatean Fuzzy MCDM network analysis

作者: Huai-Wei Lo, Tsung-Hui Chen, Tzu-Yi Fang, Sheng-Wei Lin

Abstract: International airports are among the most crucial transportation hubs, especially in island regions or countries. They serve not only as logistics centers but also as key infrastructure for international travel and trade. In Taiwan, Taoyuan International Airport is the largest and most significant international gateway, handling over 44.7 million passengers in 2024 and serving as a strategic hub for both passenger and cargo transportation. Given its pivotal role, the sustainable development and risk resilience of Taoyuan International Airport are essential to maintaining the stability and competitiveness of the national transportation system. This study proposes a comprehensive assessment framework tailored for international airports, with a case application to Taoyuan International Airport. The framework captures multiple aspects of airport performance, including economic efficiency, environmental stewardship, social responsibility, and operational risk preparedness, and incorporates 12 core evaluation criteria. To analyze the interrelationships among these criteria and determine their relative influence, an Interval Fermatean Fuzzy Decision Making Trial and Evaluation Laboratory-based Analytic Network Process (IFF-DANP) model is introduced. This model integrates the Group Judgment Integration Technique (GJIT), Fermatean Fuzzy Sets (FFs), and DEMATEL-based ANP to effectively handle uncertainty and consolidate expert evaluations. Comparative analyses with other methods confirm the robustness and comprehensiveness of the proposed approach. Results indicate that “Airport Resilience and Risk Control Strategies” is the most critical criterion overall. Additionally, key drivers within the framework include “Operational Cost Rationality Management,” “Smart Response Management,” “Enhancing Transport Facility Inclusivity,” and “Enhancing Digital Innovation and Staff Training.” The insights gained offer practical guidance for airport managers and policymakers aiming to enhance sustainability and resilience in complex operational environments.

23.Does China's high-speed rail operation promote inclusive green growth? A service-based network perspective

作者: Junwei Wang, Guoli Ou, Junda Huang, Jiangye He, Shuguang Geng

Abstract: The expansion of high-speed rail (HSR) network has made outstanding contributions to regional economic growth, while its impact on inclusive green growth (IGG), a crucial route for global sustainable development, remains under-explored. Prior research has overlooked spatial disparities in HSR service quality, potentially compromising result accuracy. Aiming to tackle the gap highlighted above by conducting data of 279 prefecture-level cities in China from 2011 to 2019, we integrate service quality metrics, including travel time and service frequency of each origin-destination city, construct a dynamic, directed, and weighted HSR network matrix, and establish a comprehensive centrality indicator for HSR network advantages based on complex network analysis method to investigate its effects on IGG. The results show that HSR network indeed promotes IGG, primarily achieved by expediting digital transformation, stimulating entrepreneurial activity, and driving green innovation. Moreover, the research reveals a more pronounced effect of HSR network on IGG in central cities, non-resource-based cities, and non-old industrial base cities. Furthermore, it demonstrates a significant threshold effect in promoting IGG via HSR network under the constraint of urban rail transit (URT) service capacity. This effect is characterized by a marginal incremental increase in the promotional impact of HSR network on IGG as the threshold zone of URT network density expands. The findings offer policy implications for enhancing IGG through the optimization of HSR service quality.

24.How to unlock route optimization for aeVTOL aircrafts through strategic planning? A novel-framework-based examination

作者: Gagandeep Kaur, Vishal Kashav

Abstract: This research aims to strategically plan and optimize routes for autonomous electric Vertical Take-off and Landing (aeVTOL) aircraft, with the objective of enhancing their operational efficiency. Firstly, twelve strategic factors critical to optimizing aeVTOL aircraft routes were identified. Subsequently, these factors were ranked using the Full Consistency Method (FUCOM), with “Battery Capacity and Charging Infrastructure”, “Passenger Demand,”, and “Vehicle Range and Capabilities” emerging as the most decisive in determining optimal routes. The model developed in this manuscript evaluates five aeVTOL prototypes, designated as G1, G2, G3, G4, and G5, flying on five different routes. Taking the top-ranked strategic factors into account, the Cubic Intuitionistic Aczel-Alsina method was subsequently employed to find which aircraft operated on the most optimal route. The findings of the analysis demonstrate that aircraft G2 and G4 flew on the most optimal routes, followed by G5 and G1. Conversely, aircraft G3 was found to be operating on the least favorable route. Furthermore, we conducted a comparative analysis with the findings from previously published literature. This manuscript introduces a novel approach to route optimization by integrating the FUCOM method with the Cubic Intuitionistic Aczel-Alsina Operator, enhancing the sustainable and efficient deployment of aeVTOL technology.

25.Employment challenges and opportunities in the construction of smart ports

作者: Wenqian Chang, Yingxiu Zhao, Yanan Zheng

Abstract: This study explores the talent demand during the construction of smart ports, providing decision-making support for human resource development and deployment, and offering references for career planning. Firstly, it clarifies the employment status of smart port construction and presents hypotheses. Next, it extracts data characteristics of Tianjin Port, and the employees of container terminal enterprises, forming an indicator system. Then, it evaluates the smart port construction using the Entropy TOPSIS and utilizes the cross-quantilogram to obtain the correlation with the talent characteristics. Subsequently, the method of empirical likelihood ratio is used to classify the matching of smart ports and talent characteristics. Finally, robustness analysis is conducted. It indicates that with the smart port advancement, the number of knowledge-intensive and technology-intensive positions increases, while labor intensive positions decrease. Smart port construction imposes higher requirements on the skills, educational background, and career planning of symmetric employees, but there is no age discrimination as hypothesized.

26.Paratransit in the digital era: A comparative systematic literature review and transferability of developed-country models to developing countries

作者: Firzan Firzan, Muhammad Zudhy Irawan, Taqia Rahman, Nur Oktaviani Widiastuti, ... Nur Hadijah Yunianti

Abstract: Paratransit systems, characterized by flexibility and demand responsiveness, bridge critical gaps in urban mobility for low-income and marginalized populations. In the digital era, emerging technologies offer opportunities to improve efficiency, accessibility, and sustainability. This study presents a comparative review of minibus-based paratransit in developed and developing contexts by combining a bibliometric analysis of literature published between 2016 and April 2025 with a qualitative assessment of case studies and pilot projects. The findings show that in developing countries, these systems remain largely less formal and user-driven, serving both trunk and feeder functions. In contrast, paratransit services in developed countries operate under formal regulations and employ advanced information and communication technology to serve older adults and individuals with disabilities. Building on these insights, this study proposes an integrated demand-responsive transit transferability framework for action that covers technology, service design, integration, and business model components, each supported by specific regulatory enablers and practical strategies. The framework guides policymakers, transit agencies, and technology providers in adapting digital solutions across diverse socioeconomic and infrastructural environments. Key challenges include regulatory fragmentation, gaps in digital literacy, and financing constraints. The study concludes by outlining priority research directions to improve driver certification, advance multimodal integration, and develop sustainable digital business models that balance cost effectiveness, inclusivity, and environmental objectives.

27.Causal effect between financial viability and service quality in Indian public transport: Evidence from a Dumitrescu-Hurlin panel causality test

作者: Jyoti Kumari, Sanjay Kumar Singh

Abstract: This study explores the causal relationship between financial sustainability and service quality in India's public bus transport sector, focusing on State Transport Undertakings (STUs). Addressing a critical gap in transport economics literature, this research is among the first to empirically examine whether financial viability drives service quality or vice versa. A novel service quality index is constructed using Principal Component Analysis (PCA), incorporating four key operational indicators: service regularity, vehicle breakdowns, punctuality, and accident rates. To ensure methodological robustness, the analysis applies both traditional (first-generation) and advanced (second-generation) panel unit root tests, followed by the Pedroni cointegration test and the Dumitrescu-Hurlin panel causality test. The findings reveal a unidirectional causal effect: profitability significantly influences service quality, while the reverse does not hold. This outcome suggests that financial stability is a precondition for improving service delivery in public transport systems. The study offers actionable insights for transport authorities, recommending strategic priorities such as operational savings, optimal route design, cost control, and fare rationalization. By combining a context-specific quality index with advanced panel econometric techniques, this research contributes novel empirical evidence to a largely understudied but policy-relevant issue in developing economies.

28.Toward sustainable development: Electric two-wheeler adoption in emerging markets

作者: Bang Nguyen-Viet, Anh Thi Lan Nguyen, Hang Nguyen Phan Thu

Abstract: Many countries have introduced environmentally friendly transportation solutions to reduce the health and environmental impacts of road-vehicle greenhouse gas emissions. This study examines consumers' intentions to purchase electric two-wheelers in motorcycle-dominant India, Thailand, and Vietnam. Participants were recruited from Delhi, Bangkok, and Ho Chi Minh City and completed a survey-based questionnaire. This study utilized Smart PLS software for PLS-SEM analysis, employing a two-step approach to evaluate the measurement and structural models, confirming that gain, normative, and hedonic motivations positively impact purchase intention for electric two-wheelers. Environmental advertising and distribution intensity enhance these motivations and technological understanding further strengthens them. However, financial incentives do not significantly affect purchase intentions in the studied countries. The study focuses on behavioral intentions rather than actual adoption, and the findings may not be universally applicable. Future studies should use larger samples and diverse analytical methods. Effective consumer education and targeted advertising, while considering motivation and market segmentation, are crucial for boosting adoption beyond financial incentives. This study integrates goal-framing theory, the motivation–opportunity–ability framework, and the stimulus-organism-response model to explore purchase intentions for electric two-wheelers in motorcycle-dominant regions, offering valuable insights for policymakers and manufacturers.

29.Breaking the drive: Leveraging demand-responsive buses to transform first-mile and last-mile commute behaviour

作者: Alexandra S. Kang, Kelvin Ching Wei Lim, Li-Pei Wong, Wai Peng Wong, Mohd Nadhir Ab Wahab

Abstract: The study investigates a conversion-oriented intervention aimed at reducing single occupancy vehicle (SOV) usage in urban commutes by introducing a demand responsive bus (DRBus) service, which addresses the first-mile and last-mile (FMLM) mobility challenges commonly faced by commuters. The research initially involved a preliminary focus group with 20 participants, followed by an online survey of 344 SOV drivers across two cohorts, specifically targeting working adults and university/college students on Penang Island to evaluate their willingness to shift from SOVs to shared mode. The results demonstrate that features of e-booking, ease of use, and service information significantly enhance the implementation intention to try DRBus, while e-booking, ease of use, and service reliability play a pivotal role in reducing the perceived walking distance to bus stops. The findings further reveal that in-vehicle travel time (IVT) and the number of bus interchanges (NBI) are the key moderators in the relationship between walking distance and their implementation intention to try DRBus. Specifically, shorter walking distances were found to increase the likelihood of adoption; however, this effect diminished as IVT and NBI increased, emphasising the critical role of travel efficiency in influencing commuter behaviour. The findings suggest that behaviour change interventions for sustainable mobility should focus on route optimisation and profile strategies based on age and occupational context rather than gender. This study unveils strategic pathways for optimising the efficiency of DRBus, offering valuable insights for advancing sustainable urban mobility solutions.

30.An integrated environmental awareness, UTAUT2 model, and image concern framework for early BEV adopters in Thailand: The moderating effects of individual characteristics

作者: Natcha Limpasirisuwan, Thanapong Champahom, Sajjakaj Jomnonkwao, Vatanavongs Ratanavaraha

Abstract: Despite the significant potential of Battery Electric Vehicles (BEVs) to mitigate greenhouse gas emissions from the transportation sector, their global adoption rate, including in Thailand, is exhibiting a concerning decline. This trend contrasts sharply with the increasing uptake of other electric vehicle variants, signaling a diminishing consumer propensity toward BEVs. This study investigates the psychological factors influencing BEV adoption by examining current owners' usage patterns through an integrated framework of environmental awareness, UTAUT2 model, and image concerns (apprehensions about negative social perceptions of BEV ownership). Data were collected from 846 BEV owners across Thailand's major regions and analyzed using structural equation modeling (SEM) with specific moderating effects. The findings reveal that environmental awareness significantly enhances positive perceptions across all UTAUT2 dimensions, with the strongest effects on facilitating conditions (β = 0.837) and perceived performance (β = 0.833). Notably, while perceived performance and effort positively influence BEV adoption, social influence and hedonic motivation unexpectedly.

31.Operational strategies for a sustainable eco-friendly public transportation system: A comparative evaluation using traffic and emission microsimulation models

作者: Hyunwoo Lee, Sangpil Ko, Jun Lee, Jeong Whon Yu

Abstract: For carbon neutrality and alleviation of traffic congestion, large cities are considering the eco-friendly public transportation. While many researches have studied on selecting modes suitable for large cities, there is a lack of detailed comparative analysis of various operational strategies for different public transportation modes. It is essential to focus not only on comparing different public transportation modes but also on the operational strategies and methods that can be applied in various ways. This study assesses the sustainability of various operational strategies for eco-friendly modes by using economic, social, and environmental factors, utilizing the integrated approach with VISSIM and VisVAP for accurate simulation and analysis. We propose new public transportation modes and determine the most efficient operational strategies for implementing effective mass transit systems in cities. This methodology is validated by modeling the road conditions of large cities with heavy traffic. The findings indicate that the super BRT3 dedicated mode operated in a one-way configuration, combined with various strategies, is superior to trams.

32.Quantifying the potential benefits of buspooling: Case study and sensitivity analysis

作者: Xiaobing Liu, Yite Sun, Rui Wang, Weimin Tan, ... Yun Wang

Abstract: In the realm of mobility services, high-capacity ridesharing such as buspooling holds promise in alleviating the overuse of low-capacity cars and addressing accessibility bottlenecks to public transit systems. However, research on buspooling remains in its fancy stage, requiring dedicated efforts to quantify and enhance its potential benefits. In this paper, we propose car-user-oriented and sustainable operating principles and embody them in a passenger matching model. Furthermore, we employ a solution approach including the spatial-temporal pruning strategies and a heuristic algorithm to guarantee the efficiency of larger-scale computing. Applying this system to the case of Beijing, results demonstrate that buspooling services could yield significant benefits to passengers, operators, and the environment. The consistency observed between the distribution of taxi trips and bus routes suggests that buspooling could effectively enhance subway accessibility, especially for residents in suburban areas. Moreover, findings from a sophisticated analysis can inform the design of a more attractive and eco-friendly system for intermodal transit services in practice.

33.The principal-agent problem in the inclusion of maritime transport into the EU ETS: Which kind of incentives are best?

作者: Umur Bucak, İlke Sezin Ayaz, Soner Esmer

Abstract: The maritime transport industry has been dramatically impacted by its inclusion into the European Union Emissions Trading System (EU ETS). The economic and environmental effectiveness of the system depends on maritime transport companies' rapidly adapting to EU ETS regulations. However, there may be a principal-agent problem between the main EU ETS bodies and the maritime transport industry. This study proposes an incentive system to enable shipping companies to rapidly adapt to the EU ETS and solve potential problems during the process. To develop the proposal, the study identified from the literature, and then qualitatively and quantitatively analyzed, potential incentives for shipping companies regarding the industry's position in the EU ETS, and collected data from experts working in shipping companies. The study was subjected to qualitative analysis based on literature using the MAXQDA 24 software, which enabled the visualization of relationships between incentives. Furthermore, the Best Worst method was employed to analyze the perceptions of experts on incentives quantitatively, with the objective of determining the most and worst favorable ones. The findings revealed various conflicts between the perceptions of researchers in the literature and selected experts working in shipping companies. Moreover, the analysis detected a principal-agent problem between shipowners and ship brokers regarding their expectations from incentives.

Employing a multi-method approach, including the Analytical Hierarchy Process (AHP) and interviews with industry stakeholders, preliminary findings highlight the critical role of regulatory frameworks and incentives in enhancing cities' maturity levels, surpassing technological advancements and performance metrics in importance.

35.Assessing smartphone use while driving: A Real-Time Delphi study on risks and prevention strategies

作者: Yuri Calleo, Simone Di Zio, Nadia Giuffrida

Abstract: Smartphone use while driving represents a major public safety issue, significantly contributing to road accidents and fatalities. This study investigates the underlying factors influencing this behavior, focusing on the case of Italy, and evaluates potential prevention strategies. By adopting a participatory approach and real-time web surveys through the Real-Time Delphi method, the research engages both citizens and experts to gain a comprehensive understanding of the motivations behind smartphone use while driving and the existing regulatory shortcomings. Experts identify and propose a range of innovative countermeasures, including technological interventions, stricter legal enforcement, and behavioral strategies designed to curb this risky behavior. Citizens, in turn, assess the feasibility and perceived effectiveness of these measures, offering valuable insights into public attitudes and potential barriers to implementation. The findings highlight the persistent nature of distracted driving despite current regulations, indicating that legal frameworks alone are insufficient to fully address the issue. Instead, a multifaceted approach that combines enforcement, public education, and technological solutions is necessary to mitigate risks effectively. The innovation of this study contributes to the development of targeted policies and evidence-based interventions aimed at improving road safety in Italy and beyond.

36.The siphoning effect of transportation infrastructure on tourism development: Evidence from China

作者: Mingda Cheng, Ru Yan, Jingqi Dang

Abstract: Although transportation infrastructure plays a crucial role in economic development, its impact on interregional development inequalities remains under-explored. By using a rigorous and effective instrumental variable-difference in differences (IV-DID) empirical strategy based on a unique data in China, this study evaluates the impact of the high-speed rail (HSR) on regional disparities between cities from the perspective of tourism development. The findings reveal a significant “siphoning effect” linked to the opening of HSR. While the introduction of HSR markedly enhances tourism development, its benefits are predominantly realized in cities that already possess ample tourism resources, superior service quality, and higher city positioning. Conversely, less advantaged cities do not experience a comparable boost in tourism growth. This disparity indicates that HSR, rather than equalizing opportunities, may actually intensify existing inequalities in tourism development. Cities with pre-existing advantages continue to flourish, whereas those with fewer resources gain little from HSR implementation. Our results contribute to the limited evidence regarding the influence of transportation infrastructure on regional tourism disparities. The findings carry profound implications for policymakers, underscoring the need for strategies that not only promote overall development but also specifically address and mitigate the widening gap between more and less advantaged regions. Such policy considerations are vital in ensuring regions equitable benefit from infrastructure advancements like HSR, thereby fostering balanced regional growth and development.

37.The potential of battery electric trucks in forest transportation

作者: Rahul Iyer, Bobin Wang, Mikael Rönnqvist

Abstract: The forest transportation sector is a significant source of greenhouse gas emissions. Industrial professionals aim to shift towards more environmentally friendly practices to help reduce emissions. Electrification is relatively new to forest transportation, as there are limited studies describing its influence because of limited practical use and a lack of relevant data on energy consumption and the behavior of electric trucks. This study investigates various opportunities and barriers to the adoption of battery electric trucks in forestry to support the emission reduction goals of Canada. This paper reviews the scientific literature relevant to studies in battery electric trucks in three planning horizons: strategic, tactical, and operational planning. It looks at the recent developments of heavy-duty electric trucks in charging infrastructure, life cycle analysis, total cost of ownership, energy consumption, emerging technology, and specific routing problems. This paper also discusses industrial initiatives in forest freight electrification. The analysis results highlight the different industrial applications in forestry where electrification brought about a watershed. The forest transportation sector has the potential to become carbon-neutral by investing in battery electric trucks, but achieving net-zero emissions might not be realistic without changes in policies and incentives.

38.Flying toward sustainability? Investigating the attitude-behaviour gap among Italian air travellers

作者: Riccardo Colantuono, Alessandro Montanaro, Massimiliano Mazzanti, Susanna Mancinelli, Emilio Paolo Visintin

Abstract: Air transport, a major contributor to carbon emissions, faces escalating environmental scrutiny both in Europe and beyond. This study focuses on investigating the attitude-behaviour gap regarding individual flying activity and environmental concern among Italian air travellers. An original survey collected data on demographics, flying activity, awareness, and policy support from a representative sample of 1004 Italian adults; then, regression models analysed factors influencing flight frequency and distance travelled. Findings reveal significant correlations between policy support and reduced flying, highlighting policy attitudes' impact on behaviour. However, general environmental concern did not consistently affect travel decisions, underscoring the persistent attitude-behaviour gap already described in the literature. Further analysis differentiated motivations for flying and flight distance, observing distinct behaviours for different sub-samples of flights. While environmentally aware individuals do not reduce business travel accordingly, policy supporters showed reluctance for vacation flights. Moreover, further reducing the analysis to “substitutable” flights, both the environmental concern and the policy support variable gained significance. Finally, a latent class model analysis additionally extends the interpretation of the results. These emphasize the need for comprehensive policies addressing both supply and demand sides of aviation emissions, such as combining market-based and regulatory interventions alongside education, information and the promotion of Sustainable Alternative Fuels (SAFs). Overall, the study analyses a pivotal environmental issue through the analysis of a novel sample and contributes to understanding individual behaviours and informing policy strategies to mitigate aviation's environmental impact.

39.Assessment of transportation investments feasibility studies with fuzzy multi-criteria decision-making techniques

作者: Özlem Battal Şal, Mustafa Kürşat Çubuk, Fuat Şimşir

Abstract: Transportation investments are a unique development tool in the economic growth of countries. This study aims to reveal the importance of feasibility studies in the evaluation of transportation investments in Turkey. A three-stage model was created for this reason in order to assess the studies. Fuzzy logic and Multi-Criteria Decision-Making (MCDM) techniques are combined in the developed model. In Stage 1, criteria and alternatives are determined. In Stage 2, the Best-Worst Method, a weighting method, was used to identify importance levels of the criteria. In Stage 3, a multi-criteria fuzzy evaluation method is suggested by using the weighted criteria fuzzy TOPSIS and fuzzy VIKOR methods. There isn't a study that uses MCDM techniques for transportation project feasibility studies. To show how successful the suggested model is, an actual case study was carried out. This study has shown that Financial Feasibility Factors (C7) and Feasibility Factors in Terms of Transportation (C4) are the two most significant criteria, respectively, out of the nine primary criteria that should be included in feasibility studies for transportation projects. Following that, decision-makers ranked the five alternatives according to their preferences after evaluating them using assessment criteria derived from the primary criterion. The suggested approach addresses the impact of the concerns that should be included in the projects on investment decisions and allows for a more thorough examination of feasibility studies.

40.Measuring port congestion and lockdown impact using AIS data

作者: Kijin Kim, Ah-Hyun Jo, Seong-Hyun Cho, Ammielou Gaduena, Bo-Kyung Kim

Abstract: This study measures congestion in major container ports and investigates how port characteristics and regional factors influence congestion during the COVID-19 period. Using Automatic Identification System (AIS) data from 19 major global ports between 2019 and 2022, we develop port congestion indicators, including vessel arrivals, vessels staying in port, waiting time, and service time. First, descriptive analysis reveals significantly higher service and waiting times in 2021 due to global supply chain disruptions. Import/export-focused ports were more affected than transshipment hubs, with gateway ports experiencing more severe bottlenecks. Short-term events such as labor strikes also substantially impacted port congestion. Next, using econometric analyses, estimated impulse response functions indicate a decrease in the number of ship calls following stricter mobility restrictions, with average waiting time at anchorage promptly increasing, while average service time at berth was comparatively less affected. Additionally, we find significant spillover effects from neighboring ports, comparable in magnitude to those from the respective ports, highlighting the interconnected nature of maritime supply chains.

41.Disentangling the relationships between the SDGs and transportation

作者: Mohamed Abouelela, Iraklis Stamos, Manos (Emmanouil) Chaniotakis, Constantinos Antoniou

Abstract: Transportation is a vital enabler of sustainable development, influencing economic, social, and environmental dimensions. In this research, we discuss and explore the intricate connections between transportation and the UN’s Sustainable Development Goals (SDGs), identifying the interconnection between the transportation sector and SDGs. Our investigation highlights the vast role of transportation within the SDGs’ scope, which was earlier limited to a few indicators; we stress transportation’s transformative potential, including its role in enhancing urban accessibility, reducing greenhouse gas emissions, promoting equity and inclusion, and fostering economic opportunities. Key findings underscore gaps in the current SDG framework, such as limited recognition of active mobility, inequities in access, and underrepresentation of transportation’s environmental and social impacts. In addition, thresholds for the different indicators interacting with the transport sector must be defined for a universal, transparent evaluation process. Moreover, there is a need to consider the interlinkage between several indicators within different goals that are closely linked, and their relationship should be considered when evaluated, and they should be evaluated simultaneously and not separately. The paper proposes refining indicators to capture the nuanced relationships between transportation and sustainable development, emphasizing context-sensitive approaches to address regional disparities and informal transit systems. By integrating transportation comprehensively within SDG planning and monitoring, policymakers can unlock its systemic benefits, accelerating progress toward the 2030 Agenda and fostering equitable, sustainable communities.

42.Port strategies considering capacity availability and user preference

作者: Fuying Chen, Meifeng Luo, Jiantong Zhang

Abstract: Whether to cooperate with the neighboring ports is not only an important decision for port operators, but also for the society. This study analyzes whether two ports should cooperate under different capacity availability and user preference. An analytical model is established and a numerical simulation is conducted to examine the impacts of these conditions on ports, users and the society. Ports naturally prefer cooperation as it can generate higher profit, but this preference must be contextualized by service relationships. For complementary ports, cooperation can also generate higher social welfare. For substitutable ports, competition is better and should be promoted, while cooperation can lead to monopoly and social welfare losses. Such losses increase with the level of overcapacity compared with competition. The results underscore a key policy implication: rather than universally promoting cooperation, port strategies should be tailored to service complementarity/substitutability. Specifically, encouraging competition among substitutable ports to safeguard social welfare. This study thus provides a novel framework for aligning port operational decisions with broader societal interests.
