On July 17, 2025, Taiwan’s National Immigration Agency announced new adjustments to its entry policy. While most foreign nationals and Hong Kong/Macau residents may enter for tourism, what about travelers from Mainland China? Who is eligible, and what are the requirements? Here’s a clear breakdown:

Who Can Apply for a Taiwan Exit & Entry Permit for Tourism?
Currently, only Mainland Chinese citizens who are living abroad or in Hong Kong/Macau can apply, provided they meet one of the following criteria:
  1. Students – Studying abroad or in Hong Kong/Macau.
  2. Permanent Residents – Already hold permanent residence status overseas or in Hong Kong/Macau.
  3. Dependent Residents with Savings – Hold dependent residence abroad and can show proof of savings of at least TWD 100,000 (kept in the account for over one month).
  4. Working Abroad for Over a Year – Lived and worked abroad (or in Hong Kong/Macau) for at least one year with valid employment proof.
  5. Accompanying Family Members – Spouses or second-degree relatives (by blood) of the above categories, provided they also reside abroad or in Hong Kong/Macau.
How to Apply?
Applicants who meet the above eligibility criteria may submit their applications online through the National Immigration Agency’s system. If the applicant resides in a location where the National Immigration Agency does not have an overseas service office, the application must be submitted in paper form to the designated office responsible for their area.
What Documents Are Required?
  1. Application form – Completed online or on paper.
  2. Travel documents – Mainland China passport or Hong Kong/Macau travel documents (valid for at least 6 months). Applicants who have obtained foreign nationality but still hold Mainland Chinese status must also provide proof of foreign nationality.
  3. 2-inch coloured Photo – Taken within the last two years, white background, head length (top of head to chin) between 3.2 and 3.6 cm.
  4. Supporting Documents (depending on eligibility category) –
    (1) Students – Valid student ID or enrollment certificate issued within the past 3 months + re-entry visa.
    (2) Overseas Permanent Residents – Proof of permanent residency abroad.
    (3) Hong Kong/Macau Permanent Residency – Hong Kong or Macau permanent resident ID card, or Hong Kong/Macau passport with at least 6 months’ validity.
    (4) Dependent Residents with Savings – Proof of dependent residency + bank statement issued within the past month showing a balance of at least TWD100,000 maintained for one month or longer.
    (5) Working Abroad for Over a Year – Entry/exit record for the past year or government-issued proof of legal stay abroad + work permit + employment certificate from the past 3 months.
    (6) Accompanying Family Members (spouse or second-degree relatives) – Proof of dependent residency abroad + proof of family relationship, such as a marriage certificate or birth certificate.
    (7) Other relevant supporting documents as applicable.

For minor applicants not accompanied by a legal guardian, a parental consent letter and proof of relationship (e.g., birth certificate) must also be provided.
Conclusion
A special reminder: many people misunderstand the concept of “residing in a third country,” assuming that simply holding a visa for a third country is sufficient. In fact, only those with long-term residency status in the country are eligible; short-term visas do not qualify.

At the same time, please note that these regulations may be subject to changes or updates in practice as policies are adjusted. We strongly recommend checking the latest official announcements before submitting your application to avoid affecting your travel plans.
