On April 23th ZTE held a legal & compliance forum in Shenzhen and invited Wang Zhile (the vice chairman of the national compliance committee of the China Council for the Promotion of International Trade), Yu Mang (the deputy general manager of the Legal Affairs Department of China Mobile), Jin Yi (Head of Compliance and general manager of the Legal Compliance Department of the Taikang Insurance Group), Xu Weigong (a professor of Zhongnan University of Economics and Law), Bao Yuming (Vice President and chief legal officer of the Jerry Group and an independent director of ZTE Kangxun) and Chen Litong (the senior partner of Dentons Shanghai Office and an independent director of ZTE Kangxun). Meanwhile, Xie Junshi (ZTE Senior Vice President and Chief Operating Officer), Shen Nan (ZTE Senior Vice President and Chief Legal Officer), and J. Daniel Chapman (the President of Presyse) attended the meeting and gave the keynote speech.

First of all, Shen Nan (the Senior Vice President) expressed a warm welcome and sincere thanks to all of the guests. Shen Nan said that April was ZTE’s Compliance Awareness Enhancement month, the Chairman and President of the Company expressed the compliance message to all employees, all the Company's executives recorded the compliance insights video, each business unit organized the employees under its unit to study and discuss compliance to enhance the initiative and enthusiasm of the various business units which participated in the compliance work. This compliance forum is also an important link for ZTE to go out to learn from the industry's advanced compliance practice experience, strengthen the internalization of employees' ability, and play a pivotal role in the independent value of modern corporate legal affairs. Only by continuously learning and exchanging advanced compliance concepts and practices, improving the professional compliance ability of employees and realizing the internalization of their capabilities, can we undertake the responsibility and mission of supporting the development of the Company and leading to establish a best-in-class legal and compliance system.
Afterwards, the specially invited guests at the meeting shared the theme of the development of compliance management domestically and overseas, the characteristics of corporate compliance management and excellent practical experience from multiple dimensions.

Wang Zhile pointed out that 2018 was an important turning point in the compliance management of Chinese enterprises. In an environment of frequent violation cases and related government departments' strong emphasis on and a global environment advocating compliance, the enterprises began to actively promote compliance management practices, striving to enhance compliance competitiveness and working to build world-class enterprises.
Yu Mang started by introducing the main features of the mature compliance management of large international enterprises, analyzed the development trend of compliance management, and shared the practical compliance experience of China Mobile. He pointed out that compliance management was an inevitable choice to adapt to international rules and emphasized that compliance management was also the practical need to accommodate to the competitive situation and the changes of the regulatory environment.
Jin yi advocated building a no.1 project of operation of integrity and customer experience to cultivate a compliance culture of integrity. Through paying equal attention to guidance and deterrence and multi-dimensional multi-form compliance trainings, the enterprises finally realize the closed-loop compliance management.
Xu Weigong discussed the challenges faced by China's compliance system construction with respect to discerning foreign law from the frontier perspective of scholars' theories, and gave a forward-looking thought on the path of Chinese enterprises ascertaining foreign law.
Xie Junshi deeply analyzed the understanding of compliance from the perspective of modern enterprise operation. He proposed that the premise for enterprises to pursue efficiency maximization was a safe operation, and he also shared ZTE's compliance practices from multiple dimensions such as compliance culture, process tool, resource investment, and compliance capability. He stressed that the Company must find the balance between compliance management and operation in order to promote efficiency, to reduce costs and to increase the competitiveness of the Company; Through the coordination and integration of compliance and business, the modern management of the enterprise would be more vigorous, finally realizing the business sustainability of the enterprise and building a longevous enterprise.
Chen Litong probed into the practical experience of the compliance audit with the participants from the practical level, and how to collect and analyze evidence and give rectification opinions from the perspective of risk identification and assessment of the whole process of the compliance audit.
Bao Yuming deemed compliance was “not for others, but for yourself” and shared the outstanding practical experience of the Jerry Group, put forward to foster the compliance culture and to increase the compliance awareness of all employees by conducting compliance culture exchange meetings, publicizing critical events, setting up benchmarks, empowering the middle level and evaluating trainings, etc.
Finally, J. Daniel Chapman analyzed the differences of the compliance culture from the perspective of the contrast between Eastern and Western cultures. He put forward many constructive suggestions on how to prevent the risks of cultural misunderstanding under the differences between Eastern and Western corporate cultures, and provided the participants with a brand new idea for the construction of compliance culture.

The compliance forum held this time was a great success with wonderful sharings of all the guests. Guest speakers provided profound insights from different viewpoints on the compliance construction of enterprises. This forum was not only communications of corporate compliance with the outside elite, but also served as a unique compliance training for all legal compliance employees. Through in-depth exchanges and collisions, it will help the development of the compliance construction, guarding value, and creating value for ZTE.
