Citigroup announced it will seek additional minority investors for its Mexican retail unit, Banamex, following the sale of a 25% stake to billionaire Fernando Chico Pardo for $2.3 billion. Citi executives indicated they would target smaller investors in the coming months before considering an initial public offering (IPO). Analysts said the transaction valued Banamex at about $9.12 billion, establishing a pricing benchmark for a future IPO.

The deal marks progress in Citi’s long-delayed exit from Banamex, which it acquired in 2001 for $12.5 billion. Previous negotiations with Grupo Mexico collapsed amid government conditions under former President Andres Manuel Lopez Obrador. Current President Claudia Sheinbaum welcomed Chico Pardo’s purchase, highlighting Banamex’s return to Mexican ownership. Unlike his predecessor, Claudia Sheinbaum did not impose restrictions on the sale.

Chico Pardo described his stake as a long-term, family-oriented investment and confirmed he would not increase it beyond 25%. Banamex, which currently holds around 6% of Mexico’s loan market compared to 18% in 2009, plans to regain ground through digital expansion and improved customer service. While Citi declined to specify an IPO timeline, analysts now expect it could occur in mid-to-late 2026, with the stake sale acting as a precursor to public listing.
